Main Measures and Achievements in the Development of Organic Agriculture in Nanchong City

Abstract In order to improve the quality and efficiency of agriculture, increase farmers’ income steadily and rapidly, and improve the ecological environment of agriculture, a strong city of organic agriculture should be constructed in Nanchong City. Based on ecological agriculture, Nanchong makes great efforts to build a strong city of organic agriculture, takes environmental protection supervision as an opportunity to promote sustainable agricultural development feasibly, takes regional brands as the starting point, and promotes the development of agricultural brand. The main measures and achievements of the development of organic agriculture in Nanchong City are analyzed and discussed starting with the next work plan.

1 Introduction

Organic agriculture, originated in Germany and Switzerland in the 1920s, is an ecological and environmental protection concept corresponding to the fledgling oil agriculture, rather than a practical action. The 1940s-1950s was the era of rapid development of petroleum agriculture in developed countries, which leads to environmental pollution and increasingly serious impact on human health. Therefore, some pioneers began the practice of organic agriculture. With the increasing impact of petroleum agriculture on the environment, ecology and human health, developed countries have spontaneously established organic farms in the 1960s and 1970s, and the organic food market has also taken shape. In 1972, the International Federation of Organic Agriculture Movements (IFOAM), a global non- governmental organization, was established in Europe. Its establishment was a milestone in the development of the organic agriculture movement[1-2].

Chinese traditional agricultural production mode is to promote the high yield of crops, livestock and poultry through chemical fertilizer, pesticide and feed for a long time. This ultimately leads to a series of problems, such as eco- environmental pollution, biodiversity reduction, diminishing marginal return of output and human health damage[3]. It is reported that between 1996 and 2006, the use of nitrogen fertilizer, phosphate fertilizer and pesticide in China increased by 40%, 60% and 80% respectively[4]. These fertilizers and pesticides have had negative effects on public health and China’s environment, particularly on soil, water, air and biodiversity. For example, excessive use of pesticides has caused pollution of surface water, groundwater and coastal waters. A large number of organic pesticide pollutants were found in some cities like Beijing and the Pearl River Delta in 2000. In response, China launched and organized the ecological agriculture movement in the 1980s. The development of ecological agriculture has laid a solid foundation for organic agriculture. Therefore, in the early 1990s, China began to explore organic agriculture[5]. In the past 20 years, organic agriculture in China has developed rapidly. By 2015, the area of organic agriculture in China has reached 1.61 million ha, ranking fifth in the world[6].

Since the 1970s, organic agriculture has developed rapidly in Europe, the United States, Japan and some developing countries for the main purpose of eco- environmental protection and safe agricultural production[5]. Since 1990, the global organic agriculture has developed very rapidly. According to the latest statistics of the SOEL- FIBL 2018 annual survey, in 2016, 178 countries or regions in the world were engaged in organic agriculture production, the area of organic agriculture reached 57.8 million ha, and the three countries with the largest organic agricultural land area were Australia (27.4 million ha), Argentina (3 million ha) and China (2.3 million ha)[7].

Organic agriculture is a new mode of agricultural production and management, it plays an important role in realizing the sustainable development of agriculture, increasing farmers’ income and employment, and meeting the needs of people’s life[3]. Organic agriculture refers to a mode of agricultural production in accordance with specific agricultural production principles. In the production, it neither use organisms and their products obtained by genetic engineering, nor use chemicals, chemical fertilizers, growth regulators, feed additives and other substances. It follows the laws of nature and ecological principles, and coordinates the balance between planting and breeding. It uses a series of sustainable agricultural technologies to maintain a sustained and stable agricultural production process[8-9]. From the point of view of the development of organic agriculture, it has four remarkable characteristics: First, the products produced by organic agriculture are safe and environmentally friendly, which are very beneficial to human health, and there are very few diseases caused by these products. Second, the development of organic agriculture is conducive to the realization of ecological restoration and balance, so as to reduce environmental pollution. Third, the products produced by organic agriculture have high quality and can enhance the international competitiveness of China’s agricultural products. Fourth, the development of organic agriculture is conducive to increasing farmers’ income and realizing the purpose of building a new socialist countryside[10].

