习近平出席2015年APEC会议 聚焦亚太自贸区
2015年11月18~19日,亚太经合组织(APEC)第二十三次领导人非正式会议在菲律宾马尼拉举行。与会各成员经济体领导人围绕“加强经济融合促进包容性增长”等议题展开讨论。
期间,中国国家主席习近平出席会议,并发表题为《深化伙伴关系共促亚太繁荣》的主旨演讲,提出了推进亚太地区合作共赢的四个主张:着眼长远,完善亚太中长期合作战略架构;改革创新,为亚太经济寻求新的增长动力;推进一体化,打造开放型亚太经济;采取行动,把共识转化为成果。习近平的这四个主张受到与会代表和各界人士的欢迎与赞赏。
汽车
福特菲律宾生产基地将转至泰国
泰国工业部长安察卡女士表示,福特(FORD)集团东盟地区新作总裁迈克曼日前透露,福特集团将把位于菲律宾的生产基地转移至泰国,把泰国作为向全世界出口汽车的战略生产基地,以适应东盟经济共同体(AEC)建成的好形势。
据悉,福特在获得投资促进专案后,在泰国的投资会不断追加。其中在罗勇生产基地的两款福特皮卡车生产线的投资预算为65亿铢,投产后的产品将以出口至海外为主。泰国对福特公司扩大在泰国生产基地的做法表示欢迎,工业部承诺将大力支持。

中缅边境水果贸易方式改变
《世界日报》11月17日消息,中缅边境木姐口岸的水果贸易呈现新的交易方式:中国水果商不再像以前在边境口岸上与缅甸水果商进行交易,而是直接到缅甸内陆地区与当地果农进行合作。
而据木姐水果零售商协会秘书赛肯貌介绍,中国水果贸易商逐渐开始直接和缅甸的果农联系,为果农提供资金、设备和种子,然后购买较便宜的水果再转卖回中国。水果行业在中缅边贸中具有良好的发展前景。
中国—东盟自贸区升级版正式签署
11月22日,在中国国务院总理李克强和东盟十国领导人的共同见证下,中国商务部部长高虎城与东盟十国部长在马来西亚吉隆坡正式签署中国—东盟自贸区升级谈判成果文件——《中华人民共和国与东南亚国家联盟关于修订<中国—东盟全面经济合作框架协议>及项下部分协议的议定书》。
这次升级谈判中,双方同意对46个章节的绝大部分工业品同时适用“4位税目改变”和“区域价值百分比40%”标准,涉及到3000多种产品,将更有利于企业享受自贸区升级的红利。
东盟宣布年底正式建成东盟共同体老挝将主办下一届东盟峰会
11月22日,为期两天的第27届东盟峰会在马来西亚首都吉隆坡落下帷幕。当天,东盟领导人签署了《关于建立东盟共同体的2015吉隆坡宣言》,宣布将于2015年12月31日正式建成东盟共同体。同时,在闭幕式上,老挝总理通邢从马来西亚总理纳吉布手中接过金色木槌,象征着老挝将成为2016年东盟轮值主席国。
中国国务院总理李克强指出,中国始终将东盟作为周边外交优先方向,将坚定支持东盟共同体建设。
缅甸将对外企开放汽车制造业
随着缅甸新《汽车法》的出台,从2016年开始,获准在缅甸进行汽车制造的外国公司,在汽车制造厂建设完成后即可投入运转。包括韩国现代、大宇和日本三菱在内的国外公司都将赴缅甸仰光和勃固省设立汽车制造厂。中国相关汽车企业也应趁早布局,这样产品不仅可以满足缅甸国内市场,还可以非常优惠的关税出口到其他东盟国家。
老挝政府将下调汽车消费税
老挝财政部下属税务部门表示,有望在2015年年底公布下调汽车消费税,下调额度将从目前的25%~150%降至3%~90%。日前,税务部门已与中小型企业开会讨论了万象下调汽车尤其是进口汽车消费税的可能性。老挝财政部已着手修正相关税收法律,并确保这些法律与其他东盟成员国保持一致。老挝财政部副部长表示,尽管已着手对现有法律作出修正,但老挝的部分税收与其他东盟成员国相比仍然相对较高。
汽车消费税的下调,将拉动老挝的汽车消费,释放新的商机。

