“技”兴泉城 逐梦芳华

近日,济南举行《关于加强新时代高技能人才队伍建设的若干措施》(以下简称《若干措施》)政策新闻发布会,推出了一揽子系统集成、针对性强、含金量高的22条创新举措。

匠心独“韵”,济南有为。举办“技耀泉城”海右技能人才大赛、新动能创新创业大赛,出台《关于推行终身职业技能培训制度的实施意见》《泉城首席技师选拔管理办法》《泉城高技能人才培养提升计划实施方案》《关于深化“济南工匠”建设工程的意见》,推出“金蓝领工匠”集聚计划,打造 “劳模和工匠人才创新工作室”,开展技能展演、专家讲座、劳模进校园等。近年来,围绕“天下泉城聚天下英才”,济南采取了一系列有力举措,为技能人才成长成才创造了良好条件,让广大技能人才工作有干头、事业有奔头、生活有甜头,靠技能成才、以技能报国,大有可为,也大有作为。

此次技能人才专项政策的出台,涵盖了从职业教育到技能培训,从评价创新到多元激励的全方位政策支持,彰显了济南在高技能人才队伍建设上的魄力和远见,更为技能人才成长畅通了道路,添足了动力。

教育培训机会更多、质效更高。千工易寻,一技难求。《若干措施》聚焦“赋能聚力”,突出服务发展导向,强化政企社协同、产教训融合,支持龙头链主企业联合技工院校、培训机构、评价机构、人力资源服务机构等,打造“五位一体”协同育人模式,为上下游企业精准化、规模化培育高技能人才;探索建立“技工教育联盟”,推动全市技工教育办学水平整体提升;采取行业指导、校企牵头、多元参与、实体化运行的模式,组建产教融合共同体和市域产教联合体建设;在全省率先开展市级公共实训基地认定;支持企业、院校、协会等联合开展实习实训、技能提升行动,围绕焊接、材料加工等小切口细分技术领域,建设高技能人才特色培训基地,培养急需紧缺人才;依托职业院校、培训机构等阵地平台,开发上线“技能培训地图”,实现培训网络广覆盖……一系列鼓励支持技能教育培训的“精细动作”意味着,在泉城,技能人才们将有机会接受更高质量的职业教育和培训,在能工巧匠、大国工匠的成长道路上将更加信心满满,筑梦前行。

职业发展路径更清、渠道更宽。技能人才是人才队伍的重要组成部分,是支撑济南制造、济南创造的重要力量。此次出台的《若干措施》突出问题导向,聚焦制约技能人才发展的堵点痛点,提出若干创新举措,让一技之长者有事业舞台、有上升通道。比如,提出开展“技能+学历”技工教育改革,打造技能人才立体式发展通道;将工程师队伍纳入培养体系,特别是加大数字技术工程师引育力度。支持驻济高职院校面向本校学生开展职业技能等级认定,加大技术技能复合型人才培养力度;在数字、建筑等领域相关龙头企业探索开展“一试双证”试点,实现国家标准与行业标准互通、互认、互信。这些针对性强的举措从体制机制层面破题,帮助技能人才获得更高的学历认证,拓宽职业发展路径,提供更多职业晋升的机会。所以,来泉城,技能人才们可以尽情展示才华,创造不凡业绩、演绎出彩人生,泉城天地广,技高任“你”飞。

评价激励体系更全、机制更优。水不激不跃,人不激不奋。技能人才既要育得强,也要留得住。这次《若干措施》制定就注重聚焦一线、强化激励引导,提出了开展技能人才疗休养、组织技能人才典型代表宣讲先进事迹、符合条件的技能大赛成绩合格者可直接晋升为高技能人才等一系列举措。此外,《若干措施》还聚焦技能人才成长,拿出了真金白金予以大力支持、精心呵护。如,每年遴选20名左右“海右计划”产业技能领军人才,给予最高100万元综合资助;对全职引进或本土培养的世界技能大赛金牌获得者、中华技能大奖获得者,给予最高200万元奖励;对高技能人才评价标杆企业给予10万元一次性补助资金;驻市大学生创业孵化中心的企业(项目),3年房租全免;每年培育5名“济南大工匠”、30名“济南工匠”,分别给予每人5万元、1万元的资助资金;每年在院校、企业一线选拔20名“海右技术技能大师”,给予每人2万元一次性津贴……这一组组数据彰显出了济南对高技能人才的真诚爱护。所以,在济南,技能人才们可以靠技能成才、出力也“出彩”、实干也“实惠”、有为也“有位”。

Recently, Jinan held a press conference on the “Several Measures on Strengthening the Construction of Highly Skilled Talent Teams in the New Era.” The conference unveiled a package of 22 systematically integrated, highly targeted, and high-value innovative initiatives. This specialized policy for skilled personnel encompasses comprehensive support, ranging from vocational education to skills training, evaluation innovations, and diverse incentives. The city has also issued several key documents, including the ‘Implementation Opinions on Establishing a Lifelong Vocational Skills Training System,’ the ‘Selection Management Measures for Chief Technicians in the City of Springs,’ the ‘Implementation Plan for the High-Skilled Talent Cultivation and Improvement Program,’ and the ‘Opinions on Deepening the Jinan Craftsman Construction Project.’ Additionally, Jinan has launched the ‘Golden Blue-Collar Craftsmen’ Aggregation Plan, established ‘Model Worker and Craftsman Innovation Workshops,’ and conducted skills exhibitions, expert lectures, and campus visits by model workers.

In recent years, under the theme of ‘the City of Springs gathering talents from around the world,’ Jinan has implemented a series of powerful initiatives to foster the growth of skilled personnel. These efforts have created excellent conditions for talent development, ensuring that skilled individuals find purpose in their work, ambition in their careers, and sweetness in their lives.
