Creating a new form of human advancement is a proposition of the times and a Chinese plan proposed by the Communist Party of China based on the realistic historical development and reflection on capitalist civilization. The important foundation of the new form of human advancement lies in the basic socialist economic system, which requires giving full play to the superiority of the socialist system, disciplines the vicious competition of capital logic, guides capital to participate in the market in an orderly manner, and promotes the creative transformation of capital forces to achieve common prosperity. To create a new form of human advancement, it is necessary to highlight the political subjectivity of the Communist Party of China, always put the leadership of the Party in the first place, strengthen the capacity building of the ruling party, strengthen the leadership and governance of the Party, and promote the modernization of the governance system and governance capacity. The new form of human advancement is a new form of civilization toward human liberation, which requires always adhering to the value position of “people-centered” and advocating the mass view of history that the people are the creators of history, so as to continuously empower the spiritual power of disciplining capital.

In the digital era, the relationship between financial markets, social risks, and national governance has undergone new changes. Digital finance has accelerated the process of social financialization, enhancing social welfare while introducing new types of social risks. These developments pose profound challenges to both the territorial and vertical management models in national governance, driving government governance reform. In the face of these new risks and governance challenges, government governance reform is primarily reflected in three aspects: central-local coordination, upper-lower co-governance, and platform governance. These aspects represent new changes in the relationships between functional departments and local government, superiors and subordinates, government and enterprises. Public service supply is an important part of social livelihoods.Policy demonstration and policy diffusion are important tools for national governance. However,different policies have different operational mechanisms. Therefore,it is essential to conduct policy demonstration and policy diffusion of public service separately. In this paper, we explore this issue from the following three aspects. Firstly, we illustrate the connotations of public service policy demonstrations:popularization, urgency and homogeneity.Secondly, we explore the typological characteristics of public service policy demonstrations.By summarizing the fact that policy demonstrations have the characteristics of mobilization and experimentation, as well as public service demands have the characteristics of homogeneity and differentiation, public service policy demonstrations are classified as unified demonstration, diverse demonstration, implementation-oriented demonstration and control-oriented demonstration. Thirdly, the paper distinguishes the diffusion logics corresponding to the four types of public service policy demonstrations.

Excessive administrative burden or unreasonable allocation is a decisive factor in inhibiting the accessibility, equalization, and universalization of public services. Generative artificial intelligence, as a significant technological breakthrough in the new era, is widely embedded in the field of public services, continuously promoting the shift from the government-centric“connective service supply model” to the interactive “mesh intelligent service supply model” between the government and the public. This also provides a new governance framework for the elimination of administrative burdens. The integration of generative artificial intelligence into various stages of the public service acquisition queue, through interactive consultation, inclusive access, automated processes, integrated audits, and real-time optimization functions, eliminates existing burdens under traditional service models. However, it also brings new burdens such as public costs, legitimacy costs, adaptability costs, etc. To better harness the mitigating effects of generative artificial intelligence on the administrative burden of public services, consideration should be given to tuning its strategies at the intersection of technology, government, and citizenry.

In the context of the new era, the concept of government regulation has undergone tremendous changes, and the dynamic, complex, and unpredictable characteristics of economic and social development have led to the need for laws to respond in a diversified manner. Science of administrative law should not only focus on practical innovation, but also have the ability to reflect and systematize, so as to make the discipline more interpretive and sustainable. The regulatory structure, as a tool for connecting knowledge, practice, and theory from different disciplines, can link various action coordination mechanisms, establish a system between subjects, behaviors, relationships, and tasks, and nest them with administrative reality. Based on the regulatory structure, administrative law should adhere to a design-oriented concept, which will fully absorb public opinion and continuously evaluate and learn through inclusive regulation, promote the interactive mapping between the general and sub sections of administrative law, and effectively enhance the legitimacy and correctness of administration. It is currently in a critical period of continuous improvement in its national governance system and capacity in China, with various new and complex problems emerging one after another. Administrative law emphasizes the construction of regulatory structures and the integration of multiple subjects, tools, and relationships through design, in order to achieve consensus through consultation and cooperation, which will promote the vigorous development of Chinese administrative law.

Amid the ongoing expansion, optimization, and fortification of the digital economy, FinTech has progressively emerged as a pivotal catalyst for the transformation and enhancement of the domestic financial sector. Nevertheless, the evolution of FinTech has given rise to a myriad of challenges, including the “too systemic to fail” issue, warranting a comprehensive examination of its implications for financial stability. This paper adopts a macroprudential regulatory lens to gauge financial stability through the measure of systemic financial risk, and scrutinizes the influence and operational mechanism of FinTech development on this systemic risk. Empirical evidence indicates that FinTech development augments systemic financial risk, presenting a dual-threshold phenomenon as the level of development escalates. The contagion effect manifests as the intermediary variable in the model, mediating the impact of FinTech on systemic financial risk. While the exclusive implementation of macroprudential policies exhibits limited efficacy in mitigating systemic financial risk, these policies can effectively temper the impact of FinTech on systemic risk, particularly during economic downturn. The findings offer valuable empirical insights and policy guidance for the ongoing development and regulation of FinTech.
