2017年1月10—11日,气科院2016年度学术年会在北京召开。丑纪范院士、丁爱军教授、赵坤教授、王斌研究员和许吟隆研究员做了大会特邀报告。年会设立灾害性天气、生态与农业气象、气候与气候变化、大气成分和城市气象、人工影响天气5个分会场,共收到100多篇交流论文,200多位专家和业务人员参加了会议。
On 10−11 January 2017, the 2016 Annual Academic Meeting of CAMS was held in Beijing.Scientists including Academician Chou Jifan, Prof.Ding Aijun, Prof.Zhao Kun, Researcher Wang Bin and Researcher Xu Yinlong were invited to deliver themed reports.The annual meeting covered topics on severe weather, ecology and agrometeorology, climate and climate change, atmospheric composition and urban meteorology, as well as weather modification in five sub-sessions, receiving over 100 papers submitted for discussion.More than 200 experts and operational staff attended the meeting.
2017年1月12日,气科院灾害天气国家重点实验室召开了第1届研究生学术年会。17位博士和硕士研究生参加了学术报告,年会邀请了多名专家就研究生的报告和毕业论文进行指导。根据专家评审,其中5篇报告被评选为年会优秀论文。实验室新青年联盟承办了此次年会。
On 12 January 2017, CAMS LaSW held the First Annual Academic Meeting for Graduates.17 doctoral and master students attended the academic reports.Several experts were invited to give guidance for the reports and dissertations of the graduates.Following the peer review, five reports were selected as excellent papers of the annual meeting, The annual meeting was hosted by the Youth League of CAMS LaSW.
2017年1月18日,端义宏院长主持召开了气科院2017年工作会议。院领导班子成员和院属各单位处级以上干部参加了会议。与会人员围绕推进灾害天气国家重点实验室的建设、推进三大核心领域和优势领域的研究、推进科技成果转化、强化人才队伍建设等气科院2017年重点工作进行了讨论。
On 18 January 2017, Dr.Duan Yihong, CAMS President, chaired the 2017 Annual Meeting of CAMS.CAMS management group and directors of CAMS institutes attended the meeting.Discussions were held focusing on the key working assignments of CAMS in the year of 2017, including development of LaSW, advancing the research in three core and dominant areas, promoting scientific and technological outcome transfer, as well as enhancing talent cultivation, etc.
2017年2月23日,贵州省气象局副局长刘曙光一行4人访问气科院,就冰雹防控野外科学试验基地建设事宜与中国气象局人工影响中心专家座谈。李集明副院长主持座谈会。贵州省冰雹等气象灾害频发,双方希望加强合作,不断提高冰雹防控水平和防灾减灾能力。
On 23 February 2017, a four-member group led by Mr.Liu Shuguang, Deputy Director General of Guizhou Provincial Meteorological Service, visited CAMS and discussed with experts of CMA Weather Modification Centre on the establishment of field base for scientific experiment in hail prevention and control.Dr.Li Jiming, CAMS Vice President, chaired the discussion.Guizhou Province is frequented by meteorological hazards including hailstorm.The two sides expressed the hope of enhanced cooperation for an improved capability in hail control as well as disasters prevention and mitigation.
2017年2月28日,青海省人民政府副省长严金海一行在中国气象局副局长许小峰的陪同下莅临中国气象局人工影响天气中心参观指导工作。人影中心主任李集明主持了接待。周毓荃研究员向来宾简要介绍了我国人工影响天气业务发展、工程建设和科研情况。严金海副省长就人工增雨-雪过程中的效益和空域协调等问题与人影专家进行了热烈讨论。
On 28 February 2017, Mr.Yan Jinhai, Vice-Governor of People’s Government of Qinghai Province, and his colleagues visited CMA Weather Modification Centre, in the accompany of Dr.Xu Xiaofeng, CMA Deputy Administrator.Dr.Li Jiming, Head of CMA Weather Modification Centre, hosted the visit.Ms.Zhou Yuquan, CAMS Researcher, briefed on the operational development of weather modification in China, as well as engineering construction and scientific research.Vice-Governor Yan joined in the heated discussion with weather modification experts over such topics as snow enhancement benef i t,airspace coordination, etc.
