TheLogicoftheIdeologicalProductionoftheCommunistPartyofChinaintheNewEra/ZHANG Weiliang, et al(College of Marxism, Central South University, Changsha 410083, China)

Abstract: Ideological production theory is an important part of Marxist production theory. Ideological production can be understood as a special spiritual production activity determined by material production, interpreted as the specific and historical unification process of social existence and social consciousness, concretized in a production with knowledge, power and discourse as the basic elements. The ideological production of the Communist Party of China in the new era is carried out at the intersection of theory, history and reality. The domestic and international situations have brought about great opportunities and new challenges to ideological production. Therefore, in terms of basic thinking, the Communist Party of China should strictly adhere to the fundamental value of putting people first, establish the content system of ideological production by starting from balancing domestic insufficient development, satisfying people’s needs for a better life, and providing Chinese wisdom and solutions for world development, and further consolidate the material basis of ideological production, improve the institutional support of ideological production and strengthen the organizational guarantee of ideological production. In this way, a new ideological production chain that conforms to the new pattern of the new era can be constructed and the contours of socialist ideology production which outclasses capitalism can be sketched.

OntheBeliefofFriendlinessanditsBasis/HUANG Mingli, et al(School of Marxism, Hohai University, Nanjing 211100,China)

Abstract: Friendliness is the most innovative concept in China’s socialist core value system. As the inner virtue of the unity of tolerance and friendly attitude towards others based on inner goodwill and the practical action of helping others based on love, the unity of knowing and doing and from knowing to doing, the unity of reality and ought to be and from reality to ideal, the unity of consciousness and voluntariness and from consciousness to voluntariness are the important characteristics of the faith of friendliness. Friendliness not only has its material basis in reality, but also is the objective reflection of the consistency of people’s fundamental interests and the pursuit of harmonious interpersonal relationship. In particular, it conforms to the objective inevitability of people’s pursuit of a better life and self-improvement of human nature in the new era. Friendliness also has its cultural gene of traditional moralism in China. In traditional culture, it has its ontological basis of “benevolence is human”, its axiological basis of “ a gentleman is honest and upright, and a villain is sad ”, and its inheritance of wisdom of “harmony is precious”. The organic integration of friendly reality basis and cultural gene is the historical necessity that it can be promoted to the core values and ultimately believed by the majority of people.

TheCentury-OldEvolutionandDynamicMechanismoftheInspectionSystemoftheCommunistPartyofChina/SUN Liang(Yuhuatai Red Culture Research Institute, Nanjing University, Nanjing 210023, China)

Abstract: The century-old evolution of the CPC inspection system can be divided into four periods, namely, the period of creation and exploration, the period of adjustment and disturbance, the period of repair and development, and the period of strategic arrangement. The promulgation of the Regulations on Inspection in 1928 marked the formal establishment of the inspection system of the CPC. After the outbreak of the all-out War of Resistance against Japanese Aggression, the CPC inspection system was neither “suspended” nor “abolished invisibly”, but entered the stage of exploration and adjustment. After the founding of New China, a variety of political campaigns have been launched one after another, resulting in the emergence of movement-style inspections. Although the Party’s inspection work during the “Cultural Revolution” was seriously affected, it did not interrupt and was still carried out sporadically. In the new period of reform and opening up, the Communist Party of China repaired and developed the inspection system, and the inner-party supervision became the main function of the inspection system in this period. The CPC’s inspection system in the new era has become a strategic institutional arrangement for inner-party supervision. On the whole, the CPC’s inspection system has achieved a double turn in the course of one hundred years, that is, the mode of inspection has changed from secret inspection to movement inspection, and then to institutional inspection. The patrol function turns from revolutionary mobilization to organizational leadership and then to inner-party supervision. The century-old evolution of CPC’s inspection system is the result of multiple factors such as external pressure, internal thrust and subjective assistance.

TheUnderstandingandShapingofChina’sSocialEthicalRelationsbytheCommunistPartyofChinainthePastOneHundredYears/JIAO Jinlei, et al(School of Public Administration, Nanjing Normal University, Nanjing 210023, China)

Abstract: Ethical relations are not only the explicit manifestation of social relations, but also an important symbol of human development. In the course of its revolution and self-revolution for one hundred years, the Communist Party of China has always taken the transformation and innovation of ethical relations as an important mission. Specifically, the shaping process of this ethical relationship has roughly experienced four historical stages: the early Communists’ criticism of the old social ethical relationship, Communists’ timely adjustment to the practice of ethical relations in the period of new democratic revolution, the all-round development of the construction of collectivist ethical relations after the founding of new China, and the new implications of of ethical relations under the concept of shared development in the new era. This historical process not only shows the cultural deposits of socialism with Chinese characteristics, but also reflects the distinct national spirit.

