曹新有:农科人才大有可为

“全国农业看山东”。作为农业大省,山东农业基础雄厚、优势突出,建设农业强省优势明显。优越的产业环境,吸引西北农林科技大学作物遗传育种专业博士毕业的曹新有来到了济南,在2009年成为山东省农业科学院作物研究所赵振东院士团队的核心一员。

躬身麦苗间,伏案实验室,15年如一日,曹新有对于济麦新品种的研发毫不松懈,初心不改。作为第一完成人,曹新有育成济麦44、济麦60、济紫麦1号小麦3个新品种。其中,济麦44连续3年为山东省年推广种植面积第一大强筋小麦品种,先后入选山东省、山西省和国家粮油主导品种,2023年作为成长型品种入选《国家农作物优良品种推广目录》,2023年荣获山东省科技进步一等奖。其品种权转让金额更是高达1500万元,刷新了中国小麦品种转让的最高纪录。

15年弹指一挥间,当初的那名普普通通的农业科研工作者多了很多头衔:山东省农业科学院作物研究所副所长、农业农村部黄淮北部小麦生物学与遗传育种重点实验室主任、中国种子协会小麦分会副会长、山东省泰山产业领军人才、农业农村部农业科研杰出人才、神农青年英才、济南市和历城区专业技术拔尖人才……

诸多身份中,“人才”二字最为亮眼。自2019年认定为山东省泰山产业领军人才后已过去了5年时间,济南对人才的态度如何,曹新有最有发言权。

“去年我的孩子小学毕业,在市区两级人才办的帮助下,解决了小升初的问题,让我更能安心工作。”济南的人才工作大到帮助人才解决住房、子女入学等问题,小到免费乘坐公交地铁、每年一次的免费体检,甚至每年生日可以收到的祝福贺卡和蛋糕券……济南市对人才全方位的关心关爱,让曹新有深切感受到了“成为济南的人才是件很幸福的事情”。

曹新有作为山东鲁研农业良种有限公司研究院副院长,济南的人才政策亦惠及到公司的发展。据他介绍,公司每年可申请1000万元的人才贷,基本解决了发展资金问题。济南市政府的大力支持,使得公司在承担项目的竞争中获得了更多的条件和机会,先后于2022年和2023年连续两年承担国家重大项目,争取到山东省农业良种工程等项目10余项。作为主要建设载体,联合山东省农业科学院共同获批建设山东省小麦技术创新中心,获批济南市小麦育种重点实验室,大大提升了公司的科研水平及实力,现已成为黄淮北片影响力最大的小麦专业化公司,入选农业农村部“强优势”阵型企业。

“济南的人才政策最值得点赞的地方,就是出台政策的落实。光喊口号的政策是没有意义的,只有落地落实才能真正为人才带来福利,从而引来人才、留下人才。”曹新有表示,把人才工作做细做实,才能让人才成为城市发展的强大支撑。

城市引才、聚才、爱才,最终是为了使用人才。济南人才政策的不断优化升级,为人才尤其是年轻的科研人员,提供了更好的环境和平台,为科研团队的引才育才增添了吸引力。近两年,在济南人才政策的加持下,曹新有为团队吸纳了多位优秀人才,团队研发能力大幅提升,这对农业产业发展,对济南市甚至是山东省的高质量发展都将产生积极的推动作用。

“济南有这么好的人才政策,应该多做宣讲活动,让更多的人看到济南引才、爱才的诚意。”曹新有认为,以城市的名义为人才过节的济南释放出了前所未有的人才引力,未来,济南的人才生态环境和发展前景更加值得期待。

Cao Xinyu, who came to Jinan alone in 2009, was determined to apply what he had learned to wheat breeding. What he didn’t expect was that Jinan’s enthusiasm and courtesy for talent would provide him with a wide scope for development and a sense of belonging.

Cao Xinyu graduated from Northwest Agriculture and Forestry University with a PhD in plant genetic breeding, and then became a core member of Academician Zhao Zhendong’s team at the Corp Research Institute of Shandong Academy of Agricultural Sciences. It’s been five years since he won the honorary title of ‘Shandong Taishan Industry Leading Talent’ in 2019, and Cao Xinyu is the most qualified to talk about Jinan’s attitude to talent. Jinan has shown genuine care and concern for the talents in many ways, from helping the talents solve problems such as housing and children’s education, to providing free bus and metro rides, annual free medical check-ups, and even annual birthday blessing cards and cake vouchers.

Cao Xinyu, vice president of the research institute of Shandong Luyan Agricultural Co, Ltd, has also benefited from Jinan’s talent policy for the company’s development. According to him, the company can apply for a talent loan of 10 million yuan per year, which can basically solve the funding problem. In virtue of strong support of Jinan Municipal Government, the company has gained enhanced conditions and opportunities in the competition, which successively undertook major national projects for two consecutive years in 2022 and 2023, and obtained more than 10 projects such as Shandong Province Agricultural Seed Project.

Attracting, gathering and nurturing talent is ultimately about making use of their talents. The continuous upgrading of Jinan’s talent policy provides a favourable environment and platform for talent, especially for young researchers, adding to the attractiveness of nurturing research teams. Over the past two years, Cao Xinyou, supported by Jinan’s talent policy, has attracted a number of outstanding talents to build the team’s strength, greatly improving the team’s R&D capabilities. It will have a positive impact on the development of the agricultural industry and the quality development of Jinan City and even Shandong Province.
