On the System of Discipline Inspection and Supervision From the Perspective of First-Level Discipline

Abstract:The construction of Discipline Inspection and Supervision system should focus on its historical evolution, discipline attributes and basic categories. From the perspective of historical development, discipline inspection and supervision deduces its practical logic in five main stages:the early stage of the founding of the Party, the consolidation of the governing status, the self-revolution, the supervision system of the Party and the State, and the reform of the national supervision system. These thoughts of discipline inspection and supervision contained in each stage, after refining and upgrading, finally evolve into a relatively mature discipline. In terms of discipline attributes, Discipline Inspection and Supervision is a new discipline under legal science, which is practice-oriented and has diversified research paradigms and dual basic attributes of politics and legal science.From the perspective of basic categories, the conceptual category of discipline inspection and supervision highlights the substantive integration of discipline inspection and supervision. The theoretical category shows the innovative expansion of the connotation and function of the national supervision power, and the practical category is reflected in solving the practical dilemma of “isolated combat” of the supervision power. Based on the above basic problems, the next step for construction of Discipline Inspection and Supervision should focus on the planning of exclusive discipline system, the construction of specialized discipline system and the cultivation of professional talent.

On the Research Object and Discipline System of Discipline Inspection and Supervision

Abstract:A specialized and stable research object and a relatively mature discipline system are important signs of disciplinary independence, and the cornerstone of speciality construction. Discipline Inspection and Supervision had four types of development modes in terms of its discipline classification in the “pre-disciplinary”stage before it became a first-level discipline under legal science. Universities, the central government and state departments used to vigorously promote the construction of disciplines and specialties. Discipline Inspection and Supervision is a theoretical system about discipline inspection and supervision, and its research object is phenomenons related to discipline inspection and supervision, including relevant work, system and culture.Classifying as a discipline under legal science is conducive to promoting the legalization of discipline inspection and supervision, and is also in line with the discipline construction practice of universities. Considering the significant demands of the Party and the State, the knowledge system, academic tradition as well as the relationship with other disciplines, its second-level disciplines can be set as Discipline Inspection and Supervision Principles, Chinese Communist Party Discipline, Supervision Law and Clean Governance. Departments of Education and universities shall actively explore the unique disciplinary development model of Discipline Inspection and Supervision.

Discipline Inspection and Supervision:Characteristics, Design and Development Path

Abstract:The subject of Discipline Inspection and Supervision is both responsive and constructive. It results from both the theoretical development and the promotion of the policies of top-level designers. In order to establish the subject of Discipline Inspection and Supervision as an independent first-level discipline, it is necessary to deal with the relationship with other related disciplines, especially legal science, political science and Marxist theory, at the external level, and to set up secondary disciplines at the internal level, including the theoretical discipline, discipline of laws and regulations, discipline of facts and techniques, discipline of pragmatic work, the subject of Discipline Inspection and Supervision in China and Beyond. In the process of building the subject of Discipline Inspection and Supervision, the weak links of undergraduate education should be strengthened and a complete talent training system should be constructed; it is advisable to adopt a policy of continuity for teaching models already in place, while emerging institutions of higher learning should strictly apply the standards of the disciplinary system in their teaching programmes; it necessary to deepen “local government-university-enterprise” cooperation and specifies the roles of parties concerned.

Selection of Disciplinary Construction Path of Discipline Inspection and Supervision

Abstract:The subject of Discipline Inspection and Supervision studies the ideological system of inspection and supervision and its related activities. As an emerging discipline, it has strong Chinese characteristics and far reaching global significance. How to explore an effective discipline construction path is not only the top priority of the discipline at present, but also an inevitable requirement to promote the standardization, specialization and legalization of discipline inspection and supervision. Based on the uniqueness of the subject of Discipline Inspection and Supervision, we should grasp the attributes and content of the subject of Discipline Inspection and Supervision, adhere to the scope in training of talent, and balance the rule of law and supervision methods in the development concept, so as to realize the sustainable and in-depth development of the subject of Discipline Inspection and Supervision.

Discipline Construction and Talent Training of the Science of Supervision Law—— Setting the Construction of New Liberal Arts as the Background

Abstract:Different types of supervision systems in different historical stages have different requirements for the construction of supervision discipline. At present, China needs high-quality and practical supervision talent in the process of promoting the reform of national supervision system. Against the background of comprehensively promoting law-based governance, the science of supervision law is the top priority of supervision discipline.The discipline construction and talent training of the science of supervision law must be effectively combined with the background of the new liberal arts construction, and proceed directly from the provisions of Article 32 of the Oversight Officials Law. It should combine long-term goal and practical needs, and work on both the cultivation of high-quality reserve talent of supervisors and the improvement of professional abilities of the existing group. The discipline construction of the science of supervision law should not only be featured with Chinese characteristics, practicality and problem-solving, but also break down disciplinary barriers and highlight interdisciplinarity. More importantly, empty talk about righteousness and degeneration into unnecessary academic turf battles need to be avoided. The Supervision Law and Oversight Officials Law are laws related to the Constitution, and the discipline construction and talent training of the science of supervision law should be based on constitutional jurisprudence to highlight its uniqueness.

