济南下了一盘“人才大棋”,事关强省会未来!

济南,前不久干了一件很有意义的大事。

2月23日,济南以人大立法的形式,将每年的6月12日设立为“海右人才日”,并在6月12日-7月12日期间举办“海右人才节”。

节日,在某种程度上是为了表达尊重。济南,又一次对人才拿出了满满的诚意!

近年来,中共济南市委、市政府高度重视人才工作,深入实施人才强省会战略,特别是刚刚过去的一年,济南高规格举办首届“海右人才节”,升级人才政策“双30条”,在金融和服务上拿出诚意十足的措施,叫响了“天下泉城 人来无忧”服务品牌。

济南一系列动作的背后,是这座GDP万亿之城在追求跨越发展关键阶段的一盘大棋:期待在强省会发展的新征程中抢得先机,坚持“天下泉城聚天下英才”,用好人才这个“关键变量”,為强省会建设添足“马力”、赢得未来。

来看一组数据:2023年,济南新增青年人才16万人,其中博士1500余人;引进海外留学人员2000余人,全市人才总量突破278万,连续两年获评“中国最佳引才城市”。

我查了一下,2021年底济南人才数量是247万,两年时间增长了31万!在城市人口“两极分化”日益加剧的情况下,能取得这样的数据,太不容易了。看得出,济南一定下了大功夫。

再从全省看,青岛的人才总量和济南基本相当,都是278万,其他城市则有较大差距。从数据可以看出,济南人才工作已经走在全省前列,成为“全国最佳”之一。

短短几年,济南打了一场漂亮的“人才仗”!

“人才决定城市未来”,这一观点已

经成为全国各大城市的共识。

看到一组数据。首都北京,实现城六区常住人口比2014年下降15%的目标。在人口下降的同时,人才总量却在增加,截至2022年底,北京地区人才资源总量达到796.8万人,较2013年增长36.7%。

人口下降、人才增长的背后,是北京将重点放到了人才红利释放上。比如说,北京为了吸引人才,在全国率先建立高端领军人才职称直通车评价机制,小米科技雷军、360科技周鸿祎等通过直通车获得了正高级职称。

还有深圳,在新春开年表示,将为杰出人才提供最高2000万元支持,并将采用多种方式遴选领军人才和青年拔尖人才。

更有上海,再一次放宽了落户政策,普陀、长宁、虹口、闵行、徐汇、静安等主城区,对于申请年龄47岁以下、拥有本科学历的人才,只需规划两年两倍社保即可落户。而对于拥有硕士学历的人才来说,更是只需规划一年两倍社保就可以全家落户上海。

郑州也拿出“大招”。2月21日,郑州发布人才首次购房补贴发放实施细则,对在郑州工作并经省市认定的A、B、C、D类高层次人才,首次购房将给予50%的房价补贴,其中A类人才最高可获得300万元的购房补贴。

放眼望去,每个城市为了引进人才都政策频出!在经济战场之外,人才资源的汇聚已经成为城市竞争的又一场关键硬仗。

在“人口红利”向“人才红利”转化的当下,济南凭什么在激烈的竞争中走在山东前列、获评“全国最佳”殊荣?又该如何释放“人才红利”?

释放“人才红利”,最关键的就是让人才多多的,哪个城市人才多,哪个城市就能发展快。

如何让人才多起来?

无非两条路:

一条是引才,就是直接把人才吸引过来。这是一条捷径,也是人才集聚的重要手段。

一条是育才,就是把人培育成为人才,做好从“人”到“人力”再到“人才”的转化。这是一条需要下苦功夫的路,但也是更长远、更可持续的路。

“引才”和“育才”二者的关系,就如同“输血”和“造血”。释放“人才红利”,既要靠“输血”,更要靠“造血”。

由此我们就能读懂济南的用意:在做好人才引进的同时,全力做好育才的文章。

按照这样的理念,济南摸索形成了自己的“打法”。

一是,让人才进得来。

2020年,济南全面放开落户限制,开启史上最大力度的户籍制度改革。这是全国第一个全面放开落户限制的副省级以上城市。

二是,让人才愿意来,来了有“用武之地”。

人才是“用脚投票”的,哪座城市有机遇、有诚意,人才就会选择哪里。

2022年,济南接续出台人才政策,从《济南市人才服务支持政策(30条)》《济南市人才发展环境政策(30条)》再到《济南市支持高校毕业生就业创业政策(40条)》,持续加码,拿出真金白银招引人才。