FunctionsofCOVID-19JointPreventionandControlMechanismandPlanOptimization/TAO Peng, et al(Research Center for Social Risk and Public Crisis Management, Nanjing University, Nanjing 210046, China)

Abstract: Unconventional emergencies impact the emergency management system and lead to a large number of unplanned behaviors. System learning is the key to improving the system resilience. This paper focuses on the response function of the joint prevention and control mechanism and the optimization of plan under the background of the Covid-19 epidemic. By establishing the text database of joint prevention and control mechanism and carrying out content analysis, this paper sums up the functional perspective and characteristics of joint prevention and control mechanism in the real scene, and then compares it with the function design of the existing plan to reveal the difference between the reality and the text of the response function of emerging infectious diseases. It is proposed that the emergency response function should be expanded and refined according to the actual function needs of the emergency management of public health emergencies, so as to provide basic empirical support for the follow-up institutional learning, especially the optimization of the emergency plan.

InnovationofSocialRiskGovernanceintheEraofArtificialIntelligence/ZHOU Limin, et al(Department of Sociology, School of Public Administration, Guangzhou University, Guangzhou, 510006, China)

Abstract: Artificial intelligence has promoted a series of innovations in social risk management, and it is becoming a hotly debated issue in academic circles at home and abroad. Through typical cases and theoretical research, it is found that in terms of “technology-governance”, in the era of artificial intelligence, risk governance first needs to solve technical problems. Only by making the best choice of technology can the governance effect be optimized. As far as “government-society” is concerned, artificial intelligence not only improves government governance capabilities, but also promotes civil society to become the main body of governance through complex adaptive systems, community participation, and community empowerment. In terms of “challenge-prospect”, artificial intelligence will rapidly make human intelligence lag behind in many aspects. The most important technical problem of risk management will be taken care of by artificial intelligence. The phenomenon of so-called “technological singularity” or “singularity” will appear, which has bright application prospects. In terms of “deficiency-trap”, artificial intelligence lacking self-awareness is much more dangerous than the human brain. It may escape human control and create greater social risks. While managing social risks, it may also create new ones. Nevertheless, as a part of the society, artificial intelligence has not only strong social functions, but also other functions such as rapidity, accuracy, and versatility, and has promoted major changes in risk management. The governor should raise it to the strategic level and actively adapt to its development and changes.

GovernmentMobilizationandSocialOrganizations’ResponseinPublicHealthEmergencies:AMixed-MethodStudyonCOVID-19PreventionandControl/ZHOU Jun(School of Public Administration, East China Normal University, Shanghai 200062, China)

Abstract: Social organizations can play complementary and supplementary roles in the governance of public health emergencies. In the prevention and control of COVID-19, the roles of social organizations are obviously inadequate and unbalanced, but the current institutional theory and governance theory cannot explain such phenomena rationally. Based on the grounded theory, this paper analyzes the mobilization policy texts, and reveals that government mobilization is a kind of “adaptive mobilization” with the characteristics of “adapting” to the needs of epidemic prevention and control, the development level of social organizations, and the daily work of the government. Further case analysis indicates that social organizations participate in the prevention and control of COVID-19 at different levels, but their participation is hardly affected by the mobilization policy, which is a kind of “low response”. To boost the government’s mobilization of social organizations, it is crucial to not only strengthen the adaptability of mobilization policies to the actual needs of social organizations, but also intensify policy publicity and implementation monitoring.

TrustandConfidence:AnEmpiricalStudyonPublicOpinionGuidanceStrategyinGreatPublicHealthEvent/ZHENG Zhan, et al(School of Media and Communication Wuhan Textile University,Wuhan 430073, China)

Abstract: The outbreak of the COVID-19 in 2020 is a major public health emergency of global concern. Xi Jinping, the general secretary of CCP, pointed out that it is necessary to strengthen the guidance of public opinion and create an atmosphere of strong confidence, warmth, and gathering of public opinion. Based on the national level, this study summarizes the news strategies during the epidemic into three typical strategic frameworks——constructing a big country image (to show strong confidence), building a community culture (to warm people), and establishing a fair mechanism (to gather people), and then conducts empirical research. The research found that people’s responses to the mainstream news of the three typical strategies tend to be more positive, with higher recognition and confidence. Personnel from state agencies and enterprises, people with stable incomes, and middle-aged and young people aged 26 to 45 have stronger confidence in the country. And it was also found that in this pandemic prevention and control, “cross-border integration” is a very important successful experience for our country. This research has laid a theoretical foundation for the guidance of public opinion, and the research conclusions can provide reference for the government’s specific operation of public opinion guidance in public management.