In order to improve the quality of agricultural products, Nanchong began to carry out a pilot project on organic agriculture in the 1990s. In June 2016, the Municipal Bureau of Agriculture and Animal Husbandry set up a special working organization of the Nanchong Organic Agriculture Development Center, and all counties (cities and districts) strengthened the relevant institutions and teams for the development of organic agriculture in accordance with the requirements of the city. The whole city is in strict accordance with theMeasuresfortheAdministrationofOrganicProductCertification, theRulesfortheImplementationofOrganicProductCertificationand theNationalStandardofOrganicProductissued by the AQSIQ and the State Certification and Supervision Commission. It adheres to the system of voluntary declaration of enterprises, initial examination and recommendation of organic work institutions, and examination and issuance of certificates by certification bodies, and actively organizes enterprises to carry out organic certification. Municipal and county departments have strengthened quality and safety supervision and agricultural administrative law enforcement to ensure that the quality supervision of agricultural products has been done. The city cooperates with certification bodies to do a good job in certification supervision, strengthen daily monitoring and special inspection, and urge certification bodies not to certify operators who fail to meet environmental standards, production standards, and quality standards. In 2014, it issued theConstructionPlanofOrganicAgricultureinNanchongCityand formulated theMeasuresfortheCertificationandManagementofOrganicProductsinNanchongCity, which clearly requires that organic agricultural products must establish a product quality traceability system. It formulated 42 local standards for organic agricultural products in Nanchong, such asOrganicRiceProductionTechnicalRegulations(DB511300/T 050- 2014), andOrganicFruit(XifengNavelOrange)ProductionTechnicalRegulations(DB511300/T 047- 2014), 26 of which were issued. This fills the gap in the province (there are 27 relevant technical regulations related to organic agriculture in the province)[11]. It has also publishedKnowledgeManualonOrganicAgricultureand so on. The introduction of the plan, management measures, local standards and manuals provides conditions and guarantees for the development of organic agriculture in the city. Therefore, in recent years, the city’s organic agriculture has developed rapidly and achieved remarkable results. In this regard, it is necessary to speed up the construction of a strong city in organic agriculture with the goal of promoting agricultural quality and efficiency, continuously and rapidly increasing farmers’ income and improving the agricultural ecological environment. On the basis of ecological agriculture, efforts should be made to build a strong city in organic agriculture. It is necessary to take environmental protection supervision as an opportunity to conscientiously promote the development of sustainable agriculture. Regional brands should be taken as the starting point to promote the development of agricultural brands, as well as the next work plan. This paper analyzes and discusses the main measures and achievements in the development of organic agriculture in Nanchong City, in order to provide a reference for guiding the sound and rapid development of organic agriculture in Nanchong and similar places.

2 Main measures and achievements

2.1 Making great efforts to build a strong city of organic agriculture on the basis of ecological agricultureIn recent years, Nanchong City has given full play to the resource advantages of good natural ecological conditions, and on the basis of vigorously developing ecological agriculture, it has launched and implemented the development strategy of a strong city in organic agriculture. In 2013, Sichuan Agricultural University was hired to formulate a plan for the construction of a strong city in organic agriculture. By strengthening the construction of organic agricultural products base, it has continuously optimized the industrial structure and layout of production, processing, warehousing, logistics and sales, and promoted the rapid development of organic agriculture. The specific measures are to highlight the five key points of work and establish and improve the "five major systems".

2.1.1Paying close attention to the construction of the base and establishing the production system. Based on the development of existing machine agriculture, it fully implements the management and protection leadership responsibility system of rivers and lakes, with emphasis on strengthening the harmless treatment of urban domestic sewage, garbage and human and animal faces. It has vigorously promoted the mode of supporting planting and breeding and recycling resources, and promoted the continuous optimization of the development environment of organic agriculture. In accordance with the construction of high- standard farmland, it actively promotes the soil fertilization methods based on crop straw, livestock and poultry manure, legume crops, green manure and organic waste, and steadily improves the quality of cultivated land. Starting from the source, it strictly supervises the operation and use of organic agricultural inputs and strictly controls the flow of prohibited substances into organic production areas. Relying on the national modern agricultural demonstration zone, the national agricultural science and technology park and the comprehensive agricultural and rural demonstration zone, it has vigorously cultivated the main body of organic production and management, and initially formed an organic agricultural production system with enterprises as the main body, base as the support, in which environment is guaranteed.

