The urban renewal in Beijing is complex and extensive, affecting manystakeholders and capturing public attention. From March to early May 2022,the Beijing Urban Planning Society initiated the first “Best Practices in BeijingUrban Renewal” awards, which garnered considerable attention and enthusiasticresponses from the public, industry sectors, and leaders at all levels. Followingthis, the inaugural Beijing Urban Renewal Forum with the theme “Expanding Togetherin Renewal, Realizing Jointly the Revival” was successfully held, and theBeijing Urban Renewal Alliance was officially launched, significantly advancingurban renewal efforts. The enactment of the Beijing Urban Renewal Regulationsprovided a robust legal framework for these activities.
In 2023, under the guidance of Beijing’s Special Urban Renewal TaskForce and with support from the Municipal Party Committee’s Urban WorkOffice, Housing and Construction Commission, and Planning Commission, thesecond “Best Practices in Beijing Urban Renewal” was organized. It continuedlast year’s mission and introduced new elements, highlighting recent developmentsand making this edition more notable.
A total of 148 projects met the submission criteria in 2023. Approximately90 enterprises, predominantly state-owned, and about 70 design entitiesparticipated. The projects covered the five major categories and twelve itemsoutlined in the Beijing Urban Renewal Regulations, with industrial renewalprojects making up about 45% of the total. There was a higher degree of governmentinvolvement in residential, public space, and public facility projects,while industrial and comprehensive regional renewal projects showed greatermarket orientation and diversity.
The selection process combined self-nomination, expert r64ee993e30f21369e9fa94cf9658e1f0ecommendation,public voting, and comprehensive evaluation. Nearly one hundred organizationssubmitted projects, over twenty industry experts evaluated, and more thantwo million public votes were cast online. Ten projects were recognized as “BestPractices” and sixteen as “Outstanding Projects,” exemplifying governmentaldedication, expert craftsmanship, corporate diligence, and public enthusiasm.
Comparing the two editions, the inaugural event included a vast array ofupdated practices since the new Beijing City Master Plan’s implementation.The second edition focused on the most recent practices, with slightly lowernumbers in submissions and public participation. These evaluations havediscovered exemplary works and new practices, broadening perspectives andsetting benchmarks.
Despite these achievements, challenges such as coordinating regional updates,balancing funds, integrating industrial resources, and aligning stakeholders’interests persist. Urban renewal is a long-term endeavor; expecting immediateresults is unrealistic. We must confront these challenges through in-depthresearch and collective strategizing to elevate urban renewal, invigorating ourcities, motivating enterprises, and bolstering public confidence.
We sincerely thank all entities involved and the public for their enthusiasticparticipation. This year, despite severe heatwaves and flooding, the organizingcommittee members rose to the challenges and collaborated closely to producethis publication, now presented for your reference and learning. 北京的城市更新工作情况复杂、涉及广泛,事关各方,牵动人心。2022年3月至5月初,北京城市规划学会组织开展了首届“北京城市更新最佳实践”评选活动,得到广大群众、有关业界、各级领导的高度关注和热烈反应。随之,以“共拓更新 共圆复兴”为主题的首届“北京城市更新论坛”成功召开,“北京城市更新联盟”正式启动,有利地推动了城市更新工作的开展。特别是《北京市城市更新条例》的颁布,使得这项工作进一步有法可依、有据可循。
2023年,我们仍在北京城市更新专项小组指导和市委城工办、市住建委、市规自委支持下,组织开展了第二届“北京城市更新最佳实践”评选活动,既延续了去年的宗旨,又体现了新的特点,展现了新一年的成果,使得本届评选活动更加引人注目。
2023年共收到148个符合申报条件的项目。申报主体中各类企业(作为实施主体或施工单位的央企、市企、区企和民企)约90家,其中又以国企为主力,各类设计单位(规划院、建筑院等)约70家。项目类型基本涵盖了《北京市城市更新条例》提出的5大类12项内容,其中产业类城市更新项目(老旧厂房、低效产业园区、老旧低效楼宇、传统商业设施)较多,约占总数45%;居住类、公共空间类和公共设施类项目中政府(区属部门、属地街道等)参与程度相对较高,体现了政府的公共服务职能;产业类和区域综合性更新项目的实施主体则更为市场化、多样化,其中国有企业占比超过1/2,民营企业近1/3。在区域分布上,以东城区、朝阳区、海淀区的项目较多。
2023年评选依旧采用“自主申报、专家评荐、群众投票、综合审定”相结合的方式进行,近百家开展城市更新工作的单位进行了申报,20多位具有丰富实践经验的业内专家参与了评荐,200多万群众在网络上投出了自己心仪的一票,最终综合评定10个“最佳实践”和16个“优秀项目”。这些项目凝聚了政府的用心、专家的匠心、企业的精心和群众的热心。
对比两届北京城市更新最佳实践评选工作,首届囊括了新版北京城市总体规划实施以来积累的一大批更新实践;第二届聚焦北京近两年最新的实践成果,申报项目总数、入围群众投票和最终评定的项目数量、参与投票的群众总数均略低于去年。通过两年连续评选,我们欣喜地发现了一大批好作品、新实践,为大家开拓了眼界,也树立了标杆。
喜人的成绩背后,我们也发现了一些难点和堵点,比如片区更新难统筹、更新资金难平衡、产业资源难导入、利益主体难协调,等等。当然,我们也要冷静地认识到,城市更新是一项长期而艰巨的事业,一蹴而就的想法并不现实。除了眼下的这些问题,未来还会接踵而至新的挑战,换个视角看,这其实也预示着北京城市更新工作将一步步进入深水区。如果受困于这些问题,裹足不前,将有负人民的期望,我们必须正视这些问题,深入研究,群策群力,攻坚克难,将城市更新推进到一个新的高度,使城市更有活力,企业更有动力,群众更有信心。
