The Chinese Communist Party’s Statement and Positioning of “Party Leadership” in the Past Hundred Year(HU Mo, GAO Xiao - fei)
Abstract:The leadership of the Communist Party of China is the most fundamental feature of socialism with Chinese characteristics The Party has had different statements of “party leadership” in the course of a century, which can roughly be divided into four stages:during the period of the New Democratic Revolution, the Party emphasized the need to grasp leadership, and it was clear that “party leadership” was the key to the success of the revolution;during the socialist revolution and construction period, it pointed out that “the core force leading our cause is the Communist Party of China”;during the new period of reform and opening up and the socialist modernization drive, it insisted that “the leadership of the party must be upheld and the leadership of the party must be improved”;during the socialism with Chinese characteristics in the new era, it emphasizes adhering to the party's overall leadership, that is, upholding the party’s leadership over all work As far as meaning formation is concerned, the different statements were closely related to specific historical backgrounds and were rich in connotations and meanings, leading to the accomplishment of its central tasks and historical missions in each historical period

Jurisdiction Basis of Extraterritorial Application of the U.S. Export Control Law and Its Implications for China

Abstract:Historically, the extraterritorial application of the U S export control law led to many conflicts, and the essence is the conflict of jurisdiction between countries The study of jurisdiction theory in international law is an important approach to determining the scope and boundary of the extraterritorial application of export control law Although the Export Control Act of China promulgated in 2020 regulates its extraterritorial application in principle, these provisions cannot guide the practice clearly because of a lack of more detailed guidelines The jurisdiction theory of international law can provide a new approach for improving the system of extraterritorial application of the Export Control Law of China

Abstract:The Overseas Chinese are a unique force in the building of a community with a shared future for mankind Safeguarding their rights and interests in their homeland can better unite their hearts and turn the resources related to overseas Chinese affairs into a boost for national development At present, although China has launched a series of measures to protect the rights and interests of overseas Chinese, there are still many obstacles Through studying the problems of inadequate legislation and law enforcement regarding overseas Chinese affairs, the disputes over compensation for the expropriation and demolition of overseas Chinese’ real estates, and the complicated procedures for identifying overseas Chinese, the authors put forward some specific suggestions, such as promoting legislation in coordination with various parties, strengthening the work force for overseas Chinese affairs, and implementing specific measures for protecting of overseas Chinese interests, so as to improve the legal system for protecting the rights and interests of overseas Chinese, and maximize the forces for promoting a shared future for mankind

Abstract:Zhan Ruoshui was a systematic educationist of the philosophic school of the mind in the Ming Dynasty His educational thought embodied the mind’s dominance and high participation everywhere Regarding the educational goal of learning to be sages, Zhan, on the basis of ontology, interpreted sages using the philosophy of mind, and took maintaining and inheriting sages as his duty From the premise of education, Zhan proposed that people have the initial mind and the learner's mind which provides the feasibility and necessity of implementing education In educational content, Zhan focused on the Confucian classics and extended his academic antenna to the interpretation and reconstruction of the classics In terms of educational methods, Zhan believed that the purpose of current learning was only to experience the heavenly principle everywhere and was essential for the sages through the ages
