Exploring the “Overseas Chinese Affairs Cha pter” of the “China Program”

Abstract: The theory and practice of overseas Chinese affairs is an indispensable part of the “China program”. Exploring the relationship between the work on overseas Chinese affairs, global governance and the community of human destiny, exploring the relationship between the work on overseas Chinese affairs and the United Front, economic construction and cultural dissemination, and exploring the correspondence between work on overseas Chinese affairs and major issues of a global nature and docking it to the social appeal mechanism of the host countries of overseas Chinese are the primary direction of implementing Xi Jinping’s relevant statements on the “China Program” in the field of overseas Chinese affairs and writing a new chapter of “Overseas Chinese Affairs” in the new era. To this end, we should focus on work on “people” and give full play to the force of “groups”, promote Chinese culture and achieve a win-win economy, protect overseas Chinese and their rights, and increase connectivity among people. We should arm ourselves with a view of development and a mentality for change so as to constantly enrich the connotation of the chapter of “Chinese overseas affairs” and contribute to the “China program”.

The China Program’s Demands on the Transformation of Overseas Chinese Affairs

Abstract: The “China Program”put forward by General Secretary Xi Jinping has new demands on the objectives, tasks and priorities of overseas Chinese affairs. Therefore, the territory of Overseas Chinese work must be extended and shifted from focusing on the domestic overall situation to focusing on both domestic and international overall situations; the overseas Chinese resources must be fully mobilized to serve the dissemination of Chinese culture, China’s “Go Out” strategy, and the friendly exchanges between their host countries and mother country. The line of thinking, work mechanism and mode should be innovated so as to develop a new pattern for overseas Chinese affairs.

“China Program” and New Opportunities for Overseas Chinese Affairs

Abstract: The “China Program” has narrow and broad senses. The narrow sense of the “China Program” refers only to the new ideas, new proposals, new principles and new propositions put forward by the Chinese government since the 18th CPC Congress on handling international affairs and global governance. The genesis of the China Program has brought new opportunities for overseas Chinese work and we should make use of the advantages of overseas Chinese to publicize and promote the China Program to their host countries and the international community so as to help China better integrate into the world and participate in global governance.

A Study of Local Genealogies and Overseas Chinese

——A Case Study of the Genealogy of the Zheng Clan in Yongchun County

Abstract: There are more than 1.2 million overseas Chinese and compatriots residing in Hong Kong and Macao who have their roots in Yongchun county, Fujian. Yongchun’s local genealogies are rich in records of local people who ventured abroad. The “Venturing Overseas” section of the genealogy of the Zheng clan at Pengxiang, Yongchun county records more than 1000 people and is one of the important sources for studying people who ventured out from Yongchun. The present author, in light of historical backgrounds, collated the data contained in the genealogy of the Zheng clan at Pengxiang, Yongchun and clarifies the historical context of people who ventured out from Yongchun from the second half of the nineteenth Century to 1920s-30s to supplement official histories and provide some information for overseas Chinese studies.

A Study of the Historic Process of the Philosophy of Chen Baisha Being Titled the School of the Mind

Abstract: Chen Baisha had never used the concept of “Mind Philosophy” in his discourses, but he advocated the “Mind Approach”, which means learning and reading should come from the mind. Characterizing Chen’s philosophy as Mind Philosophy represents later scholars’ interpretation of his ideology. Zhan Ganquan and some scholars held that the Baisha philosophy belongs to the mind philosophy of sages. Hu Jingzhai and some scholars believed that Baisha’s philosophy is close to Buddhism. Later emerged the statements that Baisha philosophy was a version of Buddhism-Taoism mind philosophy. After the philosophies of Chen Baisha, Lu Xiangshan and Wang Yangming were linked, the Baisha philosophy was often regarded as the linking chain between Lu Xiangshan’s and Wang Yangming’s philosophies. Since the second half of the twentieth century, under the influence of “interpreting Chinese philosophy in the Western way” and “interpreting Chinese philosophy in Marxist way”,it became popular to describe the Baisha philosophy as mind philosophy. When trying to understand and interpret Baisha philosophy, we should focus more on Chen Baisha’s original texts and pay attention to his original meaning to avoid possible problems.