2017年3月5日,2016年度“清华大学-浪潮集团计算地球科学青年人才奖”颁奖仪式在清华大学举行。气科院张通博士(右三)与5位来自国内其他科研院所的青年学者分享了该奖。张通博士独立开发了国内首个二维热动力耦合流带型冰川流动模型,参与开发了三维完全斯托克斯海洋性冰盖模型,并加入国际冰盖-海洋耦合模式的比对计划MISMIP+中。他的原创成果在一定程度上填补了我国在冰川和冰盖动力学模拟研究方向的空白。
On 5 March 2017, the awarding ceremony of Tsinghua-Inspur Award for Young Scientists in Computational Earth Sciences for 2016 was held at Tsinghua University.Dr.Zhang Tong from CAMS (third from the right), together with five other young scientists from other institutions, shared this award.Dr.Zhang Tong developed independently the first two-dimensional thermo-mechanically coupled flow-band ice flow model and was also one of the authors of a three dimensional full-stokes ice sheet model.He was a participator of a marine ice sheet model intercomparison project,MISMIP+.His innovative outcomes have filled in the gap of the glacier and ice sheet modeling studies in China.
2017年3月12日,中国气象局人工影响天气中心根据中原地区春季抗旱作业需求,抓住有利降水过程,利用新舟60高性能增雨作业飞机在郑州、南阳、驻马店等6个地市开展增雨作业,增雨影响面积约63000 km2,自此也拉开了2017年春季人工增雨抗旱作业的序幕,开展为地方经济社会发展增雨作业服务。
On 12 March 2017, taking advantage of the precipitation process, CMA Weather Modification Centre implemented rainfall enhancement by Modern Ark 60 aircrafts in six prefectures and cities including Zhengzhou, Nanyang and Zhumadian, etc., on the demand of spring drought relief in Central Plain.The enhancement operation covered an area of about 63000 km2,which also launched the rainfall enhancement operation for spring drought relief in 2017, regarded as service in support of local economic and social development.
2017年3月29日,中国气象局副局长、妇女工作领导小组组长矫梅燕为荣获“全国三八红旗手”称号的人工影响天气中心作业指挥和业务运行中心副主任周毓荃研究员颁发证书和奖章。周毓荃研究员30多年来一直活跃在人影业务服务和科研工作一线,在抗旱、防汛、减灾和重大活动的气象保障等方面做出了优异成绩。
On 29 March 2017, Ms.Jiao Meiyan, CMA Deputy Administrator and Chair of CMA Women Affairs Steering Group, presented the certificate and medal for National March 8th Red-Banner Holder to Ms.Zhou Yuquan, CAMS Researcher as well as Deputy Director of Operation Commanding and Running Centre,Weather Modification Centre.Ms.Zhou Yuquan has been working diligently for over 30 years in the area of weather modification operational service and scientific research, having made extraordinary contributions to meteorological service in support of drought relief, flood control, disasters mitigation and big events.
2017年4月14—15日,灾害天气学术研讨会暨灾害天气国家重点实验室2016年学术年会在北京召开,气科院院长端义宏主持开幕式,中国气象局副局长宇如聪和科技部等相关领导出席开幕式。吴国雄和徐祥德院士、王斌研究员、邹晓蕾和费建芳教授做了大会特邀报告。研讨会共收到来稿159篇,与会专家学者围绕台风、暴雨、强对流等典型灾害性天气事件的成因、监测预报技术、数值预报等方面的最新研究进展进行了讨论和交流。
On 14−15 April 2017, the Severe Weather Academic Workshop, i.e.the 2016 Annual Academic Meeting of LaSW,was held in Beijing.Dr.Duan Yihong, CAMS President, chaired the opening of the meeting, which was attended by Dr.Yu Rocong, CMA Deputy Administrator, and officials from Ministry of Science and Technology, China.Several internationally renowned experts were invited to deliver themed reports, including Prof.Wu Guoxiong and Prof.Xu Xiangde, Academicians of Chinese Academy of Engineering, Researcher Wang Bin, Prof.Zou Xiaolei and Prof.Fei Jianfang.A total of 159 papers were submitted to the workshop.Discussions were held among participants about the latest research progress in the causes, monitoring and predicting techniques, and numerical prediction of typical severe weather events such as typhoon, rainstorm, strong convection, etc.