2015东博会林木展精彩来袭
11月19日,2015中国—东盟博览会林产品与木制品展在中国广西南宁开幕。会展为期4天,展览面积达2万平方米,共有250家企业参展,展示内容包括红木家具、人造板及木结构、林业先进技术项目等中国与东盟国家贸易投资往来较多的林木业产品。
此外,林木展期间还举办了第五届中国(南宁)林产品国际贸易论坛等权威专业论坛活动,在促进中国和东盟林木行业交流合作的同时,为企业客商和专业人士带来了更多最新资讯、动态和专业研究信息。

投资印尼经济特区可获9大优惠
据11月9日《印尼国际日报》报道,日前印尼内阁秘书部公布报告称,此前印尼政府发布的第六期经济措施配套,将对8个经济特区提供各项优惠政策,主要惠及所得税、土地、许可证优惠等九个方面。
其中,在所得税方面,在印尼投资额超过1万亿盾的企业可享受为期10~25年的减税或者免税20~100%优惠;投资额超过0.5万亿盾的企业可享受5~15年的减税或者免税20~100%优惠。而增值税和奢侈品销售税的优惠则包括免税进口;从其他地区购买商品或原材料进入经济特区可免税;从经济特区运至其他地区也可免税;经济特区内企业之间的交易可免税,经济特区企业与另外的经济特区企业的交易也可免税。

中国老挝铁路项目正式签约,预计2020年通车
11月13日,中老铁路项目正式签约,标志着中老铁路项目正式进入实施阶段,为项目后续建设运营及两国进一步深化铁路基础设施合作打下了良好的基础。
中老铁路是第一个以中方为主投资建设并运营、与中国铁路网直接连通的境外铁路项目,全线采用中国技术标准、使用中国设备。项目由两国边境磨憨、磨丁口岸进入老挝境内后,向南依次经过孟赛、琅勃拉邦、万荣至老挝首都万象,全长418公里,总投资近400亿元人民币,预计于2020年建成通车。

赴泰国旅游可半年多次往返
泰国国家旅游局表示,从11月13日起,泰国正式向所有外籍游客提供半年多次往返旅游签证,跨境自驾游进入泰国旅行或许将成为新的旅游方式。
执行新政后,到泰国的旅游签证便有两种:一次往返旅游签证和多次往返旅游签证。一次往返的签证费用为每次230元人民币,有效期3个月,在泰国停留时间不能超过60天,办证时间为1个工作日;半年多次往返的签证费用为1200元人民币,有效期为半年,每次在泰停留时间不得超过60天,办证时间为4个工作日。
越南胡志明市出台鼓励投资优惠新政策
据《西贡经济时报》11月12日报道,日前胡志明市出台鼓励投资项目融资优惠新政策。
根据新政策,在胡志明市投资高科技、工业及配套工业、医疗、教育培训、基础设施等领域的项目,均可享受市财政提供的100%或50%的贷款利率补贴,每个项目贷款利率优惠期限不超过7年(自首次放贷算起)。由市财政提供的贷款利率补贴不超过基础设施项目投资额的70%,技术和设备项目不超过85%,每个项目贷款额度不超过1000亿越盾(约合448万美元)。
泰国出台措施鼓励加紧落实投资
日前,泰国促进投资委员会(BOI)出台措施鼓励投资:凡是在2014年1月1日至2016年6月30日期间获准促投的项目,只要能在2017年内投入生产或提供服务,委员会将按照实际投资额度及时程追加1~4年的法人所得税减免期。
同时,促进投资委员会还同意在经济特区追加10个目标促进产业,相关产业皆是当地具有发展潜力的产业,包括一般印刷业、饲料生产、建筑材料生产业等。
中越边境内河开通至中国粤港澳集装箱定期班轮
11月9日,一艘满载千吨集装箱货物的航轮在中越边城广西崇左市起航,航行约7天后抵达珠三角港群。据悉,该航线途经中国南宁、贵港、梧州、肇庆、广州等港口,全程约880公里,航程约7天,崇左港将军岭作业区设计年吞吐量为138万吨,3000吨级船舶可往来通行。
文莱海域成为潜在的旅游景点