Baisha Calligraphy with Virtue and Learning as Nourishment

Abstract: Chen Xianzhang’s calligraphy, by virtue of his status as a great Confucian master, self-cultivation, ideological level, and his talent for poetry and prose, transcended his era in style and content. This paper explores the reasons why his calligraphy pieces are highly esteemed from the perspectives of his social environment, relationship between poetry, calligraphy, painting and seal cutting, his learning and literary accomplishment, later scholars’comments, characteristics of the Maolong writing brush and his handwriting, and the people who handed down his calligraphy pieces.

A Study of Liang Qi-chao’s Ci Ideology

Abstract: Liang Qi-chao made a seminal contribution to the modernization of Ci ideology. Generally speaking, his Ci ideology has the following characteristics: paying attention to the social functions of Ci; writing the book for the modern social criticism of Ci ideology; pursuing new aesthetic ideals and developing a unique theory of emotional expression; adopting a synthetic and flexible criticism concept; concerning with the future of Ci; adopting empirical approach to discuss Ci; and promoting the scientific spirit.

An Analysis of Gao Tingzi’s Thought on Shipping Policies

Abstract: Gao Tingzi served as director of the navigation department of the Ministry of Communication of China for a long time. He opposed both the control of the shipping industry by the state and and its laissez-faire development. He believed that the state-owned shipping companies ought to improve their operation and management and the private shipping enterprise needed strong support from the government. Both should co-exist and thrive. He maintained that talent was as important as capital in the development of shipping. He put forward the dual approach of attracting foreign investment and setting up a shipping bank to enrich the capital for the shipping industry and he considered cultivating personnel as an important measure for developing the shipping industry. He insisted on taking back pilotage rights and ship inspection rights from western powers as hallmarks of realizing China’s autonomy of navigation administration and believed shipping independence was a precondition for shipping development. These propositions were consistent with the conditions of China then and were novel and of progressive significance.

A flash in the Pan: The Story of a Sugar Factory to be Jointly Operatedbetween Guangdong and Taiwan (1947-1949)

Abstract: After the victory of the war of resistance against Japan,Guangdong and Taiwan decided to jointly run a sugar factory. After many consultations, the two sides decided to re-establish Guangzhou city’s sugar mill,the machinery to be provided by Taiwan Sugar Company,the site and raw materials to be supplied by Guangdong Industrial Limited Company,and the starting fund to be equally borne by the two sides.But because of the change of regime,the KMT retreated to Taiwan and the preparation came to an end.

A Study of the Choice of Real Estate Market Regulatory Policies and Policy Effectiveness

Abstract: Macro policy rules are divided into time-coherent policies and discretionary policies. Although the Chinese government set “establishing a reasonable housing price system” as a goal of time-consistent policy in 1998, it failed to carry it through in its real estate market regulation during the 1998-2016 period. The inherent defects of discretionary policies led to the failure to achieve the expected effectiveness of the policy. Co-coordinating the two kinds of policies and giving full play to their respective advantages can keep housing prices at a reasonable level.

A Study of the Market Positioning of Heshan Men’s Shoes Based on the Means-End Chain Model

Abstract: Heshan men’s shoes enjoy great popularity in the industry but are little known on the retail terminal market and their brand status in consumers’ mind is also very vague. This has seriously affected the promotion and development of Heshan men’s shoes as a regional brand. According to the classical Means-End Chain theory, Heshan men’s shoes should set the product attributes positioning in terms of novel design, excellent workmanship, reliable quality and reasonable price, the benefit positioning in terms of comfort, health, and the value positioning in terms of happiness and enjoyment.

A Study of the Reform of the Administrative Examination and Approval Service from the Perspective of New Public Governance

Abstract: The new public governance theory provides a new angle for promoting the scientific and systematic reform of the administrative examination and approval system. Based on the theory of new public governance, the reform of administrative examination and approval service should aim at the diversification of subjects, the networking of structure, the cooperation of examination and approval methods and the interaction in the approval process. The local government should further cultivate multi-governance subjects, gradually build a network of governance structure, strengthen and expand the cooperative examination and approval methods, and continue to optimize the interactive process of approval services.