2017年4月24日,人力资源和社会保障部、国家海洋局在北京举行中国极地考察表彰大会,气科院极地气象研究所被授予“中国极地考察先进集体”,逯昌贵(右一, 13次赴极地考察)、丁明虎(左一,6次参加极地考察)被授予“中国极地考察先进个人”称号。极地气象研究所参与了我国所有南北极考察和所有南极考察站建设,先后选派280余人次参加南北极考察,为我国开展南极考察提供了气象保障。
On 24 April 2017, the Commendation Meeting for China’s Polar Expedition was jointly held by Ministry of Human Resources and Social Security, and State Oceanic Administration, in Beijing.CAMS Institute of Polar Meteorology was awarded the title of “Team of Excellence in China’s Polar Expedition”, while Lu Changgui(first from right; completed 13 expeditions) and Ding Minghu (first from left; completed 6 expeditions) were granted the title of “Individual of Excellence in China’s Polar Expedition”.CAMS Institute of Polar Meteorology has engaged in all the Antarctic and Arctic expeditions of China, as well as establishment of all China’s stations at Antarctica.A total of 280 persons/times from the Institute have completed the polar expeditions, providing meteorological support.
2017年4月27日,2017年庆祝“五一”国际劳动节暨全国“五一”劳动奖和全国工人先锋号表彰大会在人民大会堂举行。气科院张义军研究员被授予“全国五一劳动奖章”。张义军研究员是我国雷电科学研究领域的领军人物,国际雷电科学研究领域著名专家,他的研究成果为国家防灾减灾和气象科技创新做出了突出贡献,并得到了国际同行的极高评价。
On 27 April 2017, the celebration for May 1st International Workers’ Day in 2017, i.e.Awarding Ceremony for “May 1st Workers’ Award and National Workers’ Pioneer” was held at the Great Hall of the People.Dr.Zhang Yijun, CAMS Researcher, was awarded “National May 1st Workers’ Medal”.Dr.Zhang Yijun was a leading scientist in the field of thunder and lightning research, as well as an internationally renowned expert in this field.His research outcomes have not only made extraordinary contributions to the national disaster prevention and mitigation efforts as well as meteorological innovations, but also been highly recognized by the international community.
2017年5月8日,江苏省南京市建邺区常务副区长赵建国在南京市气象局局长刘聪的陪同下到访气科院,就江苏省大院大所对接会和气科院南京分院建设等事宜调研,李慧副书记主持接待。双方人员就相关工作进行了对接,并就南京分院建设事宜进行了沟通。
On 8 May 2017, Mr.Zhao Jianguo, the Administrative Vice District Chief of Jianye District, Nanjing City, Jiangsu Province, visited CAMS, in the accompany of Mr.Liu Cong, Director-General of Nanjing Meteorological Service,for the issues of coordination between CAMS and its sub-institutes in Jiangsu as well as the establishment of CAMS sub-branch in Nanjing.Mr.Li Hui, CAMS Vice President and Deputy Secretary of CAMS CPC Committee, hosted the visit.The two sides coordinated on relevant work and communicated on the establishment of CAMS sub-branch in Nanjing.
2017年5月12日,端义宏院长带队赴中国水利水电科学院调研,并商讨合作事宜。双方围绕科技、财务、人事、国际合作管理等方面交流座谈。端院长一行还参观了水科院防洪抗旱减灾中心、水环境所研究实验室和水科院产业化基地等部门。
On 12 May 2017, Dr.Duan Yihong, CAMS President, led a team to China Institute of Water Resources and Hydropower Research (IWHR) for cooperation issue.The two sides discussed about science and technology, finance, human resource, and international cooperation management.The team also visited some IWHR facilities, including Flood Control, Drought Relief and Disasters Mitigation Centre; Water Environment Research Laboratory; Industrialization Base, etc.
