人才+项目：激活知识产权创新引擎

7月2日，济南市知识产权高层次人才发展项目集中签约暨知识产权强省会建设创新大赛启动。大赛以“创新”为核心，旨在搭建一个人才与平台相互对接的舞台，共同点燃城市发展的智慧引擎；一批专注于“人才”的知识产权服务站在驻济高校和重点产业园区相继揭牌，实现人才与服务的深度融合，共同锻造推动城市发展的金钥匙；一系列旨在期待“成果”的知识产权人才发展项目也在此次活动中签约，通过人才与项目的相互促进，共同激活城市发展的新动能。

在创新驱动发展战略的引领下，济南市正以前所未有的力度推进科技创新与成果转化，为经济社会发展注入强劲动力。

正如济南市委人才办负责同志在致辞中强调，近年来，济南大力实施人才强省会战略，全力争创国家吸引和集聚人才平台，努力构建“天下泉城、人来无忧”的全生命周期人才服务体系。知识产权人才作为加快科技创新、增强经济活力的关键力量，其重要性不言而喻。此次活动是第二届“海右人才节”的特色活动之一，也是培育高价值专利、促进知识产权转移转化、激发人才创新创业活力的重要平台，将有效促进高价值知识产权的转化运用，在人才链、创新链与产业链之间，搭建起一座互通、直通、融通的桥梁，将知识产权服务“链起来”，将知识产权资源“聚起来”，将知识产权成果“用起来”，为济南经济社会高质量发展提供源头活水和有力支撑。

活动现场，一系列签约落地，历下区知识产权专属特派员与5家企业签订专项服务协议，全链条、全天候的服务助力企业实现新跨越。济南市知识产权保护中心、济南知识产权服务业集聚区与4个院士工作站签订了知识产权高质量服务战略合作协议，助力高端知识产权人才创新项目加速创造转化；同时，与4家高校签订的知识产权人才培养实践基地战略合作协议，将进一步引导学生开展实践，拓宽引才留才渠道，为济南知识产权事业培养更多后备力量。

作为济南市知识产权工作的重头戏，自2021年以来，济南市知识产权强省会建设创新大赛已成功举办两届，从数据来看，这是一场高价值专利成果与高精尖技术应用市场的“智慧碰撞”，是知识产权高层次人才与市场的“执手相见”。

活动现场还设置了知识产权成果展和高层次人才知识产权创新成果路演环节，高价值专利成果“开秀”，科创企业“挖宝”，通过智慧碰撞、经验分享，让知识产权成果更畅通、更便捷、更有效地走进应用市场，赋能高质量发展。

On July 2nd， the Jinan High-Level Intellectual Property Talent Development Program was signed， and the Innovation Competition of Intellectual Property Propelling Strong Provincial Capital Construction was inaugurated.
