再精深的研究、再显著的成果，如果没有转化平台，无法落地，那就只会成为被尘封的档案，被束之高阁落满尘灰。
济南，很懂人才“不想浪费青春”的心思，所以在筑高台上不遗余力。
于2022年3月成立的山东大学双创示范基地，无疑是一个科研“高台”。这个高台，依托山东大学人才及科学研究成果，按照“转化—孵化—产业化”的发展思路，打造成果转化及创业孵化两大创新服务平台。如今，这里先后获评“山东省科技成果产业化基地（试点）”“济南市创业孵化基地”“泉惠企”企业服务站等荣誉称号。
科研高台，不是一“搭”了之，而是要真正发挥功效，助人才百尺竿头更进一步。
起擂台——不是一“赛”了之
乐意把人才“抬”起来“爱”的城市，自然要考虑人才“自我展示”的需求。起擂台就是一个很好的主意。
但是，起擂台，不是一“赛”了之，不是发个奖就罢，而是要有强大的资本支撑、项目支撑、市场支撑、服务支撑。
落地、生根、发芽、开花、结果，才是打擂台的正途。
就拿刚刚启动不久的第七届中国（济南）新动能创新创业大赛来说，其重点不是“赛”，而是“赛”前的摸底，“赛”中的评估，“赛”后的服务。
赛前，济南争取到了国科资本、兴证创新资本、上海山蓝资本、深圳合创资本等投资机构，以及多家高校科技成果转化中心，提前介入，持续跟踪有潜力的参赛项目，提供政策推介、成果转化、项目孵化、路演答辩等资本助力、智力支持。
赛中，将引导投资机构在参赛各环节，围绕5大产业领域和5个特色赛道人才项目，分类进行前期评估，深入了解项目情况，在市场拓展、技术创新、资本运作等领域研判合作的可能性。
赛后，符合条件的决赛获奖项目将按程序纳入人才工程管理，给予100万元-300万元资金扶持，以“真金白银”的支持鼓励更多人才项目落地济南。
落地时，济南将持续完善“天下泉城，人来无忧”全生命周期人才服务体系，通过建立“项目实时信息库”“落地绿色通道”，配备“一对一服务专员”，为落地项目提供全链条、全方位、全过程服务保障，解决人才来济创新创业后顾之忧。
这样重落地、重转化的擂台，已成为济南招才引智的关键载体、吸纳全球创新创业资源的重要窗口。
搭舞台——不是一“唱”了之
人才，是社会中的人，也需要多姿多彩的生活，需要五光十色的舞台。
聚焦青年人才，济南用心搭建了两个青春大舞台。一个是“济南大学生毕业典礼”大舞台，另外一个是“济南大学生开学典礼”大舞台。
今年已是济南连续第4年以城市之名为大学生举办毕业典礼，充分体现了对青年人才的关心与关爱。
而在9月，济南还将举办大学生开学典礼，让来自全国各地的大学新生一进入济南，就能充分感受到济南对青年人才的热情友好和真情实意，帮助他们更好地感知济南、融入济南。
如何让人才长久地留下来？如何让人才对这个地方保有持久的爱？这绝不是一“唱”了之就能办到的。
我们从济南的两个科研高台建设时对“多功能性”的“倾斜”就能看出，在抬人、抬轿、抬爱方面，济南是有很好的想法的。
今年1月23日，中国科学院济南科创城数字科技产业园开工，这是“科研街区”的重要项目。
原来，中国科学院济南科创城有“科学园区、科研街区、创新社区”三大功能区。从园区、街区、社区的划分就能看出，这是一个多彩舞台。
而山东大学双创示范基地呢？也致力于建设“大学校区、科技园区、公共社区”。这里，不仅把“街区”换成了校区，园区的开放性、社区的交际性同样被重视。
到校区里充充电，到街区里开开眼，到园区里交交友，到社区里歇歇脚，在这片大舞台里寻找共性，保护个性，推崇特性，人才也就找到了身在一个城市中更多的认同感和发展空间。
这样的平台，“刚刚好”，也“杠杠好”！

The Shandong University Shuangchuang Demonstration Base， inaugurated in March 2022， also serves as an esteemed platform for scientific research. It has garnered prestigious titles such as the “Science and Technology Achievement Industrialization （Pilot） Base of Shandong Province” “Jinan Entrepreneurship Incubation Base”， and the “Quanhui Enterprise Service Station”.
The platform of scientific research is not merely a structure； it is a catalyst designed to truly unleash its potential， propelling talents to ascend to new heights and achieve further strides.
Starting the contest - a grand spectacle
Cities that are eager to elevate and embrace talented individuals naturally have to consider their need for self-expression. However， setting up a contest platform is not just about competition. The true essence lies in the journey from landing to taking root， sprouting， blossoming， and finally bearing fruit.
The 7th China （Jinan） New Growth Drivers Innovation and Entrepreneurship Contest， which has just commenced， places its emphasis not merely on the competition itself， but rather on the groundwork preceding it， the evaluation conducted during it， and the services offered after it.