2017年5月21日,以“科技强国 气象万千”为主题的首届气象科技活动周在广州市拉开序幕,气科院承办了其中的“科学论坛”活动。论坛邀请了中国气象局宇如聪副局长,徐祥德、王浩和宋君强院士以及董文杰教授围绕气象科技发展和前沿问题做主题报告。同时,气科院还牵头组织了“重大科研项目与科学试验”“气象科技创新体系建设”两大主题的展板参加科技成果展,众多最新研究成果在展览中悉数亮相。
On 21 May 2017, the First Weekly Activities of Meteorological Science and Technology were inaugurated in Guangzhou, with the theme of “Make the Nation Powerful with Science and Technology, Meteorology Provides Full Support”.CAMS hosted the scientific forum, which invited several distinguished experts to deliver themed reports focusing on cutting-edge issues in meteorological science, including Dr.Yu Rucong, CMA Deputy Administrator, Dr.Xu Xiangde, Dr.Wang Hao and Dr.Song Junqiang, Academicians from Chinese Academy of Engineering, as well as Prof.Dong Wenjie.At the same time, CAMS also organized participation of its two themed posters in the scientific outcome exhibition, namely,“Significant Research Projects and Scientific Experiments” and “Innovation System Development of Meteorological Science and Technology”.A great number of latest research outcomes were found at the exhibition.

On 28−29 May 2017, the Second Academic Workshop hosted by the CAMS-NUIST (Nanjing University of Information Science and Technology) Joint Centre on Sub-seasonal to Seasonal Research was held in Beijing.The workshop was chaired by Prof.Li Tianming, Head of the Joint Centre, and Dr.Zhu Congwen, CAMS Researcher.Dr.Duan Yihong, CAMS President, attended and addressed the meeting.Prof.Zhang Renhe, Academician of Chinese Academy of Sciences, Prof.Wang Bin, Prof.Qian Weihong and Prof.Wang Chenghai delivered invited presentations.Over 60 research staff and graduates from NUIST and CAMS attended the workshop and discussed about seasonal and sub-seasonal predictions.
2017年6月5日,中国气象局局长刘雅鸣、副局长矫梅燕到中国气象局人工影响天气中心调研,全面了解国家级人影业务、科研、管理等方面情况。刘雅鸣强调,要充分认识人影事业发展面临的机遇与挑战,抓好统筹规划,着力提升科学研究水平与核心技术能力,为人影业务发展奠定扎实基础。
On 5 June 2017, Ms.Liu Yaming, CMA Administrator, and Ms.Jiao Meiyan, CMA Deputy Administrator, paid a working visit at CMA Weather Modification Centre to get a full understanding of national-level operation, scientific research and management of weather modification.Ms.Liu Yaming stressed the importance of a clear recognition of the opportunities and challenges confronting weather modification development, and encouraged improving capabilities of scientific research and core technologies by rational planning, so as to lay a solid foundation for operational development of weather modification.
2017年6月10日,《人民日报》刊登了题为“X波段相控阵天气雷达研究和应用取得重要进展”的文章,介绍了气科院刘黎平研究员及其团队与安徽四创电子股份有限公司合作研发的我国首部专门用于快速观测对流过程、具有多波束观测能力的X波段数字相控阵天气雷达(XPAR)。2012年起该雷达投入强对流天气观测,在安徽、四川和广东获取了大量的强对流过程数据,验证了该雷达的探测能力,进一步揭示了对流系统内部中小尺度系统结构和演变规律。
On 10 June 2017, “Significant Progress in X Band Phased Array Radar Research and Applications” was published on the People’s Daily, which introduced the first X band phased array radar system (XPAR) in China developed by Researcher Liu Liping from CAMS LaSW and his team, together with Anhui Sun-create Electronics Limited Corporation.The XPAR could receive multiple beams simultaneously and has been used to observe severe storms in Anhui, Sichuan and Guangdong Provinces since 2012.The observation capability of the XPAR was examined.The XPAR data with high temporal and spatial resolutions are helpful for improving the understanding of the meso and fine-scale structures in convective systems.
