DifficultiesandcountermeasuresinoperationofChina’scentralfundonfarmlandwaterconservancy/CHEN Tao,et al (Graduate School,Chinese Academy of Social Sciences,Beijing 100005,China)

Abstract: The increasing investment into the construction of farmland water conservancy in China is needed,however,the available sources for the funds are short.In order to fill the financial gap of the construction of farmland water conservancy,the background,design and operating mode of the funds for the farmland water conservancy in China are elaborated,and the preliminary estimate and the actual draw of China’s central funds for the farmland water conservancy are analyzed.With regard to the poor draw situation,some countermeasures are put forward: the draw degree should be strengthened,the policies for draw should be flexibly implemented,the special fiscal funds for agriculture should be coordinated,the check and supervision of fund draw should be improved,and the policies of CPC and the national laws of China should be kept pace with each other.

Abstract: As one of the most arid regions in the world,Turkmenistan has severe water resource crisis problem to be solved urgently.According to the total amount and distribution of water resources and the virtual water content in industrial and agricultural products,the urgency,feasibility and benefits of implementing the virtual water strategy in Turkmenistan are evaluated.The results show that: (1) The current consumption mode of the water resources is unsustainable,and if this consumption mode continues,disastrous consequences will appear in the near future.(2) The distribution pattern of water resources is very unreasonable,and agricultural water consumption is amazing,especially for several important crops,which is one of the most important reasons for water resource crisis.(3) If the virtual water strategy in Turkmenistan is implemented,the benefits will increase,and the existing water resources can meet the needs of agricultural,industrial and domestic water as well as the ecological water to certain extent.(4) Implementing the virtual water strategy in Turkmenistan is feasible in economy,ideas and system.

Spatio-temporalfeaturesandinfluencingfactorsofinvestmentefficiencyofwaterconservancyinChina:perspectivebasedonspatialeconometrics/LI Chao (College of Management and Economics,Tianjin University,Tianjin 310092,China)

Abstract: The investment efficiency of water conservancy in 30 administrative regions of China is calculated from the perspective of total-factor productivity by using the data from 2008 to 2012.The spatial distribution and evolution features of the investment efficiency of regional water conservancy are analyzed through the spatial autocorrelation analysis.On this basis,the influence factors for the investment efficiency of water conservancy in China are investigated by means of the spatial econometrics.The results show that the investment efficiency of regional water conservancy in China exhibits a polarization effect and a tendency of spatial dependence.The output of the first industry and the fiscal revenue are the main factors affecting the water conservancy investment.The research may provide some suggestions for the macroscopic management policies so as to effectively promote the healthy development of water conservancy in China.

Abstract: China’s enterprises face many challenges to undertake an international EPC project of water conservancy,among which the profit is the key index of economic benefits.Under the FIDIC contract terms,the profit terms are classified according to their different effects on the costs,contract prices and profits and then the profit forming mechanism of international EPC projects of water conservancy is discussed by analyzing the contract terms relating to profits in “Contract conditions for EPC/Turnkey Projects”.Different effects of single-risk events and multi-risk events on the profits in EPC projects of water conservancy are analyzed by using the Bayesian network based on the monitoring and prediction of risk events,and the probability when the profits change in a range of magnitude is obtained.According to the probability of profit variation,the warning level of the profits is set,and the corresponding warning measures are proposed.

Abstract: With regard to the existing problems in the construction of investment and financing platform of water conservancy in China,the special properties of the investment and financing platform of water conservancy and its main operating mode are comprehensively considered.The risk of constructing the investment and financing platform water conservancy is analyzed.It is regarded that for the risk prevention and control of the investment and financing platform of water conservancy,the non-system risk should be highlighted.Some suggestions are proposed for the establishment of a comprehensive risk control system.

Abstract: Taking a planning cascade hydropower station in a watershed in Yunnan Province as an example,the risk of hydropower price is discussed after its completion from the perspective of power station.By analyzing the influence factors for the price risk of the hydropower station,a risk measurement function is established.It is used to analyze and calculate the price risks of each station and the whole cascade hydropower station.This study may provide valuable reference for the price risk of cascade hydropower stations.

Abstract: In order to realize the optimum allocation of water resources,the economics about the traditional regulated price mechanism of cost allocation of water supply side and the price suppression mechanism of water demand side is analyzed.It is found that the traditional regulated price mechanism cannot motivate the water supply enterprises to reduce costs and leads to diseconomy of subsidies.The price suppression mechanism cannot motivate the water units and individuals to save water,and water-saving efficiency is poor.With regard to the existing problems in the price mechanism of supply and demand sides,the relevant suggestions are put forward for reform of the incentive price mechanism as follows: price mechanism of allocation of fixed costs+approved variable costs and price mechanism of encouraged price reduction.

Abstract: With regard to the exiting problems in the level classification of river channels and the management authority at different levels,a general method is proposed for the river management at different levels under the river management requirements of the Central Committee of the Communist of China and the State Council.The current status problems are analyzed.In order to effectively coordinate the relationship between the “block” management style and the “route” management style in the current administrative system,the management of river channels are classified into 7 types: direct management of basin authority,indirect management of basin authority,direct management of provincial government,indirect management of provincial government,direct management of municipal government,indirect management of municipal government,and direct management of county government.The rights and responsibilities of river management authorities at four levels,basin authority,provincial department of water resources,municipal bureau of water resources and county units of water resources,are defined in the 7 management types according to the demand of the standardized river management.The proposed method may provide important reference for the management of river channels at different levels.

