Abstract: The socialist system with Chinese characteristics has created rare miracles of development and governance. It needs to be interpreted from multiple dimensions of history and reality, theory and practice, and moreover, it needs an overall and affirmative answer from the height of civilization development. The purpose and significance of interpreting the socialist system with Chinese characteristics from the perspective of the theory of civilization lie in accurately grasping its pursuit of social values, correctly activating its traditional cultural genes, fully understanding its world historical significance and firmly controlling its spread of the international discourse. The civilization form of the socialist system with Chinese characteristics is a practice of the communist system designed by Marx and Engels and an institutional innovation based on the practice of socialist modernization with Chinese characteristics. It takes the path of peaceful development that is kind and cooperative to neighbor countries, persists in the organic unity of the development of social productive forces and human development, and pursues the free liberation and all-round development based on human society. The civilization construction of the socialist system with Chinese characteristics is a process of criticizing and transcending the modern capitalist system. It adheres to the people-centered development concept and replaces the “old world” ruled by capital with a “new world” of labor liberation, opening up a magnificent space for the great and rapid development of human civilization.

Abstract: In the field of rural governance research, innovation of China’s philosophy and social sciences discourse system has made an important breakthrough. In recent 40 years, a series of localised academic concepts have emerged in the field of rural governance. Combining in the logical order from peasants, households, villages, rural society to state politics, we can list out seven typical symbolic concepts including “socialized small peasants”, “resilient small peasants”, “household system”, “village social rationality”, “post rural China”, “human rights by virtue of ancestry” and “oriental liberalism”, and initially construct the content map of localised concepts of rural governance research. Rural governance is an important content of the study of Chinese political science. These original and identifiable concepts not only help us to reconceptualize the history and current situation of rural society, but also lay the academic foundation for breaking the “preconceived” mindset of Western scholars and building a political science discourse system with Chinese characteristics.

Abstract: How to comprehensively improve the city’s ability to deal with major public health emergency through governance innovation is a major issue that China must face in the process of deep urbanization. The concept and theory of health security resilience are proposed by applying the idea of resilience to the study of urban complex adaptation systems, which provides an analytical framework and a practical path for analyzing the evolution of urban governance. It is concluded that in order to solve the three problems in major public health emergency--precise perception, reverse regulation and dynamic balance, cities must improve their health security resilience which is mainly characterized by selective redundancy, functional conversion, diversified substitution, decentralized organization and agile response. Since health security resilience is a composite system which is composed of spatial resilience, governance resilience, social resilience, digital resilience and institutional resilience, it is necessary to promote innovation through multiple paths such as urban governance structure, planning resource allocation and health emergency management in practice.

Abstract: The educational dividend of the second demographic dividend refers to the improvement of the level of education of the working-age population caused by the aging of the population, and thus forms a favorable condition for economic growth, which stems from the educational dividend created by the first demographic dividend boom. Japan created an education dividend during its first demographic boom, and then continued to form the second demographic dividend, which became one of the most fundamental causes of the rapid rise of Japan economic after the World War II. The educational dividend of the second demographic of China is hard to meet the needs of socio-economic development because of inadequate educational dividend during the first population dividend boom and the inadequate existing educational dividend transition to real source of economic growth. To make up for this deficiency, we should not only form an adequate middle and high-level education dividend, but also fully transform it into a real source of economic growth, and then transit the dividend into the basic force for optimization and upgrading of economic structure and transformation of economic development model.