2.1.2Strengthening the technical support and perfecting the standard system. At present, the city has studied and formulated 42 local standards for the production technology of organic agricultural products, and 26 standards have been issued by the Municipal Bureau of Quality Supervision, and have been popularized and applied in production. In production, it fully implements the plant protection policy of "prevention first and comprehensive control", the new concept of "public plant protection and green plant protection", and actively carries out comprehensive control measures such as biological control, physical control and agricultural control to scientifically prevent and control diseases and pests. It supports enterprises to carry out research on organic farming technology, pest control and animal epidemic control technology. It cooperates with scientific research institutions such as China Agricultural University, Chinese Academy of Agricultural Sciences, Zhejiang University, Southwest University and Sichuan Agricultural University, as well as EU certification companies and the International Federation of Organic Agriculture Movements, to provide solid technical support for the development of organic agriculture in the whole city.

2.1.3Paying attention to quality improvement and improving the supervision system. In 2013, it established a working association system for the construction of a strong city in organic agriculture, which was led by the municipal party committee and municipal government, involving 13 relevant departments. At the same time, the city formulated and issued the implementation plan for the construction of a strong city in organic agriculture, made relevant reward and subsidy policies, and resolutely abolished policies and special treatment related to the development of the organic industry for enterprises in violation of regulations. This ensures the quality of organic agricultural products and the healthy development of the organic industry.

2.1.4Strictly regulating process management and constructing traceability system.TheMeasuresfortheAdministrationofOrganicProductCertificationclearly requires that organic agricultural products must establish a product quality traceability system. For this reason, it strictly requires production enterprises to strengthen the management of base indication, make and publicize the geographical location map of the base, the floor plan of production land and so on. In the prominent position of the organic production base, it is necessary to set up a unified format logo, indicating the base name, plot number, main varieties, base area, responsible person and other information. It urges the production main body to establish the production archives, to make the agricultural work record, and to set up the input product account. It requires the production subject to establish an archives office in the production base, to uniformly store the base organic production records, production management documents, and do a good job in sales records. It establishes the product marketing record, keeps the base sales history record completely, standardizes the use of organic logo, and ensures that the production information of organic agricultural products can be traced completely and comprehensively.

2.1.5Focusing on market development and improving the marketing system. In order to expand the market of organic agricultural products, it encourages enterprises to establish central kitchens, specialty stores and display and experience stores of organic agricultural products in economically developed areas and key cities by establishing professional trading markets for organic agricultural products. It supports organic production enterprises to participate in large domestic exhibitions, uses the Internet platform to carry out community marketing, and adopts VIP customer order sales to effectively solve the sales problem. Besides, it encourages enterprises to strengthen technological research and development in the color, aroma, taste, shape and quality of organic agricultural products, explore and develop the intensive processing of organic products, strive to extend the industrial chain, and effectively enhance comprehensive benefits. It has promoted the healthy and sustainable development of organic industry. Through the city’s unremitting efforts, a total of 15 enterprises, 48 products, and 35 600 ha bases in this city have passed the green food certification. A total of 20 900 ha bases have been established in the city, 254 products have passed the organic certification (including conversion), and the organic certification area accounts for 6.7% of the total arable land area. The city has developed 34 rural tourism bases with the ecological and organic theme, and the annual income of organic industry and ecological rural tourism exceeds 10 billion yuan. The development of organic agriculture has become the core driving force for the development of 100 billion yuan industrial clusters of modern agriculture in the whole city, and has become a new growth pole to promote the development of modern agriculture. Xichong County won the title ofNationalOrganicProductsCertificationModelCounty, and established Asian Organic Agriculture Technology Research and Development Center licensed by the International Federation of Organic Agriculture Movements. The county has successively won the title of Pilot County of National Ecological Civilization Demonstration Project, First National Ecological Protection and Construction Demonstration Zone, and Model County for National Greening, and National Circular Economy Demonstration County. It has embarked on an "ecology- based, green" road of county economic development. During the 13th Five- Year Plan period, the city strives to achieve a certified area of 33 300 ha for organic agricultural products, accounting for more than 10% of the city’s total arable land, and the annual output value of the organic industry exceeds 20 billion yuan to create an "organic green valley in western China".

