Policy Analysis of Cross-border Regional Coordination in the Guangdong-Hong Kong-Macao Greater Bay Area With the“Permeable Boundaries”Theory 6

Abstract:The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is inseparable from the effec‐tive formulation and implementation of cross-border regional coordination policies.From the Pearl River Delta to the Greater Bay Area,the cross-border regional coordination policy system becomes increasingly complex.Therefore,it is necessary to sort out the coordination policies and summarize the implementation experience to make the construction of the Greater Bay Area more effectively.Based on the“permeable boundaries”theory,this paper re-examines the cross-border regional coordination policies and their implementation practices in the Greater Bay Area,and classifies them into regulation policies,distribution policies,redistribution policies and constructive policies.Through text analysis of regional policies,this paper discusses the basic areas of different types of policy practice,the relationship between field,power structure and its implementation mechanism and effect,and review cross-border regional coordination policies of the Greater Bay Area.This paper holds that the basis,multiple scale and complexity of the multi-subject relations involved in the cross-border regional coordina‐tion policies of the Greater Bay Area can all be explained by the“permeable boundaries”theory.When building the Greater Bay Area,it is necessary to further strengthen cross-border regional coordination policy designs based on the“permeable boundaries”and make its implementation more efficient.

Abstract:The construction of the International Science and Technology Innovation Center is an important strate‐gic direction for the Guangdong-Hong Kong-Macao Greater Bay Area under in the new era.It is also of great practical significance for the construction of modern economic system and innovation driven development in the Greater Bay Area.This paper analysis the achievements and shortcomings of the current joint construction of the International Science and Technology Innovation Center in the Greater Bay Area.Then,by combining with the development status of Beijing and Shanghai,it summarizes the experience of prominent domestic cities in con‐structing the International Science and Technology Innovation Center from three aspects,i.e.,strengthening basic scientific and technological research and original innovation,strengthening the cultivation of scientific and tech‐nological innovation enterprise subjects,and creating a globally competitive scientific and technological innova‐tion ecosystem.Finally,this paper puts forward relevant suggestions for constructing the International Science and Technology Innovation Center in the Guangdong-Hong Kong-Macao Greater Bay Area,including strength‐ening innovation in key fields,building world-class platforms and building basic support systems in order to promote the high-quality economic development of the Greater Bay Area.

Abstract:The new development paradigm in which the domestic and international dual circulations promote each other with the domestic on as the main focus is a major strategic deployment for China’s long-term devel‐opment and stability.As one of the regions in China with the highest level of marketization and internationaliza‐tion,the Guangdong-Hong Kong-Macao Greater Bay Area has comprehensive advantages in terms of worldclass industrial clusters and other major national strategic missions.Based on the six aspects of industrial layout,urban coordination,technological innovation,factor flow,mechanism connection and circulation system,this pa‐per identifies the current situation and problems of building a world-class industrial cluster and upgrading the global value chain in the Greater Bay Area.Countermeasures and suggestions are put forward including smooth‐ing the industrial cycle,strengthening regional coordination,activating the innovation ecology,facilitating the flow of factors,promoting joint cooperation among mechanisms and enhancing connectivity,so as to build the Greater Bay Area into a strategic hub of the new development paradigm.

How to Construction the Modern Industrial System in the Guangdong-Hong Kong-Macao Greater Bay Area Under the Background of Dual Circulation 50

Abstract:As the strategic fulcrum of modern economic system,modern industrial system is a major strategic de‐ployment for the transformation of China’s industrial structure and the advancement of industry towards the higher end of the global value chain.In the context of deepening supply-side structural reform and the mutual benefiting dual circulations of domestic and international markets,the construction of a modern industrial sys‐tem with international competitiveness is of greater practical significance for the high-quality development of the Greater Bay Area.Since the implementation of the Development Planning Outline of the Guangdong-Hong Kong-Macao Greater Bay Area three years ago,the construction of modern industrial system in the Greater Bay Area has made remarkable progress,but there are still some problems to be solved,such as the institutional ob‐stacles of the flow of industrial factors and the excessive convergence of regional industries.This paper first intro‐duces the idea of enhancing the international competitiveness of modern industrial system under the back‐ground of dual circulation,analyzes the multiple challenges faced by the industrial system construction of the Greater Bay Area on this basis,and finally puts forward targeted policy suggestions from the perspectives of in‐dustrial value chain upgrading and urban specialization.

Abstract:International consumption center is one of the main functions for international metropolis,the hub of global consumption resources,and the birthplace and trendsetter of global fashion consumption.Under the back‐ground of forming a strong domestic market and building a new development pattern of dual circulation,major cities in China are pushing forward the construction of international consumption center cities.Among them,Bei‐jing,Shanghai,Guangzhou,Tianjin and Chongqing have become the pioneers in piloting the forming of interna‐tional consumption centers.What is an international consumption Centered city like?What are the main charac‐teristics and advantages for Guangzhou,the only provincial capital and South China city among the pioneers?How to choose the strategic path for Guangzhou to build itself into an international consumer Centered city?How to promote its construction?Based on the analysis of strengths and weaknesses,this paper puts forward some strategic thinking and pathway and overall strategic design accordingly.

