Abstract: The high-quality water resources are increasingly becoming a scarce resource under the new development requirement and resource environment constraint. Transforming the advantages of resources into economic growth points, rather than sticking to the traditional development and utilization methods of water resources such as hydropower, water supply and cultivation, has become a consideration for the development and utilization of the contemporary water resources. In the context of adapting to the trend of the times, it is believed that the key to this transformation is to combine the new kinetic energy of economic development and the needs of social development, and recognize the special advantages of water resources by the new concept and development ideas of the new economy. On this basis, how to recognize the advantages of water resources is analyzed, and the advantages and basic transformation conditions of water resources are reasonably identified and judged. Moreover, the development orientation and path of the five directions of transforming advantages of water resources as well as the supporting measures and development countermeasures to cultivating economic growth points are further studied.

Abstract: The water source protection for cross-border rivers is crucial to ensure the safety of cross-border water resources and to promote the sustainable development of cross-border water resources. Based on the experience of joint prevention and control of water source protection of cross-border rivers in China, the existing mechanisms for the protection of water resources of cross-border rivers are sorted out, and the influences of epidemic situation on water source protection of cross-border rivers are analyzed. And then, the new emergency management mechanism and long-term management mechanism are proposed for the water source protection of cross-border river in China. Among them, the new emergency management mechanism mainly includes: Strengthening joint prevention and control, and building a “community of water destiny” for the prevention and control of cross-border river epidemics; Paying attention to information exchange and establishing information sharing mechanism for emergencies of cross-border river basins; Standardizing wastewater treatment and establishing a coordination and guarantee mechanism for water environment of cross-border rivers; Strengthening water body monitoring and establishing an early warning mechanism for water environment monitoring of cross-border rivers. The new long-term management mechanism mainly includes: Promoting international cooperation and establishing a coordinated linkage mechanism for emergencies of cross-border watersheds; Strengthening coordinated protection and establishing a dispute resolution mechanism for water source protection of cross-border rivers; Promoting river basin fairness and establishing a benefit compensation mechanism for water source protection of cross-border rivers; Eliminating external interference, establishing and improving coordination agencies and evaluation mechanisms of cross-border watersheds.

Abstract: The order of utilization of water resources reflects the degrees of efficiency of supply side and fariness of demand side. The order model is used to measure the utilization status of water resource in 30 provincial administrative regions in China from 2008 to 2017. The degree of fairness is obtained by measuring the change of income gap between high and low-income groups. The data envelopment analysis is used to decompose the growth of the total factor productivity so as to measure its efficiency. The overall order level of water resources is calculated by combining the above two aspects. The results show that the vertical order of most provincial administrative regions is better, while the horizontal order is worse. Attention should be paid to it and some measures should be taken to ensure that the order of utilization of water resources is kept at a higher and more stable level.

Abstract: Based on the establishment of welfare performance index system of water resources, the input-oriented super-efficiency DEA-CCR model is used to measure the welfare performance of water resources of 11 provinces and cities in the Yangtze River Economic Zone from 2008 to 2017, and then the Malmquist index is used to deconstruct the welfare performance of water resources and the contribution rate of each driving factor is calculated. Finally, the panel Tobit model is used to test the influence factors of welfare performance of water resources in the Yangtze River Economic Belt. The results show that the welfare performance of water resources in the Yangtze River Economic Belt is in an effective state from 2008 to 2017, and the technological progress and innovation are the main factors to promote the improvement of welfare performance of water resources. The regional differences are the highest in the east, the second in the middle and the lowest in the west. The industrial structure, economic extroversion, urban greening, technological progress and the effect of government environmental regulation all have a certain influence on the welfare performance of water resources in the Yangtze River Economic Zone, but there still are differences in the direction, strength and significance of each factor.