2.2 Taking environmental protection supervision as an opportunity to promote the development of sustainable agricultureIn recent years, through the construction of the national modern agricultural demonstration zone, the agricultural development of the whole city has made great progress. However, like the whole country, it still faces the old problems such as the pressure of resources and environment and the lack of force for increasing farmers’ income. Since last year, the city has taken the opportunity of the central environmental protection supervision to vigorously promote the resource utilization of livestock and poultry breeding waste, promote the construction of ecological civilization, change the mode of agricultural development, and actively establish a national experimental and demonstration zone for sustainable agricultural development. Remarkable results have been achieved in the development of green agriculture.

2.2.1Strengthening the renovation of the agricultural environment. The whole city has specially formulated the 13thFive-YearPlanforthePreventionandControlofAgriculturalNon-pointSourcePollutioninNanchongCity, and carried out a comprehensive control of agricultural non- point source pollution. During the period of the central environmental protection supervision, it saw the challenge as an opportunity and the pressure as the driving force. In view of the strong response of the masses to agricultural environmental problems, it investigates the situation on the spot and solves the problems in a timely manner. The satisfaction rate in handling cases of letters and visits reached 100%, and the completion rate of cases handled by the central environmental protection supervision and inspection was 100%. It is the only city in the province that has handled every case. A total of 992 farms (households) were closed and relocated in the city’s livestock and poultry breeding areas, and 746 farms were effectively managed. A total of 267 slaughterhouses not up to the standard of environmental protection were closed in the city, and all the slaughterhouses realized mechanized slaughtering, cold chain transportation and chilling on the market. A total of 4 518 cages for fish culture have been banned in the city, and the water quality of the main watersheds has been obviously purified.

2.2.2Optimizing the agricultural industrial structure. The whole city vigorously promotes agricultural ecological recycling, rationally distributes the planting and aquaculture industry, and forms an agricultural industrial structure with mutual integration of industries and multi- level circulation of materials. It scientifically distributes and vigorously develops the characteristic and competitive industry, constructs the competitive and characteristic industry system, and speeds up the formation of regional industrial characteristics. It has made great efforts to develop a number of "ecological breeding + biogas engineering + green planting" circular agricultural development concentration areas to achieve the scale expansion of superior industrial bases. In the production of grain and oil, it is changed from multiple cropping system to new double cropping system, from pure grain cropping type to grain- economic crop compound type, and from high yield and high efficiency to green ecology. It continuously optimizes the crop structure for coordinated development of grain, economic crop and feed, promotes the formation of variety structure to meet the market demand and regional structure in which production and ecology are coordinated, and realizes high yield, high quality and high efficiency production. Through the implementation of the construction project of one million mu ecological grain and oil base, it conscientiously implements the division of "two zones", carries out the establishment of green, high yield and high efficiency production, and speeds up the structural adjustment of "changing purposes of grain to feed" in corn. 30 000 ha late ripening citrus base was built in 2018 to build "the hometown of late ripening citrus in China". In the animal husbandry industry, it speeds up the "high- quality pig industry project" and constantly perfects the strategic guarantee base of the national superior commercial pig. It makes great efforts to develop the modern livestock and poultry breeding industry, increase the breeding and improvement of varieties, and continuously increase the proportion of improved varieties of livestock and poultry. It moderately adjusts the structure of animal products, reduces the proportion of extensive ordinary animal products, guides the differential development of animal husbandry, increases the proportion of green and ecological high quality animal products, and increases the supply of characteristic animal products. In the aquatic industry, it reasonably determines the culture scale in lakes, reservoirs and other public waters, stabilizes pond culture, and vigorously develops comprehensive cultivation in rice fields.

2.2.3Accelerating the implementation of ecological restoration projects, recycling projects and environmental protection projects. It earnestly promotes the construction of high- standard farmland, improves farmland infrastructure, and actively builds high- standard farmland green demonstration areas. It speeds up the construction of ecological ridge consolidation, ecological canal system, ecological absorption pool and ecological buffer zone, and strengthens the protection of tillage layer, soil acidification improvement and recycling. It can effectively improve the soil quality by planting green manure, and increase the application of commercial organic fertilizer, straw composting and returning to the field. The city plans to build 21 900 ha of high- standard farmland every year, an annual increase of 8%. By 2020, the total area of high standard farmland will reach 266 700 ha, and the content of soil organic matter will reach 19 g/kg.

