“服贸之约”

擁抱变革、分享机遇、共促发展……9月7日，2021年中国国际服务贸易交易会（以下简称“服贸会”）圆满闭幕。本届服贸会规模扩大，国际化水平提升，总体成果数量、交易金额均超过上届。中国推动高水平开放的决心坚定，助力世界经济复苏的诚意满满。“服贸之约”谱写中国与世界共赢的新篇章。

行走于服贸会会场，代表新技术、新业态、新模式的互动场景，座无虚席、讨论热烈的论坛，活动密集、人头攒动的成果发布厅，“机遇”可谓无所不在。

机遇源于服务贸易发展的巨大潜力。近10年来，全球服务贸易平均增速为货物贸易增速的两倍，在国际贸易中的占比和地位稳步提升。服务贸易对内加速产业要素整合优化，成为经济的重要增长极;对外促进国际分工合作，成为国际贸易的重要组成部分和国际经贸合作的重要领域。

中国连续7年保持服务贸易世界第二大国地位，与世界近240个国家和地区有服务贸易往来，服务贸易进出口额占全球总额的比例持续提升。“中国服务”已成为“全球服务”的巨大引擎。

机遇源于数字赋能激发的创新动能。随着数字要素加速融入，服务的可贸易性大幅提升。疫情下，传统服务贸易受到较大冲击，数字贸易发展势头强劲，占全球服务贸易比重进一步上升，展现出强大韧性。

作为全球贸易大国，中国数字经济产业蓬勃发展。“十三五”时期，中国数字贸易增长47.4%，占服务贸易的比重从30.6%增至44.5%。预计到2025年，中国可数字化的服务贸易进出口总额将超过4000亿美元，占服务贸易总额比重将达到50%。

机遇源于中国合作共赢的开放姿态。当前全球疫情起伏不定，世界经济复苏面临挑战，服务业开放合作成为推动复苏的重要力量。中国顺应服务贸易全球化趋势，着力推进服务贸易领域开放，不断优化合作环境。从在全国推进实施跨境服务贸易负面清单到探索建设国家服务贸易创新发展示范区，本届服贸会再次释放出高水平开放信号。

共享服务贸易发展机遇，共促世界经济复苏和增长。服贸会让世界看到更加开放的中国市场，感受到做大“服贸蛋糕”的中国担当和提振世界经济的中国力量。面向未来，中国与世界有“服”同享的精彩将持续展现。

The 2021 China International Fair for Trade in Services （CIFTIS） concluded on September 7. It advocates the concept of embracing changes， sharing opportunities and jointly advancing world development. Compared with the last session， the CIFTIS this year features a bigger scale， a higher international level and a larger amount of achievements and transactions. China has been firmly promoting high-level opening-up and genuinely facilitating the world economic recovery. The CIFTIS has created a new chapter of win-win situation between China and the world.

In the last decade， the average growth rate of global trade in services was twice that of trade in goods， and the proportion and position of the former in international trade were steadily raised. China has remained the second largest country in the world in service trade for seven consecutive years. It develops trade in services with nearly 240 countries and regions and its proportion of import and export of service trade in the world’s total volume continues to increase. “Chinese services” have become a driver of “global services”.

As the global COVID-19 pandemic has not been fully controlled and the world economic recovery is hindered， open cooperation in the service industry has become a crucial force to advance economic recovery. Following the trend of service trade globalization， China is endeavoring to promote the opening of the service trade sector and continuously optimizing the cooperation environment. This session of the CIFTIS will show the trend of high-quality opening-up again by implementing the negative list for cross-border trade in services nationwide and trying to build a national service trade innovation and development demonstration zone.