ResearchontheEffectofEnterprises’MultipleEmploymentRelationshipModesonCareerCompetence/ZHANG Hongru, et al(Business School, Changzhou University, Changzhou 213164, China)

Abstract: Based on the social exchange theory and the motivation-contribution model, this paper studies the influence of different employment relationship patterns on employees’ occupational competence through the paired data of 72 department heads and 241 employees. The results show that, compared with the underinvestment type, the overinvestment type and the mutual-involvement type have a significant positive impact on the insider identity and occupational competence, while the quasi-transaction contract type has a significant negative impact on the insider identity and occupational competence. Insider identity perception mediates the relationship between employment relationship pattern and occupational competence, while organizational climate positively moderates the effect of insider identity perception on occupational competence.

ResearchontheInfluenceofTourismDevelopmentonRegionalEconomicGrowth/MAO Lijuan,et al(School of Business, University of Chinese Academy of Social Sciences, Beijing 102488, China)

Abstract: Tourism is regarded as the driving force of regional economic development, which can increase residents’ income, promote employment opportunities, and connect the development of relevant industrial departments. However, the hypothesis that tourism development brings economic growth has always been controversial and has not been unanimously accepted by the academic community. Under the framework of economic growth theory, this paper uses the general equilibrium analysis method to explore the changes of industrial transfer and residents’ welfare utility brought by the development of tourism industry. And this paper empirically analyzes the impact of tourism development on China’s economy by using the difference generalized method of moments, and specifically distinguishes the differences between the economic impact of tourism development on coastal developed provinces and inland underdeveloped provinces.

EmpiricalResearchontheConstructionofCompetencyModelofGrassrootsRiverChiefs/WANG Qun, et al(Business School, Hohai University, Nanjing 211100, China)

Abstract: As the “peripheral nerve” in river chief organization system, grassroots river chiefs play a fundamental and key role in promoting the overall establishment of the river chief system. Therefore, it is of great strategic significance to construct the competency model of grassroots river chiefs for standardizing the work requirements, improving their ability to perform their duties and comprehensively implementing the tasks of the river chief system. The behavioral event interview method was used to interview 22 grassroots river chiefs, and the interview content was analyzed with the software ATLAS Based on the grounded theory, an initial competency model of grassroots river chiefs, including five dimensions and 23 competency elements, was constructed through open coding, principal axis coding and selective coding. The initial competency model of grassroots river chiefs was tested and modified through questionnaire survey into the final grassroots river chief competency model, which is composed of five dimensions: river and lake management ability, collaboration ability, stress resistance, professional quality and personality traits, and passed the reliability and validity test. The competency elements of grassroots river chiefs should be taken as an important basis for evaluation, assessment and training of grassroots river chiefs, as well as an important guidance for the improvement of the policy of the river chief system, so as to make the system better serve practice and promote the transformation of river chief system from “famous” to “practical”.

OntheRisksandCountermeasuresoftheThird-PartyPlatformofInternetMedicalService/LU Haibo(Law School, Southeast University,Nanjing 211189,China)

With the development of the “Internet +” program advocated by the country, the traditional medical industry has entered and constantly changed its mode. As a result, various Internet medical industries have emerged. Among them, the most mature Internet medical third-party platform not only has the risk caused by the general third-party platform, but also has the risk of consultation platform flooding, diagnosis and treatment in the name of consultation, higher risk uncertainty and being captured by interests. The service of the platform is a health-related credit product, which is characterized by a high degree of personal dependence, the uncertainty of doctors’ professional level, and patients’ irrationality. They are the causes of risk. In order to eliminate these risks, we need to improve the legislation and make clear the platform’s access standards and the boundaries of consultation and diagnosis and treatment. We need to introduce a negative list system to set restrictions on the scope of Internet medical services. We need to implement the concept of social co-governance, endow the platform supervision with power and give full play to the advantages of technical supervision. And we also need to clarify the legal responsibilities, and finally realize the inclusive and prudent supervision of the third-party medical platform.

FinancingLease:thePathChoiceforUpgradingtheFacilitiesofthePrivateOld-AgeInstitutions/HAN Zhenyan, et al(School of Public Administration, Hohai University, Nanjing 211100, China)

Abstract: Due to the weak financial strength, poor financing channels, low profitability and high price of rehabilitation and nursing equipment, the overall quality of pension services in private old-age institutions is difficult to be significantly improved. However, financial leasing, as a financial tool, can effectively alleviate the financing dilemma. Based on the basic principle of financial leasing, the paper points out that there is coupling between financial leasing and facilities upgrading of private old-age institutions in terms of capital, investment return period, time demand and management mode. From the perspective of enterprise life cycle, this paper analyses three modes of facility upgrading in private old-age institutions. They are the direct financing leasing mode which combines the leasing mode of manufacturer, the after-sale leaseback mode and the fractional leasing mode. Finally, combined with the practical cases of financial leasing of old-age institutions, this paper puts forward policy suggestions for the coordination of government, financial leasing enterprises and private old-age institutions.
