Based on the theoretic and practical development in the areas of social construction in China in the last several years,the Report of 18thNational Congress of Chinese Communist Party(CCP)elaborated systematically the goals,substance,tasks and requirements of the policies to reinforce social construction in China.Based on the Report of the 17thNational Congress,the 18thReport has extended the emphasis on and deepened the understandings to social construction in China,and has a more systematic and completed theoretical explanation on this issue.Following 6 keywords in this area,this paper analyzes the theoretic characteristics in the area of social construction in the Report of 18thCCP’s National Congress,and its contributions to the social construction theory in China

As a typical social anomie behavior,salary arrears hindered the economic development and social ety”and its Correction of Social Work--Salary Arrears as anstability,breaking the trading rules of labor property rights,violating migrant workers’basic human rights and the legitimate rights.This paper argues that there are three main reasons led to the anomie behavior of salary arrears.First,migrant workers stand in the weaker side of the labor relations due to the segmentation of the labor market.Secondly,Labor contract can not be implemented effectively.Third, the unspoken rules in the industry are very popular.Furthermore,opportunistic tendencies and the lower cost of default because of the Employers’moral hazard also contributed to the occurrence of anomie behavior.To prevent the occurrence of anomie behavior,this article put forward the idea of the correction in social work from the three levels of government,business and society