Carbon Emissions Trading Market Price in Guangdong Province and Corporate Green Innovation 75

Abstract:Carbon emissions trading is an important market-based mechanism to reduce carbon emissions.Since China launched the carbon emissions trading pilot policies in 2013,the carbon emissions trading prices of each pilot market have differenciated.Results from an empirical test based on the data of listed companies in Guang‐dong province show that when other conditions remain unchanged and within a reasonable range of carbon pric‐es,the increase in the market prices of carbon emissions trading can significantly promote corporate green inno‐vation,and has a greater impact on the green innovation of key carbon emission entities.The research verifies the positive effect of the carbon emissions trading mechanism and provides a reference for the construction of Chi‐na’s carbon emissions trading market and the green enterprise development.

Concept Construction and Development Logic of Urban Sports Complex in China 89

Abstract:In recent years,the practice of urban sports complex in China is booming,but the academic communi‐ty has not reached a consensus on this concept,which affects further researches.This paper probes into concept construction and development logic of urban sports complex by means of literature review,logical analysis and process reduction.It is helpful to clarify the basic theory,construct discourse system and provide practical guid‐ance.The research finds that the conceptual research on urban sports complex mainly includes four research per‐spectives including industrial integration,space carrier,comprehensive service and element integration,with "multi-industries" and "urban space" being the fundamental elements.The extensive development of land resourc‐es and the shortage of public service facilities are the historical logic of the formation of urban sports complex."City Management" theory provides theoretical logic for the formation of urban sports complex under the back‐ground of rapid urbanization.The intensive utilization of resources in urban development provides a practical logic for the formation of urban sports complex.

Discussion on the Institutionalization of Emergency Management in Social Work:A Case Study of COVID-19 Prevention and Control in Guangzhou 103

Abstract:The institutionalization of emergency management in social work is an important part of institutional‐izing social work practice.In China,the role of social work in social governance is in its preliminary stage,so is the institutionalization of emergency governance in social work.Therefore the level of institutionalization con‐struction is generally low and lags behind the practice of emergency governance.However,the institutionaliza‐tion of emergency management in social work is the basic requirement of its nature and function realization,as well as of optimizing its structure.The main contents of its legalization are to include emergency management in‐to the institutional system of public emergency governance,social organization,voluntary service training and public financing.The participation of social work in COVID-19 prevention and control in Guangzhou has provid‐ed experience and reference for the institutionalization of emergency management in social work.

The Construction and Communication Strategy of Guangzhou’s City Image in Gourmet Food Short Videos 116

Abstract:In recent years,a number of“internet-famous cities”have risen rapidly on short video apps,attracting many netizens to visit the sites or taste the gourmet food accordingly,which has become a new way to showcase the city.After analyzing Guangzhou’s gourmet food short videos on Douyin App(the Chinese version of Tik Tok),the authors encode the elements of Guangzhou’s city image and induce five of them:landscape image,eco‐nomic image,cultural element,diet element and citizen image.In the studied gourmet food short videos,Guang‐zhou’s city image magnifests the following characteristics:modern and vintage,inclusive and considerate,inge‐nuity and innovation,affordable and pragmatic,and distinctive with regional culture.Based on the state-quo of Guangzhou’s city image construction and communication in gourmet food short videos,the authors put for‐ward suggestions from three dimensions including the subject,content and strategy of communication in the hope of providing reference for the construction and communication of city image in short videos mobile Apps.Keywords:city image;short videos mobile Apps;gourmet food short video;communication strategy

Abstract:Maritime museum is an important place and space to store and display marine knowledge and histori‐cal memory,which is of great value and significance to the protection and inheritance of human marine cultural heritage.However,such problems as evolutionistic display,excessive narration and lack of integrity not only make the marine museum,as a field of memory,unable to fully present the history and culture of the ocean,but also contribute to the unsustainable development of the marine society.In the 21stcentury when marine crises are increasing,marine museums should expand their social values and functions on the basis of strengthening the awareness of openness,and assume the responsibility for marine knowledge production and dissemination,par‐ticipating in community development,protecting cultural diversity and promoting sustainable development of the ocean.In short,marine museum is not only a cultural phenomenon,but also an important actor in the sus‐tainable development of the marine world and human society.

Abstract:The history of Shenzhen is closely related to the ocean,and therefore getting more and more open and tolerant,which is demonstrated by the narrative of Westerners in the late nineteenth and early twentieth century.These rarely seen overseas documents not only recorded local culture,ethnic groups,social and political situa‐tions,but also formed reviews of local history from the others’perspectives.The discussions about overseas doc‐uments and the way they wrote local history will enhance the understanding of interaction between the ocean and the development of Shenzhen.Further,it will provide historical reference to the development of the Guang‐dong-Hongkong-Macao Greater Bay Area.

An Empirical Study on Narrowing Urban-rural Income Gap by the Popularization of Mobile Internet 145

Abstract:Based on the nationwide provincial panel data from 2014 to 2020,the paper measures the level of mo‐bile internet penetration by mobile internet access rate and mobile internet access flow.Static and dynamic panel analysis is used to test their impacts on the urban-rural income gaps and analyze the differences in China’s east‐ern,central and western regions.Results show that the popularization of mobile internet can narrow the income gap between urban and rural areas in China,and the shrinking effect increases successively from the eastern,middle to the western regions.Meanwhile,from a micro perspective,the impact of mobile Internet use on urban and rural residents’income is investigated by baseline regression and quantile regression based on the data of China Family Panel Studies(CFPS)in 2018.Results show that at different income levels,the impact of mobile in‐ternet uses on the income of rural residents is always higher than that of urban residents;as rural residents’in‐come growth keeps accelerating,urban-rural income gaps thus narrow.