Abstract: The ecological compensation of river basins in China is still in the exploration stage,and there are some problems like incomplete laws and regulations for compensation,unitary compensation method,insufficient effective mechanism for inter-basin and interregional coordinated development and inadequate public participation.The causes for the above problems are analyzed.Based on the successful experience of foreign ecological compensation in the system construction,continuous supply mechanism of compensation funds,comprehensive development management mechanism of river basins,coordinated mechanism of environment pollution treatment and public participation,some countermeasures and suggestions for China to scientifically,reasonably and effectively carry out ecological compensation of river basins and to ensure water-environmental quality and water-ecological safety of river basins.Accordingly,the sustainable development of economy and society is achieved,and it may provide valuable reference for the perfect ecological compensation mechanism of rive basins in China.

Abstract: The current status of water-ecological civilization in Lianhua County of Jiangxi Province is analyzed,and the existing problems in its establishment are discussed.On this basis,some countermeasures are proposed from six aspects of water safety,water environment,water ecology,water management,water landscape and water culture.Accordingly,it may provide basis for the realization of regional water-ecological civilization and the promotion of establishment of water-ecological civilization in river basins as well as the guarantee of clear water in Poyang Lake.

Abstract: The practices and achievements for the construction of ecological civilization of Xiaolangdi Project are summarized,such as unified scheduling of water resources,strict management of the administrative law enforcement of reservoir water,strengthening of the supervision of construction of administrative behavior,and sustainable implementation of local ecological management and restoration.The main factors restricting the construction of ecological civilization are analyzed,and the relevant measures for further strengthening the construction of ecological civilization in Xiaolangdi are put forward.The practices show that Xiaolangdi Project has achieved significant efficiency in the operation management and construction of ecological civilization.It will play a great role in maintaining the healthy level and promoting the economic and social development and construction of ecological civilization in the middle and lower reaches of Yellow River and the surrounding the reservoir.

Abstract: Based on the thorough analysis of water-ecological environment,water landscape resources and nomadic culture heritages in Hulun Buir,the essence of water culture in Hulun Buir,“Broadness,bravery and perseverance,respect for water,gratitude”,is summarized.Hulun Buir aims to develop itself based on “sound ecology,enhanced industries,activated tourism and trade,vitalized science and education and well-known culture,and strives to realize the win-win strategic goal of “preserving beauty and promoting development”.Some suggestions are put forward for developing the water culture in Hulun Buir.

Abstract: Some challenges to China’s agricultural water security are analyzed from the perspective of food security as follows: “sending grains from the North to the South” exacerbate water shortages in the northern grain-producing areas; the transfer of water from agriculture to non-agriculture threatens security of agricultural water; the insufficient supply of irrigation and drainage facilities affects the effective supply of agricultural water consumption; the water pollution reduces the supply of agricultural water consumption.By analyzing the four China’s strategies of South-to-North Water Diversion Project,virtual water strategy,open-sourcing strategy and of efficiency improvement of agricultural water consumption,it is concluded that improving the efficiency of agricultural water consumption is the fundamental way for protecting the security of agricultural water resources.The corresponding implementation strategies are also proposed.

Abstract: The significance,necessity and feasibility of introducing hydrologic work into GB/T 19001—2008 quality management systems are expounded from the aspects of practicing “big hydrology” concept,satisfying social needs and adapting the world development environment.The difference and connection between the traditional hydrological quality management and the quality management of GB/T 19001—2008 are analyzed.The innovative thinking and practice of using the PDCA process and system management method are proposed to establish hydrological unit quality management system and to improve the quality management mode.The introduction of GB/T 19001—2008 standard is demonstrated to be an effective way to realize the scientificity,institutionalization and standardization of hydrological management,and the proposed method is worth popularizing.

Abstract: With the gradual opening of the current water market access regulation in China,the introduction of market competition in the water industry has become the trend of its development.The entering of China’s state-owned capital,private capital and foreign capital into China’s water industry results in that the water enterprises have entered the fierce market competition.China’s local water enterprises should find out countermeasures.The competition patterns of China’s water industry are reviewed.On this basis,five worldwide typical water groups are selected to analyze and compare their management situations,and the enlightenment to the management of China’s water enterprises is achieved from four aspects,namely integration of resources,operation and services,technological development,policies and market efforts.

EvaluationofcurrentsituationofwaterconservancymodernizationinSuchengDistrictofSuqianCityanditscountermeasures/TONG Daobin,et al (Sucheng District Water Authority of Suqian,Suqian 223800,China)

Abstract: According to the index system of water conservancy modernization in Jiangsu Province and the practical situation in Sucheng District of Suqian City,an index system for the water conservancy modernization in Sucheng District is established,including 6 first-class and 23 second-class indices.The target of achieving the basic modernization of water conservancy in 2020 and the weights of all indices are determined.Based on the statistical data of 2010,the realization values of various indices are analyzed and determined,and the degrees of water conservancy modernization are evaluated.The results show that the score of water conservancy modernization in Sucheng District is only 71.61,and it has certain difference from that of the basic modernization.Among the 6 first-class indices,5 indices of development and guarantee capability,water management capability,water supply and efficiency standard,flood control and disaster mitigation capability and farmland water conservancy guarantee capability are relatively low,and 1 index of water quality of lakes and water ecological status is relatively high.Finally,with regard to the existing problems in the 6 first-class indices,some countermeasures are proposed.

Abstract: The business startup of rural reservoir resettlement has become one of the key jobs for reservoir resettlement.In recent years,due to the needs of post-support of resettlement of large and medium-sized reservoirs,new forms for the business startup of reservoir resettlement are urgently explored.The reservoir resettlement groups also continue to innovate in practice and have achieved a lot of good ways.Based on the existing modes of professional cooperative societies,the reservoir resettlement in Wenzhou has formed a cooperative society of reservoir resettlement and achieved great achievements.Three representative cases are selected for analysis.The practical logic of the professional cooperative society for resettlement is investigated,and its future development trend is discussed.
