近年来，在全市人民的共同努力下，济南市文明城市创建工作始终走在全国前列。在2017年以省会提名资格城市第一名的成绩荣膺全国文明城市称号以来，连续3年蝉联省会和副省级城市年度测评第一名，走出了一条永不止步、勇攀高峰的新时代文明创建之路。

济南市深入践行“以人民为中心”的发展思想，始终突出全员导向抓创建，全市上下汇聚强大合力，人民群众的认同感越来越强；始终突出问题导向抓创建，城市面貌发生深刻变化，人民群众的自豪感越来越强；始终突出生态导向抓创建，环境质量取得根本好转，人民群众的幸福感越来越强；始终突出发展导向抓创建，城市能级实现跨越提升，人民群众的成就感越来越强；始终突出民生导向抓创建，生活品质得到显著改善，人民群众的获得感越来越强。

文明创建，让济南凤凰涅槃、蝶变花开。卫生死角减少了，老旧小区更整洁了，城乡面貌焕然一线；断头路打通了，“车让人、人快行”，车辆通行更顺畅；科教文卫快速发展，老百姓的“钱袋子”越来越鼓，人们的幸福感不断提升……全国文明城市的创建，有力促进了济南经济社会进步、人民生活改善、社会风气好转、城市形象提升，更形成了万众一心、众志成城，团结协作、无私奉献，不畏艰险、敢打必胜，挑战极限、争创一流的济南创城精神，为加快新时代现代化强省会建设注入源源不断的精神力量。

文明创建永无止境，翻过一山再攀一峰。在踏上“十四五”新征程之际，济南瞄准新目标，铺展新蓝图。根据规划，到2023年，济南将建成理想信念坚定、文明程度领先、经济高质发展、政治廉洁高效、文化繁荣厚重、社会和谐安定、生态文明良好、治理效能提升、群众高度认可、工作常态长效的全国文明典范城市，文明城市创建工作持续走在全国前列。

Jinan has always laid emphasis on the ecological environment for the creation of national civilized city， and thus experiencing fundamental improvement in environmental quality and raising the people’s sense of well-being. Jinan has always highlighted the development-oriented forms for the creation of national civilized city， and thus making great strides in the level of urban function and boosting the people’s sense of achievement. Jinan has always worked around the people’s livelihood issues for the creation of national civilized city， and thus realizing significant advance for the quality of life and singularizing the people’s sense of gain.

Earthshaking changes have taken place in Jinan by virtue of the creation of national civilized city. Jinan City will thoroughly implement the important instructions of General Secretary Xi Jinping， and put into practice the arragements by the Central Publicity Department and the Office of Spiritual Civilization Development Steering Commission of the CPC Central Committee.
