擦亮“芯”名片“北方种业之都”加速崛起

国以农为本，农以种为先。种质资源被誉为“农业芯片”，是农业生产的关键要素，是保障国家粮食安全的基石，更是现代农业发展的“生命源”。

近年来，济南市认真贯彻落实习近平总书记“必须把民族种业搞上去”的重要指示要求，坚持政府引导、市场主导、企业主体、平台支撑，以种业强“芯”赋能乡村产业振兴。2023年全市种业及衍生产业产值达到125亿元，农业科技进步贡献率达到69.5%，良种覆盖率98%以上。

锚定一个目标，聚力打造中国北方种业之都

中共济南市委、市政府提出打造中国北方种业之都建设计划，汇聚各方资源力量，推动种业创新发展。

建立高位推进体系。中共济南市委、市政府主要负责同志带头研究谋划种业振兴工作，成立由发改、科技、自规、农业农村等10余个部门单位组成的工作专班，狠抓整体推进、督促落实，积极推动省市一体化发展。

完善政策保障体系。在全省率先出台行动方案和“种业11条”专项扶持措施，围绕种业科技创新、企业引育等送出“政策包”。加快研究制定种业扶持措施“2024版”，促进政策举措再优化。

强化要素保障体系。先后引进由3名院士领衔的顶尖专家团队，组建15支科创队伍，建立“首席专家+岗位专家+科创中心”运作体系。精准梳理用地需求1700余亩，优先解决研发型企业、科研机构等用地难题。每年整合不低于1亿元资金支持种业振兴，筹建总规模2.6亿元的种业发展基金。

突出两大核心，聚力构建现代种业雁阵集群

融合全链条发展要素，重点建设济南新旧动能转换起步区、钢城区两大种业核心集聚区，打造现代种业发展高地。

绘制种业振兴“规划图”。在起步区布局建设百亩科创港、千亩农创城和万亩示范区，初步形成北方种业之都总部基地；在钢城区投资21亿元建设山东未来畜禽种业产业园，构建“种质资源+集成创新+中试研发+产业培育”的产业链生态圈。

打造集群发展“强引擎”。持续做强农作物种子、蔬菜种苗、畜禽良种三大优势板块，济麦22种植面积连续11年全国第一，蔬菜工厂化育苗超过11亿株，畜禽种业产值占全省10%。

强化企业主体“招引育”。制定种业产业链企业地图和招商图谱，精准对接招引全国种业20强等头部企业，一体推进本土企业壮大培强。全市持证种业企业达到104家，拥有国家种业阵型企业3家，2家企业入选“农业农村部企业重点实验室”。

聚焦三个端口，聚力做强种业创新发展平台

以种业产业化为主线，推动“保育测繁推”多维度一体化发展。

守好“保护利用端”。入库种质资源库13万份，建成国内首个区域性综合性畜禽遗传材料收集评估储存中心，拥有省级以上保种场7家、活体基因库3家，明水香稻、莱芜黑猪入选全国十大优异种质资源。

把准“产业需求端”。构建“政产学研用”深度融合创新生态，联动推进全国重点实验室、省级科创平台和企业科研中心建设，高油酸大豆、长童期大豆获得国家植物基因编辑安全证书，小麦“核不育”项目创制超过100万份突变体种质资源，“试管奶牛”在国内率先实现产业化。

敞开“应用推广端”。高标准建成3个国家级农作物品种展示评价基地，相关典型经验被农业农村部推广。4类6个品种入选国家农作物优良品种推广目录、种类数全省第一。连续承办5届全国种子双交会，高质量举办5届山东国际种业博览会。

粮安天下，种铸基石。接下来，济南市农业农村局将不断培育种业振兴“芯”活力，塑造种业发展“芯”支撑，为种业科技自立自强、种源自主可控贡献省会力量。在完善工作推进机制上下功夫。加强种业创新资源和力量整合，完善高水平创新支持和保障机制，推动形成省市一体化共建格局；在营造开放创新生态上下功夫。筹划组建泉城种业实验室，推动科技资源高效利用和科研成果价值释放，促进创新链与产业链深度融合；在塑造集群发展优势上下功夫。聚力推动济南新旧动能转换起步区、钢城区两大种业核心集聚区建设，推动总投资54.4亿元的19个在建种业项目投产达效，打造种业总部经济和产业链新高地。

Agriculture is the foundation of a nation， and seeds are the cornerstone of agriculture. Germplasm resources， known as the ‘chips of agriculture’， are the linchpin of agricultural production， the cornerstone of national food security， and the ‘life source’ for the advancement of modern agriculture.

In recent years， Jinan has earnestly implemented the important instructions of General Secretary Xi Jinping that “we must promote the development of the national seed industry”， adhered to the principles of government guidance， market orientation， enterprise as the main body， and platform support， and empowered the revitalization of rural industries with a strong “core” of the seed industry. In 2023， the output value of the seed industry and its derivative industries in the city reached 12.5 billion yuan， with the contribution rate of agricultural science and technology progress reaching 69.5%， and the coverage rate of improved varieties exceeding 98%.

The CPC Jinan Municipal Committee and the Municipal Government have proposed a plan to build Jinan into the seed industry capital of northern China， gather resources and forces from all sectors， and promote innovative development of the seed industry. By integrating development elements across the entire chain， the plan focuses on building two major seed industry core clusters in the Jinan Start-up Area for Growth Drivers Transformation and in Gangcheng District， creating a highland for the development of modern seed industry. With the industrialization of the seed industry as the main line， the plan promotes the multi-dimensional and integrated development of “breeding， conservation， testing， multiplication， and promotion”.