2017年6月30日,宇如聪副局长一行到气科院调研灾害天气国家重点实验室整改工作进展,听取了实验室联合主任王玉清教授关于实验室整改情况汇报。宇如聪副局长肯定了整改工作进展,并代表中国气象局党组对实验室提出确保按时顺利通过整改验收等几点要求。端义宏院长对局党组及职能司的大力支持表示感谢,并重申气科院将全力以赴推进整改工作,确保实验室通过整改验收。
On 30 June 2017, Dr.Yu Rucong, CMA Deputy Administrator, with his colleagues visited CAMS to survey on the working progress of CAMS LaSW reorganization, and listened to the progress reports on LaSW reorganization made by Prof.Wang Yuqing, Co-Chair of the Lab.Dr.Yu Rucong expressed his consent for the working progress and raised demands on behalf of the CMA management group about the timely completion of reorganization.Dr.Duan Yihong, CAMS President, appreciated the full support from CMA management group and relevant departments.He reaffirmed that CAMS would spare no effort to promote the reorganization and guarantee the smooth completion of the work.
2017年6月25—26日,灾害天气国家重点实验室在广东珠海组织召开了广州“5·7”特大暴雨过程区域模式模拟比较研讨会。实验室联合主任王玉清教授主持会议,珠海市气象局李叶新局长出席开幕式。在灾害天气国家重点实验室倡导下,达成了初步的区域模式联合研究行动建议,气象部门各相关科研业务单位和模式研发相关高校专家们将合作开展区域模式比较计划,共同推进我国区域数值模式关键技术的研发。
On 25−26 June 2017, CAMS LaSW held the “Workshop of Regional Model Comparison for Extreme Rainstorm Process in Guangzhou on 7 May 2017”in Zhuhai, Guangdong.Prof.Wang Yuqing, Co-chair of LaSW, chaired the workshop and Mr.Li Yexin, Director of Zhuhai Meteorological Service, attended the opening.As advocated by LaSW, the draft action proposal of joint research in regional models was raised, according to which experts from meteorological institutes and universities would jointly implement regional model comparison plan and promote research and development in key technologies of regional numerical models in China.
2017年7月7日,中国气象科学研究院、国家卫星气象中心、南京大学大气科学学院在京签署协议,共同组建“卫星研究与应用联合中心”。中国气象局副局长许小峰出席签约仪式。联合中心挂靠灾害天气国家重点实验室管理,重点致力于攻克卫星工程建设、卫星资料应用方面的关键科学技术问题。
On 7 July 2017, CAMS, National Satellite Meteorological Centre of CMA, and Atmospheric Sciences School of Nanjing University, signed agreement in Beijing to establish “Joint Centre of Satellite Research and Application”.Dr.Xu Xiaofeng, CMA Deputy Administrator, attended the signing ceremony.The joint centre is under the management of LaSW, with the working focus of key technologies such as satellite engineering and satellite data application.
2017年8月23日,沈晓农副局长率国际司一行7人赴气科院调研,了解气科院中美大气科技合作联合工作组第19次会议项目执行情况、未来合作项目计划及联合工作组第20次会议准备情况。端义宏院长介绍了气科院接待美方代表团访问参观计划和院近期的总体工作情况,徐晶、王亚强和孙俊英研究员分别就所负责的中美大气科技合作项目执行情况进行了汇报。
On 23 August 2017, Mr.Shen Xiaonong, CMA Deputy Administrator, led a seven-member team of CMA Department of International Cooperation to the survey on CAMS’ implementation of cooperative activities for the Nineteenth Session of the U.S.-P.R.C.Joint Working Group on Cooperation in the Field of Atmospheric Science and Technology (JWG-19), as well as future cooperative plans and preparation work for JWG-20.Dr.Duan Yihong,CAMS President, introduced CAMS visiting arrangement for the NOAA (US National Oceanic and Atmospheric Administration) delegation and the latest development of CAMS.Dr.Xu Jing, Dr.Wang Yaqiang and Dr.Sun Junying, CAMS Researchers, briefed on the implementation progress of JWG-19 activities respectively.