2.2.4Vigorously promoting the healthy breeding model combining planting and breeding. Relying on the demonstration county project of green development of animal husbandry, it has built a number of livestock and poultry breeding demonstration farms such as Gaopingbenwei and Shunqingjinke, so as to promote the sustainable development of breeding industry. It vigorously implements the project of comprehensive treatment of livestock and poultry manure, speeds up the construction of organic fertilizer plants and large, medium, and small biogas, and promotes the application of the breeding and treatment separation mode of "unified collection, professional treatment, and comprehensive utilization" of livestock and poultry breeding waste. It steps up the development of breeding waste resources. By 2020, the comprehensive utilization rate of straw in the city will increase by 9% to 89%, and the comprehensive utilization rate of livestock and poultry manure in the city will reach 80%.

2.2.5Promoting the integration of primary, secondary and tertiary industries. Centering on the leading industries such as ecological grain and oil, characteristic fruits, vegetables and traditional Chinese medicine, modern sericulture, modern forestry, and modern animal husbandry, it has built a demonstration park for the integration of modern agricultural industries, and built a number of projects for initial processing, postharvest processing and intensive processing. It continues to improve the processing capacity of agricultural products and effectively extends the industrial chain. It makes great efforts to develop leisure and vacation farms, agricultural theme parks, tourism parks, agricultural science popularization parks, agricultural experience parks, agricultural cultural creativity parks and forest rehabilitation parks and other agricultural tourism projects. It strives to create a number of national leisure agriculture and rural tourism demonstration counties, to create a number of rural tourism counties, characteristic towns, boutique villages, excellent agritainment, rural tourism hotels and boutique characteristic business forms. It continuously improves the comprehensive efficiency of agriculture by holding peach blossom festival, orange blossom festival, tulip tourism festival, strawberry picking festival, frog festival, cattle herding festival and other folk culture and agricultural festivals. It speeds up the construction of e- commerce, logistics distribution and comprehensive service network platform for agricultural products, and carries out the production, operation, management and service of "Internet+ modern agriculture". It actively develops agricultural socialized services and customized services for individual needs of agricultural products, and actively develops intelligent agriculture and big data agriculture, which integrate science, technology, humanities, and other elements with agriculture, as well as creative agriculture taking farmland art landscape and forestry horticulture as the core, so as to continue to increase the comprehensive income of agriculture.

2.2.6Strengthening the cultivation of new business entities. Centering on the advantages of regional characteristic industries and in accordance with the principles of attracting strong forces and supporting excellent industries, it implements technological transformation and expansion, sets up new offices, adopts merger and reorganization, and promotes the intensive development of intensive clusters of leading enterprises. It focuses on cultivating a number of "flagship" leading enterprises with annual sales revenue of more than 100 million yuan. It guides rural capable people, large owners, agricultural technicians, grass- roots cadres, migrant workers, college students and leading enterprises and supply and marketing cooperatives to lead the establishment of farmers’ cooperative organizations of production, processing, marketing, services, mutual financial assistance, tourism culture and other types. It encourages farmers to adopt the joint construction approach to establish professional cooperatives with land contractual management rights, forest rights, ownership of agricultural machinery and equipment, capital and technology,etc. It guides land, woodland, water surface and other factors of production to flow to planting, breeding experts, and cultivate large owners of production and management. It encourages large farmers and new farmers to set up family farms and develop operations on a moderate scale. It speeds up the promotion of the new training model of "agricultural colleges and universities + modern agricultural demonstration areas + returning to hometowns for farming". From the aspects of "ideological concept", "employment skill" and "comprehensive quality", it rapidly improves the overall quality and income increase ability of new professional farmers, and provides talent support for the cultivation and growth of all kinds of new agricultural business entities.

