打造中科院济南科创城人才创新生态圈

中科院济南科创城成立于2020年10月,是中国科学院与山东省人民政府、济南市人民政府共建,以集聚中科院创新资源为主的重要科创园区。
人才是创新的根基,为进一步优化机制、完善体系、打造生态,为各类人才提供良好的科研环境和事业舞台,济南市把“打造中科院济南科创城人才创新生态圈”确认为党委书记人才工作项目,持续推动人才、技术、项目、政策、资本、服务等多种科创要素聚集融合,将中科院济南科创城打造为全省重要的原始创新策源地、科技成果转化地、高端人才集聚地。
经过多年的发展建设,已有13家中科院科研院所落地济南,在科研平台建设、人才引进培育、核心技术攻关、科技成果转化等方面取得了阶段性成效,突破“卡脖子”核心技术35项,掌握关键核心技术160余项,集聚各类高端科研人才超过2000人。
目前,中科院济南科创城已成为支撑国家人才平台创建的重要人才资源及创新要素集聚区。
“引育留用”,梯次化人才引育
在科创城建设中,济南在“引育留用”的关键环节全面发力,注重发挥中国科学院人才优势和科研优势,持续探索创新工作方法,形成了数量充足、梯次分明、有序衔接的人才队伍,科研团队整体效能得到有效提升。
“引得来”,持续完善“平台+项目+人才”一体化人才引育模式,累计引进王秋良、顾瑛等院士团队20个,国家杰青、长江学者、万人计划等国家级领军人才40人,泰山学者、泰山产业领军人才等省级高层次人才53人,副高级以上职称及博士等骨干人才达637人。
“用得好”,坚持“不为所有、但为所用”,整建制引进高速磁悬浮、北斗精准导航等多个专家团队,目前常态化在济工作的“双聘专家”达266人,有力支撑了关键领域的创新突破。比如,柔性引进的电磁院团队,充分发挥自身技术专长和“双聘”资源优势,成功突破大推力直线电机驱动、高速精准控制等技术难题。
“育得出”,接续培育青年人才是未来发展崛起的希望,科创城充分发挥顶尖人才对青年科研人才的“传帮带”作用,支持青年人才“挑大梁、当主角”,集聚各类青年科技人才超过2000人,硕博以上占比超过60%,青年骨干攻坚作用不断凸显。比如,光物院组建了100人的“85后攻坚队”,先后突破大尺寸晶体生长、大功率激光镜片研制等关键技术。
“人来无忧”,高品质宜居宜业
留住人才,不仅需要看得见、摸得着的硬实力,还需要让人才感觉贴心、暖心的软环境。济南市始终将打造高品质宜居宜业生态作为科创城建设的基础工程、长远工程,持续擦亮“天下泉城、人来无忧”人才服务品牌,让人才干事有平台、发展有空间、生活有品质、内心有归属。
“政策无忧”,济南坚持“最优加一点”理念,对全市人才政策优化整合,动态完善人才政策“双30条”,开展“海右人才”政策宣传月,推出金融支持人才发展“十项举措”,组建62亿元的齐鲁科学城科创母基金,助力技术成果尽快实现产业化。
“服务无忧”,济南成立总编制30人的项目建设推进组和科创城发展服务中心实体机构,与落地院所建立一对一服务专员机制,定期联系走访,协调统筹解决院所引进人才的编制“蓄水池”、子女入学、就医保障等问题。举办“海右人才节”期间,组织科创城青年科研人才参加文艺汇演、青年马拉松等活动,让更多年轻人融入城市。
“生活无忧”,济南秉承“生态开发、无界共融”理念,在科创城周边建设“彩虹湖人才公园”,打造集文化、娱乐、休闲等于一体的高层次人才15分钟生活圈。构建人才公寓、租房补贴、购房补贴、公共租赁住房等多位一体的住房保障体系,累计为落地院所提供人才公寓1245套,发放购房和生活租房补贴4100余万元。

Talent is the bedrock of innovation. In pursuit of an optimized mechanism, a refined system, and a cultivated ecosystem, Jinan City is committed to providing an excellent research environment and career opportunities for talents across the board, with the aim of refining mechanisms, enhancing systems, and fostering a vibrant ecosystem. Recognizing the importance of this endeavor, the city has affirmed “Building a Talent Innovation Ecosystem in the Jinan Science and Innovation City of the Chinese Academy of Sciences (CAS)” as a flagship talent initiative led by the Party Secretary. This initiative is geared towards continuously driving the aggregation and integration of a multitude of innovation elements—ranging from talent and technology to projects, policies, capital, and services. By doing so, the Jinan Science and Innovation City of the Chinese Academy of Sciences is being shaped into a significant cradle for original innovation, a platform for the commercialization of scientific and technological achievements, and a magnet for high-caliber talents within the province.
After years of development and construction, 13 research institutes of the CAS have taken root in Jinan. They have achieved significant milestones in constructing scientific research platforms, nurturing and attracting talent, tackling core technological challenges, and commercializing scientific and technological achievements. This has resulted in breakthroughs in 35 key “bottleneck”technologies and the acquisition of over 160 essential core technologies. Furthermore, they have brought together more than 2,000 top-tier scientific research talents, enhancing the city’s capacity for innovation and research excellence.