2017年8月18日,端义宏院长主持召开灾害天气国家重点实验室整改核查总结大会。实验室主任梁旭东汇报了实验室近2年的整改情况和8月15日接受整改核查的情况。端义宏院长肯定了实验室取得的阶段性成果,同时强调了实验室仍面临2020年评估的严峻形势,希望实验室领导班子围绕核心成果的凝练、人才培养与引进、国家奖的申报等主要方面,尽快形成方案并按计划实施。
On 18 August 2017, Dr.Duan Yihong, CAMS President, presided over the Summing-up Meeting of the CAMS LaSW Reorganization Checking.Dr.Liang Xudong, Director of LaSW, reported on the reorganization progress of the Lab in the last two years as well as the result for the checking work on 15 August.Dr.Duan Yihong expressed his consent for the working progress and stressed that LaSW would continue to bear heavy responsibility of completing the assessment in 2020.He hoped that the management group of LaSW could develop and fulfill the implementation plan as early as possible, with focuses on core outcomes abstraction, talent cultivation and recruitment, application for national awards, etc.
2017年8月27日晚20∶40,中国气象局副局长矫梅燕来到人工影响天气中心会商室,亲切慰问还奋战在保障第13届全国运动会一线服务的人影作业指挥团队。为做好全运会开(闭)幕式人影服务保障工作,人影中心成立了总指挥、专家顾问、作业指挥和外场作业团队,从7月下旬开始进入全面服务。经过精心组织、严密部署,在技术支持和保障方面圆满完成了人影服务保障任务。
At 20:40, 27 August 2017, Ms.Jiao Meiyan, CMA Deputy Administrator, visited the consultation room of Weather Modification Centre and expressed her warm regards to the commanding team of weather modification operation in support of the 13th National Games of China.To provide qualified service of weather modification for the opening and closing ceremonies of the Game, Weather Modification Centre established several specialized teams in general commanding, advisory expertise, operation commanding as well as field operation, launching its full engagement in service support in late July.With elaborated planning and well-organized implementation, the task of weather modification service is successfully fulfilled in technical support.
2017年9月5日,中国地震局地球物理研究所乔森书记一行4人到气科院调研,端义宏院长主持接待。双方围绕事业单位分类标准,划分后如何在人事、财务等方面深化改革、科技创新、成果转化等的先进经验和做法展开了深入交流,旨在相互借鉴,共同发展。
On 5 September 2017, a four-member team led by Mr.Qiao Sen, Director of Institute of Geophysics, China Earthquake Administration(CEA), visited CAMS and Dr.Duan Yihong,CAMS President, hosted the visit.The two sides held in-depth discussions over reinforced reform in human resources, finance, etc.based on re-classification standard of institutional bodies, as well as best practices of scientific innovation and outcome transfer, in hope of mutual sharing and joint development.
2017年9月6日,国家财政部绩效评审中心专家对气科院部门预算支出绩效评价进行调研和座谈。周广胜副院长介绍了气科院科研体制改革、预算支出绩效评价、科技成果转化等情况,并提出了合理化建议。调研小组肯定了气科院的工作,希望今后与气科院合作,进一步完善科研单位预算支出绩效评价体系。
On 6 September 2017, a expert team from Performance Assessment Centre,Ministry of Finance, China, visited CAMS.The expert team investigated on site the assessment of budget expenditure performance of CAMS institutes, and discussed with CAMS experts.Dr.Zhou Guangsheng, CAMS Vice President, introduced about CAMS’ research structure reform, assessment of budget expenditure performance and scientific outcome transfer, etc.He also raised feasible proposals.The expert team expressed consent to CAMS work and expected further collaboration with CAMS in improving the assessment system for budget expenditure performance of institutional bodies.