An Innovative Development Path for Shunde’s Exhibition Industry Based on the German Experience

Abstract: Given the similarity between German exhibition cities and Shunde and summing up German exhibition industry’s success experience and comparing it with Shunde’s exhibition industry, a path for Shunde is proposed: firstly, studying surrounding competitive cities and finding a proper place for Shunde; secondly, studying the competitive venues and finding a proper place for Shunde’s exhibition venues; thirdly, applying the Internet + Big Data + VR Technology to activate exhibition products.

Different Definitions and Meaning of National Identity in Different Countries

A Study of the Status of China's Legal Supervision of Cross-border Electronic Commerce and the Countermeasures

Abstract: In recent years, China's cross-border electronic commerce has developed very fast, but the problems of the absence of matching laws and regulations, imperfection of the supervision system and the credit management system, and lack of an effective dispute resolution mechanism have become increasingly prominent. To perfect the legal supervision of cross-border electronic commerce, laws and regulations regarding cross-border electronic commerce must be improved, the supervision system and supervision mode must be reformed, a multi-level regulatory system must be set up, the building of a government information platform and a credit management system for cross-border electronic traders must be promoted, and international exchanges and cooperation must be strengthened.

On the Legal Regulation of Employment outside the Authorized Strength of China’s Public Sector

Abstract: China’s public sector has a dual track system of employment: inside and outside the authorized strength. According to the data of a survey of J City, the legal definition of the staff outside the authorized strength is vague, the management and supervision mechanism is absent, the labor rights protection is not strong enough, and the labor relations are unstable. It is suggested to strengthen the legal education and publicity regarding the employment outside the authorized strength and to formulate classified relevant employment regulations and corresponding supporting management and supervision measures so as to standardize employment outside the authorized strength and guarantee the rights of the related staff.

A Study of the Importance of China English from the Perspective of Cultural Identity

Abstract: From the perspective of language and identity constructivism,language and ethnic identity is a mutually constructive, pluralistic and fluid process. Language is the outcome of constant competition and negotiation between various social forces, and to a large extent national cultural identity is constructed and maintained through language. China English, as a variety of localized English. according to Homi K. Bhabha’s hybridization theory, can be a new means of articulation and signification and can mark and construct Chinese cultural identity by preserving Chinese cultural identity. This is of great significance to building China’s image and enhancing the soft power of its culture.

Accent Discrimination and Its Effects from a Sociolinguistic Perspective

An Analysis of the Word Order of Abbreviationsin Japanese Based on Iconicity

Abstract: The cognitive sequence and the order of nature are reflected in the word order of abbreviations, which are also the embodiment of Iconicity in word order. There is a kind of compound words made through abbreviationin Japanese. Based on Iconicity, this paper makes a comprehensive investigation of the word orderofthe abbreviationsin Japanese which is chiefly determined by the cognitive elements of “temporal sequence”, “spatial sequence”, “mental point of sight”, and “cultural conception”. Most abbreviationsare orderly and cognitively motivated. A few are in random or inverted sequence.

Taking the Postgraduate Entrance Examination as a Breakthrough Point to Improve the Effectiveness of Ideological and Political Theory Courses

Abstract: The ideological and political courses at colleges and universities are faced with an awkward predicament: the teaching quality is worrying and the effectiveness is not satisfactory; students are not interested and teachers suffer job burnout. The graduate exam can serve as a breakthrough point. We should seize the opportunity brought by the exam, transform our mindset, promote the teaching reform, and give proper help to the prospective graduate exam takers in the teaching design. In the whole process of teaching, we should infiltrate the course with elements of the subject of politics required in the postgraduate entrance examination and combine the systematic theory teaching with the necessary examination skills and strategies to improve the quality and effectiveness of the ideological and political theory teaching.