2.2.7Paying attention to policy incentives and strengthening organizational security. In the city, a national agricultural sustainable development experimental demonstration area coordination group and a leading group on agricultural ecological environment protection have been set up with the main leaders of the municipal government as the team leaders and the main responsible persons of the relevant departments as members. In line with this, various counties (cities and districts) have set up corresponding organizations to make special personnel responsible for corresponding task, define the objectives and tasks of the stage, and pay close attention to implementation. The municipal government allocates special funds every year to reward and subsidize counties (cities and districts) that are advancing rapidly in the sustainable development of agriculture. At the same time, the funds of the relevant projects at the central, provincial and municipal levels shall be given priority to the counties (cities and districts) that have taken the lead in passing the acceptance. The governments of various counties (cities and districts), as the main body of the establishment of the experimental demonstration area for sustainable development, should carry out the main responsibility of promoting the sustainable development of agriculture, actively innovate and strive for policy support and work support for the establishment of the experimental demonstration area, encourage all localities to strengthen the creation of policies and actively guide all kinds of funds to invest in the construction of pilot demonstration areas for sustainable agricultural development, so as to ensure the actual results of the construction of demonstration areas. At the city and county levels, the establishment of national experimental and demonstration areas for sustainable agricultural development will be taken as an important task in agriculture and rural areas for a period of time in the future, which will be included in the important content of the annual target assessment, and will be directly linked to the annual target reward of the unit. Through the construction of sustainable agricultural demonstration zone, the amount of chemical fertilizer in the city was reduced to 720 kg/ha; the pesticide use was reduced to 2.4 kg/ha; the comprehensive utilization rate of waste reached 74.1%; the comprehensive utilization rate of straw reached 90%; the comprehensive utilization rate of livestock and poultry breeding feces reached 80%; the harmless treatment rate of rural domestic waste reached 80%; the centralized treatment rate of rural domestic sewage reached 90%; the proportion of certified agricultural products reached 62%; the number of industrial integration parks (including agricultural scenic spots) reached 150. It strives to provide a typical demonstration of win- win production, life and ecology for the whole province.

2.3 Taking the regional brand as the starting point to promote the development of agricultural brandNowadays, agricultural brand has become an important symbol of agricultural modernization. It closely revolves around the main line of agricultural supply- side structural reform and vigorously cultivates the brand of characteristic and high- quality agricultural products. According to the hilly geomorphological characteristics and geographical and climatic and environmental conditions of the whole city, it adheres to the road of "quality and benefit" agricultural development, pays attention to cultivating product characteristics, constantly improves product quality, and ensures that Nanchong products are superior in technology, quality and price. To this end, it has carried out the following works.

The first is to accurately cultivate the main body of brand creation. The second is to carefully create the "characteristics" of the product. In the production link, it conscientiously pays close attention to the action of replacing chemical fertilizer with organic fertilizer and the green prevention and control of crop diseases and pests, vigorously develops pollution- free, green food and organic agricultural products, and strengthens the characteristics and advantages of products in terms of color, aroma, taste, shape and quality. At the same time, it vigorously develops the intensive processing of agricultural products with characteristic high- quality agricultural products as raw materials, vigorously develops leisure, convenient and tourism food, and supports the establishment of agricultural products brands with characteristic high- quality agricultural products. The fourth is to do a good job in marketing. Good products must be properly marketed, and the marketing of characteristic high- quality agricultural products should rely on government support. It mobilizes public resources, creates an e- commerce platform, and strengthens the publicity and promotion of characteristic and high- quality agricultural products. According to the actual and future development of the industry, the city focuses on cultivating brands of agricultural products such as "Zhang Fei Beef", "Chongguo Peach", "Shanghao Mulberry Tea", "Guocheng Fragrant Rice", and "Yingshan Black Goat". It makes full use of international and domestic large- scale events and exhibition platforms to focus on the promotion, organizes famous brand enterprises to adopt the strategy of going out, change the traditional marketing into door- to- door marketing and experience marketing. It aims at the middle and high- end market, implements the individualized order production, constructs the specialized market, sets up the marketing counter and other exclusive marketing channels of brand products, and enhances the brand image earnestly. It establishes a "red list and black list" integrity system, severely cracks down on fake and shoddy products, and strictly puts an end to dishonest behavior. The fifth is to create regional public brands of agricultural products. The whole city hired Zhejiang University to compile theNanchongRegionalPublicBrandStrategicPlanforAgriculturalProductsand planned the regional public brand of "Nanchong Jiazuo" for agricultural products. At present, all 45 categories of products have been declared and registered, and the regional brand trademarks have been protected by copyright registration. It actively organizes certified enterprises with perfect product traceability system and titles above provincial level to have priority to the use of regional public brands. At the same time, the whole city attaches great importance to the declaration and registration work of geographical indication certification trademark with obvious regional characteristics. As of May 2018, the city successfully declared 25 geographical indication products. It supports enterprises to promote regional public brands in coastal developed areas and key cities by holding spring trade fair of special and high- quality agricultural products and product promotion meetings. The city is about to establish the "Nanchong Jiazuo" regional public brand development association.