Abstract: Evaluating the use efficiency and the added values of inter-regional transferred water resources can provide basic evidence for the inter-regional interest coordination of water use and ensure the fair and sustainable use of water resources among different interest parties. Therefore, considering the quantity of transferred water resources and the structure of water use in different regions, a model to evaluate the added values of inter-regional transferred water resources is proposed on the basis of evaluating the water values in different water sectors. In the case of water conservancy project of Changtan Reservoir in Zhejiang Province, 29 million tons of water is transferred to the downstream area every year. The added values of industrial water use, agricultural use, residents’ water use and ecological water use in the upstream and downstream areas are calculated by using the model. The total added values of inter-regional transferred water resources are 45 million RMB Yuan, and the feasibility and validity of the proposed model are validated.

Abstract: According to the connotation of water-saving society and the construction process of Kunshan City, the comprehensive evaluation system for construction of water-saving society is established, including 21 indexes from seven aspects of comprehensive index, industrial water saving, water saving management, ecological environment, living water saving, agricultural water saving and innovative work. With regard to the characteristics of qualitative and quantitative combination of evaluation of construction of water-saving society and the fuzziness of index parameters, the comprehensive evaluation model for construction of water-saving society is established by using the sequence relation analysis method and the fuzzy matter-element method to evaluate the case study of Kunshan City. The results show that the overall construction of water-saving society in Kunshan City is at the stage of being good to excellent in 2014 and excellent in 2017, but the water quality in some indexes such as water function areas is still at a low level of development. The sequence relation analysis-fuzzy matter-element model can display the differentiation information of a single index and can be used to evaluate the construction of water-saving society.

Abstract: Under the background of the increasingly prominent value of the heritage of Beijing-Hangzhou Grand Canal, the rational development and scientific evaluation of tourism resources will have important theoretical significance for the protection of canal heritage and water culture. The Changzhou reach of Beijing-Hangzhou Grand Canal is selected as the research object. Based on the field investigation and data analysis, the types of tourism resources of the local canal heritage are divided into five categories: engineering facilities, historical buildings, settlements, cultural relics and ecological landscapes, and the evaluation index system of tourism resources is established by using the AHP-TOPSIS method for scientific evaluation. The results show that in the evaluation index system for the heritage tourism resources of Beijing-Hangzhou Grand Canal, the value of heritage resources ranks first in the target layer ranking, and the artistic appreciation value, economic benefit and investment ability in the total ranking of evaluation factors rank in the top three. In the evaluation of heritage tourism resources of Changzhou reach, the overall value of historical buildings and settlement heritage are in the first two places with high development value. Finally, based on the above research conclusions, the suggestion of joint development and in-depth development of tourism resources is proposed in order to provide a scientific basis for the tourism resource planning of the local canal heritage of Changzhou reach.

Abstract: The reform of state-owned enterprises should be deepened in an all-round way, requiring the combination of authorization and supervision, and the unification of relaxation and good management. Under the new situation, the party group of the Ministry of Water Resources of P. R. China has put forward the general tone of reform and development of water resources, which is “To make up the shortage and to strengthen the supervision of the water industry.” Higher requirements are put forward so as to continuously improve the supervision system of state-owned assets, to strengthen the risk prevention and control of enterprises, to improve the operational efficiency of state-owned capital and to promote the maintenance and appreciation of the value of state-owned capital. The importance of strengthening supervision and risk prevention of water conservancy enterprises in the new period are expounded from aspects of deepening the reform of state-owned enterprises, implementing the general tone of water conservancy reform and development, promoting the development of public institutions, promoting the establishment of modern enterprise system, and realizing the preservation and increment of the value of state-owned assets. The main problems existing in the supervision of state-owned assets of water conservancy enterprises are analyzed, and some countermeasures and suggestions are proposed for strengthening supervision and preventing risks.