经过一系列布局,济南给人才的优惠政策和优质服务可以说达到了极致,包括提供服务“金卡”、住房保障、子女入学、配偶随迁安置、医疗保健等方方面面。比如说,在住房保障方面,从专科、本科毕业生,到硕士、博士毕业生,再到符合条件的A、B、C、D类人才,均可享受一定的租房或住房补贴。

在留住人才方面,济南一路前行,从未停下探索的脚步……

2024年1月4日,新年伊始,济南便将聚光灯投向乡村振兴人才,召开了2024年第一场新闻发布会,解读了关于动员激励广大人才投身乡村振兴的实施意见,意见中,聚焦“引得来”“干得好”“沉得下”“留得住”4个方面,提出了21条实实在在、含金量十足的措施。这是济南号召广大人才投身乡村振兴的“动员令”,同时也是济南激励关爱广大乡村人才的“大礼包”。

济南拥有山东大学等驻济高校52所,全日制在校大学生近70万人,各高校也大都成立了校友会,科教资源、校友资源可谓是非常丰富。为了用好学校在校师生以及毕业校友这些宝贵的“财富”,济南出台了产业教授、科技副总选聘两个管理办法,同时也在“校友经济”上用功发力,为的就是让城市、高校和校友之间的联系更加紧密,在科技创新、科研成果转化、人才培养等领域开展更具实质性的合作,从而成长为彼此成就的命运共同体。

三是,讓人才待得好、受尊重,有归属感。

人才,只会流向被尊重的地方。这种尊重,不仅仅是政策红利和物质福利,更要靠城市的真心实意。

2023年6月,济南以城市之名举行“毕业,当燃在济南”2023届济南市大学生毕业典礼,中共山东省委常委、济南市委书记刘强向毕业生们发出青春邀约,这是济南连续3年为大学生举行毕业典礼,“最高规格”礼遇的背后是城市的求贤若渴和惜才诚意。

2023年6月12日至30日,济南成功举办近年来规模最大、层次最高、辐射最广的人才盛会——首届“海右人才节”,时间跨度1个多月,以一座城市的温暖致敬人才、礼遇人才。

自2018年起,济南坚持举办新动能创新创业大赛,历经6年的不懈探索、勇毅笃行,参赛项目增长了近10倍,累计落地项目达580余个,引进院士团队近40个、各类人才3600余人。济南这座充满机遇与活力的梦想之城,以拥抱创新、护航创业的姿态,让无数青年才俊在大赛这个舞台上挑战自我、激荡人生。

2023年11月,济南举办了以“青荟齐鲁·悦创泉城”为主题的首届青年科学家创新发展大会。一个时代的精神风貌,总是在青年身上得到最生动的体现。通过这场大会,青年科学家们走进济南、了解济南,在一场场主题报告、高端对话中,在一次次跨领域、跨国界的交流探讨中,碰撞科学灵感、激扬创新火花。

不拒众流,方为江海。新时代是万马奔腾的时代,谁能够吸引更多的人、吸引到更多的人才,谁就能赢得主动、赢得优势。正如中共济南市委人才办负责同志所说:一个城市来了“人”,然后形成“人力”,进而成为“人才”,这样城市就有了生机和活力,就有了未来。在“强省会”征程上阔步前行、奋力奔跑的济南,需要人、需要人力、需要人才。

济南的“人才打法”,解决了“人进得来、能够成为济南人”“留得住、有‘用武之地”“待得好、能够成才”三个问题,打造出由“人来”到“人力”再到“人才”的全链条人才引育生态。从中,可以一窥这一“打法”的秘诀:一是懂人才工作,把握准了人才工作的规律;二是懂人才,最大程度满足人才的需求和追求。

春之期,当不负。在干事创业的春天里,期待济南从春天出发,向着美好的未来奋进,跑出招才引智“加速度”。

A magnificent event took place in Jinan.