2017年9月16—17日,2017年全国农业灾害风险理论与应用学术会议在吉林省长春市召开。会议由气科院生态环境与农业气象研究所主办、东北师范大学承办。来自气科院、东北师范大学、中国农业大学、南京信息工程大学、中国农业科学研究院以及河北、河南等20多个省区市气象、农业领域的科研业务机构和高校代表约150余人参加了学术年会。
On 16−17 September 2017, the National Academic Meeting of Agricultural Hazard Risk Theories and Applications was held in Changchun, Jilin Province.The meeting was held in the name of CAMS Institute of Ecological Environment and Agricultural Meteorology, and hosted by Northeast Normal University (NENU), with the co-sponsorship from many other institutions.More than 150 experts participated in this annual academic meeting, including those from CAMS,NENU, China Agricultural University (CAU), NUIST, Chinese Academy of Agricultural Sciences (CAAS), as well as representatives from provincial meteorological services of Hebei, Henan, etc.and research institutes in agriculture.
ESI数据库2017年9月最新数据显示,气科院郭建平研究员的科研团队2016年发表在大气科学领域国际著名期刊Atmospheric Chemistry and Physics的文章“基于高分辨率探空和再分析资料的中国地区边界层高度气候态特征研究”(16卷, 13309—13319页)同时入选ESI地球科学学科全球“热点论文”(Hot paper)和全球 “高被引论文”。另外,郭建平科研团队2016 年发表在国际知名期刊Journal of Geophysical Research: Atmosphere的“珠江三角洲地区大气污染对降水和闪电日变化推迟效应的观测研究”(121期, 6472—6488页),也入选了ESI 地球科学学科TOP 1%高被引论文。前者系统研究了我国边界层高度的空间分布、季节和日变化特征,及其相关气象影响因素,为相关的大气环境和区域气候研究提供了重要的理论和数据基础。后者发现了气溶胶污染可显著推迟降水触发的现象,揭示了气溶胶辐射效应和微物理效应共同推迟降水的新机制,对于提高我国高污染排放背景下降水的数值预报准确性有重要的意义。
According to the updated ESI (Essential Science Indicators) released by Thomson Reuters in September 2017,the paper titled “The Climatology of Planetary Boundary Layer Height in China Derived from Radiosonde and Reanalysis Data” that was published inAtmospheric Chemistry and Physics(Vol.16, P.13309−13319), a wellacknowledged journal in the international community of atmospheric sciences, has been awarded at the same time“Hot Paper” and “Highly Cited Paper” in the discipline of Earth Science.Prof.Guo Jianping was the first as well as corresponding author.Another paper titled “Delaying Precipitation and Lightning by Air Pollution over the Pearl River Delta.Part I: Observational analyses” which was published inJournal of Geophysical Research: Atmosphere(Iss.121, P.6472−6488) in 2016 has also been awarded “Top 1% Highly Cited Paper”.This work is another contribution from the research group of the Prof.Guo.
The first paper systematically investigates the characteristics of planetary boundary layer height (PBLH) in China,including spatial distributions, seasonal and diurnal variations.The correlation has also been analyzed between PBLH and meteorological factors.The key findings have important implications for further research in the atmospheric environment and regional climate.The second paper uncovered the phenomenon of remarkable delay in precipitation occurrence by aerosol pollution and unveiled the new mechanism of precipitation delay by joint effect of aerosol radiation and micro-physics, which is of great significance to improving the numerical prediction accuracy of precipitation under the background of heavy pollutant discharge.

On 10 October 2017, Mr.Yu Minming, President of Chengdu University of Information Technology (CUIT), with four of his colleagues, visited CAMS.Dr.Duan Yihong, CAMS President, hosted the visit while Prof.Zhao Ping,CAMS Vice President, attended the discussion, in the accompany of members from CAMS Office of General Affairs, Division of Science and Technology, Office of Graduates Affairs.The two sides exchanged ideas on joint education of graduates, joint application for research projects and sharing platform resources, etc.it was agreed that both sides enhance communication and establish cooperation mechanism to achieve win-win results.A visit to LaSW was also arranged, led by Dr.Duan Yihong.
