Abstract: The article argues that in the new era, ideological risks present a multidimensional representation of endogenous and exogenous intertwining, history and current overlapping, structural and functional concurrency, and stealthiness and visibility escalation under the multidimensional perspective of space, time, structure and state.To promote the management of ideological risks from the perspective of boundaries, it is necessary to lead social thoughts, reshape political beliefs, grasp cultural directions and stand firm on value positions in the "bounded" and "unbounded" areas, so as to guard the edges of ideology, politics, culture and values.

Abstract: Smart manufacturing is not only the focus of global economic competition but also the main direction of the integrative development of China's digital economy and physical industry. It is very important to explore its landing conditions and China's strategy. Based on Romer’s increasing return production function and perfectly competitive market hypothesis, the intelligent decision tree of manufacturers can be constructed. It is found that the intelligent transformation of traditional manufacturing enterprises faces three difficulties: loss maximization at early stage, medium-term market capacity shortage and long-term monopoly crisis. Smart manufacturers must reduce the cost of AI, select market segments, build a global monopoly, and connect new infrastructure to succeed. In the face of difficult tasks different from traditional manufacturing, Chinese manufacturing enterprises and the government can cooperate to support the AI innovation, take the lead in monopolizing the global middle and low-end consumer goods market in early stage, focus on strengthening Chinese lighthouse enterprises, realize cloud island interconnection, and successfully complete the implementation process of China's smart manufacturing.

Abstract: Because the systematic data asset valuation and pricing system has not formed yet, it is difficult to break through the complete cycle chain of data asset market. This paper proposes that we should design and construct a set of scientific and efficient data asset valuation and pricing management system and operation mechanism, which core part is based on the data asset primary and secondary market and data asset exchange "2+1" function system. The main participants include government departments, financial institutions, digital giants and micro, small and medium-sized enterprises and other market players. The technical route of implementation varies with different stages: the first stage is the adjustment application of traditional asset appraisal technology, the second stage is the application of digital technology in the whole process. The ultimate goal of construction is to build an intensive, efficient, open and shared data asset valuation and pricing system, forming a national data asset market connecting the world, opening up the internal circulation and docking the external circulation, and promoting the double circulation.

Abstract:As one of the core figures of Mr. Fei Xiaotong's theory of "The Pluralistic integration Pattern of the Chinese Nation", Mr. Gu Bao has made many discussions on the deep structure and forming reasons of the Chinese national community from a historical perspective. His view of the Chinese nation has an empirical and realistic basis, especially with the regional experiences from the Great Wall to the Tianshan Mountains, and derives a broader view of the Chinese nation, which is characterized by a long period of time, wholeness and ecology. His discourse and theoretical system are driven by the logic of his personal, contemporary and academic genealogy. The article argues that Mr. Gu Bao has drawn from four pairs of relationships, like "the synergistic growth relationship between commonality and community", "the dialectical unity relationship between commonality and individuality", "the complementary symbiotic relationship between agrarian and nomadic pastoralism”, the “mutually inseparable relationship between Han and ethnic minorities”, which provide a clearer logic for grasping the connotation of the idea of the commonality of the Chinese nation. Guided by this historical perspective, his writing on the Chinese nation differs from the traditional approach, focusing on the interplay and interaction of multiple subjects to understand the development and evolution of the Chinese nation, while paying special attention to the ecological nature of the activities of people and historical development, which is somewhat groundbreaking and thus more explanatory, and has important implications for the construction of the current theoretical system of the Chinese national community.

Abstract: Due to its strategic value in both digital economy and military security, submarine cable has become an important area of strategic competition between China and the United States. With this, the friction and disputes between China and the United States in the field of submarine cable have become more and more frequent. The U.S. has launched a series of strategic offensives, including suppression of Chinese submarine cable companies and increased efforts to steal data from China. China has stepped up its diplomatic, cyber and military response. Given the strategic value of submarine cables, the strategic competition between the U.S. and China in the area of submarine cables is likely to become increasingly intense during the Biden administration. This could have a negative impact on Chinese submarine cable companies' access to global markets, the "technological decoupling" between China and the U.S., and China's regional cooperation relations with some developed or developing countries. In view of this, China should make corresponding strategic responses to safeguard its national interests.

Abstract: The excessive burden of rural land and the deficiency of farmers' land property rights are the fundamental motives for the reform of "three rights to separate" contracted land in China. Land management rights policies can be divided into two categories, but the policy concepts are not uniformly expressed and fail to take into account the systemic nature of different conceptual contexts. Land management rights policies include the concept and rights of land management rights, the characteristics of rights, the subjects of transactions, the ways of generation, the coordination of policies and the restrictions of rights, aiming to build an orderly flow of contracted land. Relevant state authorities should adhere to the reform direction of land management rights and recognize land management rights policy as a long-term surviving policy law and the legalization of land management rights policy as a monolith of China's dual legal system, but policy law and law will remain in a dynamic balance. State policy norms can function as a substantive source of law indirectly through legal interpretation.

Abstract:This paper analyzes the perception of illegality in 769 criminal judgments and finds that the existing judgments have different conviction and sentencing patterns. Specifically, some of the judgments do not consider the awareness of illegality as an element of crime, some of them consider the awareness of illegality as one of the sentencing circumstances, while some others consider the lack of awareness of illegality as a deterrent to the establishment of criminal intent. In abandoning the concept of "not knowing the law is not exempt" and advocating the concept of "not knowing the law is not a crime", the knowledge of illegality should be recognized as an element of the establishment of crime and a part of criminal intent. In specific cases, based on the principle of accountability, the benchmark for judging the knowledge of illegality should be the individualized standard of the actor rather than the socialized standard of the general public; and the construction of the judging method should adopt the hierarchical review path of whether there is a causation, whether there is sufficient inquiry and whether there is a hypothetical causal process.

Abstract:Over the past half century, artificial intelligence has made significant achievements in many fields such as pattern recognition and robotics, and the accelerated development and integration of intelligent media technologies have created an intelligent socio-cultural context that helps maximize the efficiency of socio-cultural generation. However, the new AI cultural practices have generated new cultural experiences and problems, and brought serious challenges to the development of social culture. The article focuses on the current situation of socio-cultural development in the era of artificial intelligence, explores in depth the opportunities and challenges brought by AI technology to socio-cultural development, and proposes countermeasures in seven aspects, including value guidance, cultural cultivation, and sound laws.

Abstract:As a kind of network interaction of multiple subjects in the absence of state apparatus, online public opinion trial has attracted much attention in the fields of jurisprudence and public opinion dissemination, but its social implications are yet to be further explored. In the context of structural tensions, online public opinion judgment is actually a set of establishment logic that embraces rational demands for interests and justice: in the tension pattern of atomized individual anxiety, institutional expression gap, and cultural development lag in transition China, online public opinion judgment appropriately plays the role of a social tool for netizens to build risk communities, compensate for floating democracy, and write pan-moral habits. Due to the uncertainties carried by network technology, online public opinion trials are often reduced to violent performances filled with populist discourse and stigmatizing symbols, and even vibrate with risky energy that obstructs judicial justice and disturbs online social order. Facing the increasingly scorching online public opinion trials, the only way to achieve the possibility of reducing the network risk vector and integrating the social tension structure is to build a bridge of good governance that aggregates the forces of social governance and guides the transmission of demands.