On February 23, 2023, Jinan decided to designate June 12 as "Haiyou Talent Day" starting this year, with the "Haiyou Talent Festival" to be held from June 12 to July 12 every year.

In recent years, the CPC Jinan Municipal Committee and the Jinan Municipal Government have attached great importance to the work of talents, and vigorously implemented the strategy of strengthening the provincial capital through talent recruitment and intelligence introduction. Especially last year, Jinan held the first"Haiyou Talent Festival" to high standards, optimized the talent policy known as the "Double 30 Articles", and introduced down-to-earth measures in terms of financial support and services, thus burnishing the brand of"The city of springs, making talent carefree".

As a city that has crossed the one trillion yuan threshold, Jinan has come up with a far-reaching planning through a series of measures at this critical juncture of leapfrog development. Jinan insists on attracting and utilizing talent as a key variable in its growth, as it looks forward to seizing the opportunity to build a strong provincial capital in a new era.

Jinan has set out on its own path to unleash the "talent dividend". The key to success is to attract as much talent as possible, and the city with the most talent will grow faster.

First of all, let the talents pour in

In 2020, Jinan abolished its hukou restrictions, the biggest reform of the household registration system in its history. This is the first city above sub-provincial level in the country to remove hukou restrictions.

Second, make the talent feel satisfied

Talented people will choose the city that offers them opportunity and honesty.

In 2022, Jinan unveiled several rounds of preferential policies to attract young talent, such as the "30 Policies on Talent Service and Support" "30 Policies on Talent Development Environment” and “40 Policies on Employment and Entrepreneurship of College Graduates”, coming up with concrete support for talent recruitment.

There are preferential policies and quality services in Jinan, allowing a wide range of talents to enjoy various policies, including the gold service card, housing, schooling for children, spouse relocation, medical care and more.

Third, let the talents have a sense of respect and belonging

Talent will be ushered into the area where they will be properly respected, not only in terms of policy dividends and material benefits, but also in terms of enthusiasm and sincerity.

In June 2023, Jinan held a graduation ceremony for graduates of 2023 and Liu Qiang, secretary of the CPC Jinan Municipal Committee, sent forth an invitation to youth. This was the third year in a row that Jinan hosted the graduation ceremony.

The first “Haiyou Talent Festival” was held from June 12 to 30, 2023, which was a talent event of the largest scale, highest level and widest coverage hosted by Jinan in recent years.

The China (Jinan) New Growth Drivers International Innovation and Entrepreneurship Contest has been held in Jinan for six consecutive years. After arduous and unremitting efforts, the number of participating projects has increased nearly tenfold, and the cumulative number of landed projects has reached more than 580, with the introduction of nearly 40 teams of academicians and more than 3,600 talents of various kinds.

In November 2023, Jinan hosted the first Young Scientist Innovation and Development Conference. Young scientists showcased their aspirations and dreams, conducting in-depth exchanges and learning from each other extensively on the platform of the meeting.

Attracting more talent is the foundation for earning the privilege and gaining the advantage in the new era. Population growth, workforce convergence and intelligence accumulation give the city energy for a bright future. Jinan longs for both talent and intelligence in the same reason.

Following its own path, Jinan has achieved satisfactory results in attracting, retaining, developing and deploying talent resources, presenting a full life-cycle talent introduction and cultivation system.

Jinan is striving to realize more brilliant accomplishment at an accelerated pace by making effort to promote the utilization of talent resources.
