This article explains the variations of city productivities from the angle of digital finance. The empirical study shows that the development of digital finance improves city productivity. Yet there are differences among productivities of cities, especially the differences between those of the provincial capitals and higher-level cities and those of the other ones. Digital finance positively impacts city productivity through the following three routes. Firstly, digital finance improves financial efficiency and thus increases the productivity level of a city. Secondly, digital finance breaks the space limit in transactions, accelerates sales, and increases a city’s aggregate effective demand. Thirdly, digital finance decreases firms’ fund-raising costs and thus imposes on the firms an incentive to stay at the cities with well-established digital financial infrastructures, and it will reduce the negative impact of the closure of some Western-invested factories in China.

The great transformation of modern productive forces and production methods has played a positive role in promoting the production relations of modern society in many aspects, which has had a huge impact and has shown a few new features. The research on the historical evolution of human production relations and its new development and new characteristics is of great theoretical significance and practical value to promote the reform of distribution system and the development of contemporary productive forces in China under the background of innovation-driven development, and to broaden the research horizon of historical materialism.

The Taiwan Commission of Inquiry was established on April 17, 1944, and was rescinded on October 29, 1945. The Taiwan Commission of Inquiry made many efforts to produce the “OutlineofthePlanforTakeoverofTaiwan” and proposed the “Administrative Takeover” and “Taiwan Province” programs. But the U.S. military forces changed their plan of Island hopping, and chose not to attack Taiwan captured by the Japanese army. The Nanjing KMT Government had to adopt the program of “Military Takeover of Taiwan.” Taiwan Provincial Executive Office System indirectly led to the chaos and conflict of the National Army’s takeover of Taiwan and the “February 28 Incident” in 1947. In the past, the role of the Taiwan Commission of Inquiry was underestimated. But the internal discussions of the Taiwan Commission of Inquiry suggest that the local elites in Taiwan wished that a provincial self-government could be established in Taiwan. By comparing “OutlineofthePlanforTakeoverofTaiwan”and“OutlineofPlanforRecoveryofTaiwanProvince,” we will better understand why the Nanjing KMT Government failed to smoothly take over Taiwan.

During the Beiyang period, the democratic republic system was not functioning well, and the state building failed to meet public expectations. In response to the needs of society, Sun Yat-sen re-established the spirit of political revolution, in order to transform society and improve people’s livelihood. In response to the political malady of Beiyang government, the Kuomintang advocated direct civil rights, constructed the theory of “political training,” and developed the “governance of multiple parties” into “one-party governance.” However, military forces played a more dominant role in the Kuomintang government than in the Beiyang government. As a result, the paradox of “attempting to correct mistakes but leading to the worse” came into existence, leaving questions unanswered for academia.

(5) “TreatmentPoetics”:Necessity,Possibility,andConstruction

The people in modern society are faced with troubles and confusion. Meanwhile art therapy in different art categories are developed in some developed countries where there have been art therapy for nearly a century. However, there haven’t been systematic theory. Thus we try to construct a comprehensive discipline--Treatment Poetics--to treat modern people’s psychological obstacle and mental illness. In view of the complexity of mental disease, we organize related theories to achieve the efficacy of treatments. There are abundant theoretical sources of artistic release and artistic salvation and a plenty of literary works that focused on tragic and traumatic narrative in Chinese and western cultures. In addition, it is increasingly convenient to get art resources. And there are more and more readers who have the ability to appreciate and create works of art. It lays a foundation for “Treatment Poetics.” In order to construct a subject named as “Treatment Poetics,” it is necessary to distinguish subject attributes, to sort out available opinions, to find out typical literary examples, to clarify mechanisms, and to develop useful standards for treatments. In other words, there are five dimensions in constructing “Treatment Poetics” including essentialism, developmentalism, literary practice, value theory, and literature works.

Since the 1980s, the continuous reform of empowering towns in the Pearl River Delta led to the unique development mode of professional towns under the system of prefecture-level-cities-governing-town in the cities such as Dongguan and Zhongshan. However, the development of traditional professional towns is unsustainable under the new normal of the economy, and the fragmented development imposes a constraint on the transformation and upgrading of professional towns and new urbanization. It is feasible to examine the reconstruction of “Municipality-Governing-Town” system from the perspective of scale reorganization and thus to transform from decentralized development of towns or streets to integration of municipal region. Therefore, it is necessary not only to promote the reorganization of spatial structure in the municipal region, but also to deepen the restructuring of governance mechanism in the municipal region. It is conducive to not only the reconstruction of the “Municipality-Governing-Town” system in the Pearl River Delta, but also the future integration of the clustered cities.

The rules of agricultural land secured financing are scattered inCivilCodeandRuralLandContractLaw, which have to be explained. Under the “separation of two rights,” the contracted farmers transfer the right of land contract management, rather than the right of land management. Under the “separation of three rights,” when the third party management subject secures financing with the right of land management, the security right obtained by financial institutes belongs to mortgage, regardless of whether the right of land management is characterized as real right or creditor’s right. Register antagonism doctrine is applied to both the mortgage right of land contract management right and the mortgage right of land management right. When the mortgage of land contract management right is realized, the debt is paid off firstly through the transfer price or operating income of land management right.