1 Belt and Road Initiative to help revive Malacca: senior official
Nov. 19, 2015 (Xinhua) -- China’s Belt and Road Initiative is expected to help revive the Malaysian state of Malacca, a major trade port in the history of the country that once attracted merchants from China and India. “I hope the Belt and Road Initiative would bring back the prosperity Malacca used to enjoy,” Idris Haron, the chief minister of the state, told Xinhua two days before the 27th ASEAN Summit and Related Summits. Idris Haron said his state and Guangdong province signed a memorandum of understanding to enhance friendly and cooperative relations in September. "We have a lot of things we can exchange, especially in culture and tourism," Idris Haron said, adding that the cooperation between Malacca and Guangdong under the Belt and Road Initiative is promising because "Malacca people are as productive as our friends in Guangdong."
2 Govt promises to boost consumer spending
Nov. 12, 2015 (China Daily) -- China is planning to open more duty-free stores and facilitate the import of popular daily commodities to stimulate domestic spending amid flagging deflationary pressure. An executive meeting of the State Council, presided over by Premier Li Keqiang, decided to issue a package of policies to shore up consumption, one of the driving engines tapped by the government to support economic growth. The meeting decides to open more duty-free stores at ports of entry across the country and to import more popular consumer goods, as the shopping list of Chinese overseas travelers has expanded from luxury brands to daily living products.
3 China issues pro-trade customs measures
Nov. 26, 2015 (Xinhua) -- The General Administration of Customs (GAC) has rolled out 18 measures to buoy China’s sinking foreign trade. Customs procedures have been streamlined, raising customs clearance efficiency by around 50 percent. Foreign trade fees have been lowered or eliminated to reduce enterprises’ financial burden. The GAC has also slashed six items subject to government approvals or review for trade-oriented manufacturers. China’s foreign trade is under heavy pressure this year due to an economic slowdown and a faltering global recovery. GAC data showed that foreign trade dipped 8.1 percent year on year in the first ten months of 2015, while the annual target is a 6-percent increase.
4 Growth accelerates as ASEAN gears up for economic integration
Nov. 20, 2015 (Xinhua) -- Growth in ASEAN will accelerate next year, keeping it above the global average, according to a report on economic integration in the 10-nation bloc. Global economic growth was projected at 3.3 percent this year, slightly down from last year’s 3.4 percent, while ASEAN was expected to sustain last year’s growth of 4.6 percent before accelerating to 4.9 percent in 2016, said the ASEAN Integration Report (AIR).“Looking to 2015 and beyond, the macroeconomic landscape of ASEAN will continue to transform to weather changing global economic conditions,”it said. Growth has been driven by an increasing share of FDI inflows to the services sector, as well as a solid performance in the trade sector, contributing to the region’s output expansion.
5 China to boost consumer services to shore up growth
Nov. 23, 2015 (Xinhua) -- China will strengthen support for consumer services to upgrade the consumption structure and bolster economic growth, according to a guideline issued by the State Council. Several key sectors, including health care, senior citizen care, tourism, sports, hotels and catering, as well as education and training services will be prioritized. The government will work to improve the business and consumption environment through strengthened supervision, better intellectual property rights protection and crackdowns on fake goods. Given the continued slowdown, China is counting on domestic consumption to replace old economic engines and prop up growth. The economy expanded 6.9 percent year on year in the first three quarters of 2015, the lowest reading since the second quarter of 2009.
6 China's role in promoting regional connectivity appreciated: Thai official
Nov. 19, 2015 (Xinhua) -- Thailand appreciates China for its constructive role in promoting regional connectivity through various initiatives including the establishment of the Asian Infrastructure Investment Bank (AIIB) and the launch of the 21st Century Maritime Silk Road, a senor Thai official said. “We believe that effective connectivity would help promote trade, investment and tourism within and between the regions,” Vitavas Srivihok, Deputy Permanent Secretary of the Ministry of Foreign Affairs, told Xinhua in a recent interview. The 21st Century Maritime Silk Road, the official said, will not only connect China with the ASEAN, but also link them up with other countries and outer regions along the road.
7 China streamlines filing procedures for property firms with foreign investment
Nov. 12, 2015 (Xinhua) -- China decided to streamline filing procedures for domestic property firms with foreign investment, according to a statement. Property enterprises with foreign investment no longer have to announce their filing document online, according to a statement jointly released by the Ministry of Commerce (MOC) and State Administration of Foreign Exchange (SAFA). The MOC will conduct random checks on property enterprises with foreign investment each quarter and blacklist rule violators, according to the statement.
8 China vows support for modernizing manufacturers
Nov. 19, 2015 (Xinhua) -- China will support targeted industries to update their technology as it tries to modernize manufacturing, the State Council, the country’s cabinet, decided at a meeting. Light manufacturing, textiles, steel and construction materials and other sectors specified in the “Made in China 2025” plan for China’s industries will be benefited from policies aimed at improving their design and efficiency as well as lowering their costs, according to a statement released after the regular meeting, chaired by Premier Li Keqiang. China will guide private investment into these sectors, streamline approval procedures and improve fiscal and financing support, the statement said. The cabinet also promised to cut red tape for the public and declared hundreds of outdated administrative procedures invalid.
