Abstract: Why should we build a socialist ecological civilization with Chinese characteristics, what kind in specific should be constructed, and how to implement the construction are the main themes that run through the of formation and development of Xi Jinping′s ecological civilization thought and penetrate into its theoretical system. Xi′s thought on ecological civilization, which has been gradually founded since the 18th National Congress of CPC, gives systematical answers to the above questions on the basis of practical and theoretical innovation of an socialist approach to ecological civilization with Chinese characteristics, and puts forward a series of basic viewpoints. Firstly, from the three dimensions of historical enlightenment, realistic needs and future vision, it gives comprehensive answers to why we should build a socialist ecological civilization with Chinese characteristics. Secondly, from the three levels of modernization, nature view and development view, it clarifies dialectically the relationships between ecological civilization and modernization, man and nature, economic development and environmental protection, and exemplifies what socialist ecological civilization with Chinese characteristics should be like; finally, from the three links of building subject, governance approach and international environment, it explains how to build a socialist ecological civilization with Chinese characteristics.

Abstract: National security is the premise, foundation and guarantee for the survival and development of a country. The Socialist approach of ecological security with Chinese characteristics for a new era is an important part of "a holistic approach to national security", which includes not only the good state of ecological system itself, but also its value and significance to the survival and development of human beings. Its connotation covers multiple interpretations including the historical approach and the systematic approach to ecological security, which constitutes an organic unity of multiple states, dynamic and steady, whole and part, absolute and relative, time and space, objective and subjective, etc. The Socialist approach to ecological security with Chinese characteristics for a new era is an important cornerstone of the country′s development and stability, an important guarantee for the people′s better life, and the integral component of building a community with a shared future. Therefore, it is necessary to start with technological innovation, legal system construction and international cooperation, to build an ecological security barrier for the great rejuvenation of the Chinese nation.

Abstract: Mobilized environmental governance is highly dependent on the mobilization response and policy compliance of the hierarchical bureaucracy. Its effectiveness relies on the complex governance situations, complicated conditions, and appropriate strategic environmental protection actions faced by local officials. This paper conducts a qualitative comparative analysis of fuzzy sets to the environmental protection administrative interviews and explores the influencing factors of effective mobilized governance and the complex mechanism of action under multiple concurrencies. The results are shown as follows: Firstly, the post transfer of the responsible officials can disconnect the collusion between government and enterprises, break the nepotism complicity, and help the local government actively respond to mobilization and implement strict environmental governance. However, in practice, it is necessary to pay attention to the time lines of the post transfer. Secondly, after the administrative mobilization at central government level quits, conventional supervisory mechanism can take over the major role and continue constructing a driving force through further policy transformation and sub-bureaucratic mobilization, which means mobilized governance should not be deprived from the construction of conventional system and mechanism. Therefore, the balance and inlay between the institutionalization and standardization of bureaucratic governance and the effectiveness and flexibility of mobilized governance should be established. Thirdly, collaborative governance under multiple participation is an important condition for effective mobilized governance, which requires public opinion pressure and social participation as a guarantee.

Abstract: Enhancing the peasant′s enthusiasm to participate in environment governance is an important social foundation for promoting the construction of ecologically livable villages in China. Based on a survey data of 820 households in Fujian, Henan and Sichuan, this paper obtains peasant′s livelihood capital by using entropy method and double hurdle model to analyze the peasant′s willingness to participate in rural environment governance. From the dual perspectives of capital level and structure, this paper finds: peasant livelihood capital endowment is uneven in terms of level and structure. The incensement of total livelihood capital and the optimization of livelihood capital structure are conducive to the higher willingness of peasant to environment governance, among which human capital shows the greatest impact. Therefore, improving the level of peasants′ livelihood capital, focusing on optimizing the structure of livelihood capital through peasant human capital, is an important initiative to enhance their willingness to participate in rural environment governance.

