In the early 1970s, the Communicative Approach or Communicative Language Teaching (CA or CLT) whose ultimate goal is to develop learners communicative competence occurred in Europe. It includes two versions: the weak version and the strong version. The weak version of CA stresses the significance of providing learners with opportunities to use their English for communicative purposes. The strong version of CA claims that language is acquired through communication. So the four language skills, namely, listening, speaking, reading, and writing should follow the communicative principle because the ultimate goal of learning language is to communicate.