Abstract: “Water-saving priority” is an important part of the idea of water control in the new era. Adhering to the policy of “Water-saving priority” and taking water conservation as an important measure to solve the problem of water shortage are helpful to accelerate the transformation of water use from extensive to economical and intensive, and are of great significance to the construction of an ecological civilization and a beautiful China. In order to promote the implementation of the policy of “Water-saving priority”, the experience and practices of implementing the policy of “Water-saving priority” in Jiangsu, Chongqing and Ningxia are firstly summarized. Then the main problems are summarized from the following aspects: incomplete understanding, imperfect organization and leadership system, imperfect water quota standard system, prominent shortcomings in key links of water saving management, insufficient power to save water, and the role of science and technology to be strengthened. In view of the main difficulties and problems, some suggestions are put forward to further promote the implementation of the policy of “Water-saving priority” from six aspects: ideological understanding, management system, planning guidance, standard system, supervision measures, and scientific and technological support.

Abstract: The new situations and requirements of reform and development of water conservancy on water statistics are comprehensively analyzed, and the work basis and effectiveness of water statistics in terms of statistical content, system and results are summarized and refined. It is pointed out that the current investigation content in water statistics is not standardized, comprehensive and in-depth and technical according to the general tone of reform and development of water conservancy of “To make up the shortage and to strengthen the supervision of the water industry.” In order to provide more powerful data and decision-making support for the general keynote, the relevant measures are put forward, such as highly focusing on designing at the top-level, improving statistical measures, strengthening analysis and prediction, etc.

Abstract: The internal audit of water conservancy has great effects on fundamental, preventive and process supervision in the reform and development of water conservancy. It is an integral part in strengthening the supervision of water conservancy industry, and its immune system function also provides support for strengthening the supervision. Currently, the immune system function of internal audit has not given full play. By analyzing the main factors that restrict the immune system function of internal audit, including the imperfect top design in the internal audit of water conservancy, the insufficient independence of the internal audit of water conservancy institutions, the insufficient team construction of the internal audit of water conservancy, the insufficient informatization construction of the internal audit of water conservancy, the imperfect mechanism of application and sharing of audit results, some suggestions such as reinforcing the top-level design, improving the independence of internal audit institutions and exploring the application and sharing mechanism of audit results etc. are discussed so as to realize the immune system function of internal audit and to further strengthen the supervision of water conservancy industry.

Abstract: The new requirements for the construction and management of water conservancy scenic areas have been put forward by the general tone of water conservancy reform and development in the new era of “To make up the shortage and to strengthen the supervision of the water industry.” The water conservancy scenic area of basin institution is an important part of the national water conservancy scenic area. The common characteristics are summarized, and the current common problems are analyzed through the investigation on the construction and development of water conservancy scenic areas of basin institutions. The relevant suggestions are put forward from the perspective of strengthening top-level design, establishing a mechanism for coordinating government functions and powers, establishing the hierarchical evaluation mechanism, strengthening the supervision of water conservancy scenic areas, coordinating the management of water conservancy projects, and constructing water conservancy scenic areas.

Abstract: In order to comprehensively summarize the pilot work of water rights in Inner Mongolia Autonomous Region, the strengthening industry regulatory practices in the process of implementation of water rights of the main stream of Yellow River in a pilot city of Inner Mongolia Autonomous Region are introduced, and some important experience are summarized, including sticking to the problems in the process of pilot guidance, insisting on hands power, strengthening the management of water saving, and innovating systems and mechanisms. The pilot work of water right transfer in Inner Mongolia Autonomous Region has achieved positive results and been highly evaluated by the Ministry of Water Resources of P. R. China.

Abstract: Since the Ministry of Water Resources of P. R. China carries out dynamic supervision of budget exertion, some measures such as the top level design and the supervision work have been strengthened, and satisfactory efficiency is achieved. However, there exist some problems in the collection of supervision data, extension and depth of the supervision items, and informatization degree of supervision. Through the analysis of the current situations and problems of dynamic supervision in budget exertion of the Ministry of Water Resources of P. R. China, the relevant measures of effective solution of supervision data and strengthening of information system construction are put forward so as to promote dynamic supervision work of budget exertion of the Ministry of Water Resources of P. R. China and to ensure the safety of water conservancy funds.