Abstract: Environmental responsibility is an individual cognition of responsibility to protect the environment and an important internal driving force to promote green purchase behavior. Based on the responsible environmental behavior model and with the perspective of environmental responsibility, this paper introduces two mediating variables, green self-efficacy and green perceived value, and establishes a chained mediating model of the influencing mechanism of consumers′ green purchasing behavior. Data were collected through questionnaire survey, and empirical analysis was made by using structural equation, bootstrap confidence interval and hierarchical regression method. The results show that environmental responsibility has a significant positive effect on green purchase intention; green self-efficacy and green perceived value have significant chained mediating effect; the mediating path coefficient of green self-efficacy is the highest;female consumers′ sense of environmental responsibility plays a more significant role in promoting green purchasing behavior. Therefore, the government should strengthen the publicity and education of green environmental protection through mass media, and accelerate the establishment of the certification and evaluation index system of green products. At the same time, enterprises should emphasize the environmental protection attributes of products and the environmental benefits brought by green marketing.

Abstract: Consumers′ green purchasing behavior is not only driven by their inner psychological motivation, but also influenced by external environmental factors such as enterprise marketing stimulus. From the perspective of Self-determination Theory, this paper focuses on consumers′ sense of autonomy, competence and relevance when their basic psychological needs are satisfied. Consumer innovativeness was introduced to explore the driving mechanism of consumers′ green purchasing behavior under the context of considering green product experience brought by enterprises′ marketing activities. This paper uses bootstrap confidence interval method to empirically test 283 samples. The results show that basic psychological needs have a direct impact on consumers′ green purchasing behavior, which means sense of autonomy, sense of competence and sense of relevance will all exert significant positive impact on consumers′ green purchasing behavior. Consumer innovativeness plays a mediating role between basic psychological needs and consumers′ green purchasing behavior. Among the direct effects of consumers′ sense of autonomy, competence and relevance on green purchasing behavior, the mediating effect of consumers′ innovation is moderated by green product experience. The conclusion of this study provides a new idea and scheme for the government and enterprises to drive residents′ green purchasing behavior.

Abstract: Since automatic monitoring data are electronic data provided by the pollutants themselves, its application in administrative activities is unclear.At present, there are discrepancies in local regulations regarding the application of automatic monitoring data, and the identification methods in judicial practice are also different. In order to unify and increase its application,the condition for acquiring probative force and the situation of correcting defects should be clarified on the basis of limiting the requirements of authenticity, relevance and legality. In terms of probative force, exceptional cases should be added on the premise that automatic monitoring data should be spared from making a separate decision, and the pattern of proof chain should be indicated as well. In this way, the practical utility of automatic monitoring data can be maximized.

Abstract: The construction of village level deliberative and consultative system is an important content of grass-roots deliberative democracy in China and an important measure to promote the strategy of Rural Revitalization in the new era. The village level deliberative and consultative system has played an important role in defining consultative procedures, determining consultative behaviors and generating consultative environment. Returning to the basic analytical framework of current institutional philosophy, the "imprecision" of institutional discourse, the "absence" and "difference" of subjects, and the "imbalance" of regional historical development are the difficulties affecting the construction of the current system. At this stage, efforts must be made to avoid the instrumentalist tendency, clarify the thoughts, promote the return of the system to its due functional orientation, and ensure the steady and long-term development of rural revitalization.

Abstract: The policy design in the policy text, such as the use of policy tools and implementation guarantee provisions, affects the implementation effect of the policy. Taking the provincial educational poverty alleviation policy as an example, this study analyzes policy design, concludes policy tools and implementation guarantee, as well as the embodiment of policy design on educational poverty alleviation and rural revitalization based on the framework of policy tools and policy implementation theory. The main findings are as follows: the provincial educational poverty alleviation policies mostly use the command and incentive policy instruments, but the system change policy instruments are not sufficient; it is still needed to build a pluralistic cooperation mechanism, and strengthen administrative coordination, resource guarantee and process management; the design of policy instruments is reflected in educational poverty alleviation and rural revitalization implementation effect. The advices to strengthen the implementation effect of educational policies are improving the efficiency and relevance of policy instruments, strengthening policy implementation guarantee, and building a closed-loop of policy design-policy implementation-effect evaluation-feedback and improvement.