2017年11月8日,气科院副院长周广胜和国家超级计算天津中心刘光明主任签署了双方合作框架协议。双方将合作开展大气科学领域大规模并行计算相关的挑战性技术问题研究、高性能计算模式和数据处理平台技术研发、交叉复合型人才培养,共同推动高性能计算在大气科学领域的发展,提升我国在气象防灾减灾和应对气候变化等方面的高性能计算应用水平。
On 8 November 2017, Dr.Zhou Guangsheng,CAMS Vice President, and Mr.Liu Guangming, Tianjin Branch of National Super-Computer Centre, signed the Framework of Cooperation Agreement, according to which the two sides would carry out collaborative research to address challenging issues related to large-scale concurrent computing in atmospheric field, high-performance computing models and data processing technology, education of inter-comprehensive talents, development of highperformance computing in atmospheric science, so as to improve the capabilities of high-performance computing application in meteorological disasters prevention and mitigation as well as climate change adaptation.
2017年11月30日至12月1日,“第一届全国气象服务创新大赛”在北京举行。来自全国气象系统的共计146件作品参加了竞赛活动。气科院报送的作品“全国人影飞机作业实况的APP服务模式” 获得气象服务模式类优胜奖。依托中国气象局云平台和人影信息化成果,该APP服务模式可使各地人影部门通过手机端随时随地及时共享飞机作业状况,实现了“一机在手,实况全有”。
From 30 November to 1 December 2017, the First National Contest of Innovation in Meteorological Service was held in Beijing.146 pieces of work from meteorological services all over the country were exhibited at the contest.The piece submitted by CAMS with the name “APP Service Model of Weather Modification Aircraft Operation in China” was awarded Prize of Excellence in meteorological service model.Base on the automation outcomes of CMA cloud platform and weather modification information, such APP service model realized sharing of realtime aircraft operation across the country through mobile phones, i.e.“one-stop information service on the mobile phone”.
2017年12月8日,中国气象局人工影响天气中心与中国华云气象科技集团公司联合建立“人工影响天气机载大气探测实验室”挂牌仪式在昌平中国气象科技园举行。实验室作为研发、服务、交流和培训的综合平台,通过开展机载设备和应用技术研发,加快科技成果转化与专业技术人才培养,不断增强飞机探测技术应用,从而促进人工影响天气业务科技水平的整体提升。
On 8 December 2017, the unveiling ceremony for the Joint Laboratory of Airborne Sounding in Weather Modification by CMA Weather Modification Centre and China Huayun Croup of Meteorological Science and Technology was held at the CMA Science Park in Changping District, Beijing.As an integrated platform for research and development, service, exchange and training, the Lab is engaged in technical development of airborne equipment and application, accelerates scientific outcome transfer and professional training, and enhances airborne sounding application, so as to improve the integrated capability of weather modification operation and technology.
2017年12月27日,气科院召开2017年度院领导班子述职报告会,院长端义宏主持会议。端义宏代表院领导班子、李慧副书记代表院纪委作述职报告,院班子成员也分别作了报告。端义宏院长在报告中全面总结了2017年气科院在灾害天气国家重点实验室整改、天气气候一体化模式关键技术研究、重大科学试验、台风机理研究等方面取得的重要进展。
On 27 December 2017, CAMS held its 2017 Annual Meeting of Management Group Reporting Working Performance, presided over by Dr.Duan Yihong, CAMS President.Dr.Duan Yihong and Mr.Li Hui, CAMS Vice President, presented the working reports on behalf of CAMS management group and CAMS Discipline Inspection Committee respectively, while other management group members also gave their respective reports.In his report,Dr.Duan Yihong gave a comprehensive review of the significant progress made by CAMS in the year of 2017,including LaSW reorganization, research on key technologies of weather-climate integrated model, grand scientific experiments, research on typhoon mechanism, etc.