Public Officials:A Unique Concept in China’s Supervision Law

Abstract:China’s supervision law defines the supervisory object as “public officials”, instead of using other relevant concepts in national laws and party regulations. The concept of “state employees” in the Constitution is broader than “employees of state organs”, and its extension has been further expanded by criminal laws and judicial interpretations over the last decades. If the subject of supervision is directly defined as “state employees”,i.e., the subject of occupation-related crimes, it means that the supervision law is firmly bound to the criminal law in the most fundamental way, which is not an desirable consequence of the new supervision legislation. “Cadres”is mainly a concept in party regulations, which refers to both those under the cadre catalogue in human affairs files and officials leading Party and governments. The former group does not necessarily exercise public power,while the latter does not include all those who exercise public power in China. Both are not suitable to serve as the basis concept of the supervision law.

Review, Advancement and Prospect for the Peonology Under the Framework of New Liberal Arts

Abstract:There are numerous issues in Chinese penology’s internal and external construction. Especially from the aspect of internal construction, the production channel of subject knowledge is unitary, and the construction and integration of core knowledge system are not completed. The external construction of the discipline is rather closed, and it lacks close ties with related disciplines and academic organizations. Within the framework of new liberal arts, the advancement in penology needs to base on the interdisciplinary knowledge systems such as legal science and sociology, with applied knowledge and operational techniques as important fulcrums. Interdisciplinary knowledge systems such as jurisprudence and sociology can serve to support not only prison work, but also judicial administration work such as community correction and compulsory drug rehabilitation, as well as public security, prosecution bailiff and court bailiff, and serve to support criminal law enforcement as a whole. The authority may consider integrating various disciplines in the field of criminal law enforcement to promote the development of criminal justice.

The Practical Dilemma of Traditional Public Finance and the Application of Behavioral Public Finance

Abstract:As a new research field of the discipline of public finance, behavioral public finance has effectively strengthened the weak links of traditional public finance with more practical analysis paradigms and research methods. Therefore, the discipline of public finance can provide more convincing explanations and play a leading role. This paper sorts out the puzzles and difficulties in the practice of traditional public finance. Human beings in real life have cognitive biases and choice preferences, so public policy formulation and fiscal revenue or expenditure always have tax compliance mysteries and fiscal illusions. This paper explains in detail the basic analysis paradigm and research methods of behavioral public finance. Through research cases and practical cases,this paper explains the analysis and solutions provided by behavioral public finance to the traditional public finance, and further explores the application and limitations of the theories and methodology of behavioral public finance and its prospect of future studies and application in China.

Research on the “Thematic Research Based on Classics Reading and Fieldwork Experience” Cultivation Model of Sociology Talent in the Context of New Liberal Arts Construction

Abstract:The construction of new liberal arts has posed new challenges to the cultivation of sociology professionals, which requires talent to have interdisciplinary knowledge, good practical abilities, experience based perceptual capacities, sharp thinking abilities to understand the implications of social changes in the new technological revolution and strong academic interests. This is in line with the development of the discipline of “sociology with Chinese characteristics” in the new era. Under the guidance of the cultivation philosophy of“elite training, academic orientation and diversified development”, the Northwest A&F University has explored the talent cultivation model of “thematic research based on classics reading and fieldwork experience”, which emphasizes the cultivation of students’ capacities for theoretical construction through classics reading, field perception through empirical practice and academic interests through thematic research. After nearly ten years of practice, this model has not only met the need to cultivate top sociological innovators and provided high-quality reserve talent for the construction of sociology with Chinese characteristics, but also satisfied diversified needs of students with different development requests. Furthermore, it is a significant endeavor aimed at achieving integrated promotion of talent cultivation, subject construction, and discipline development.

Research of the Practice of Critical Thinking Education in Macroeconomics Teaching From the Perspective of Curriculum Integration——A Case Study of Teaching of Consumer Theory Course

Abstract:Critical thinking is a rational and reflecting way of thinking. It is the core element of cultivating high quality and innovative talent. Macroeconomics and critical thinking have internal consistency in the connotations and goals, which can realize the effective curriculum integration in teaching practices. In this paper, a simplified gist list for the process of cultivating critical thinking is constructed by sorting the literature. Based on this list, this paper takes the theory teaching of consumption function in macroeconomics as an object to explore and summarize the critical thinking education under the curriculum integration model and propose corresponding suggestions.
