〔Abstract〕The self revolution of the Party in the new era and new journey is always on the way,and the courage to self revolution is the strategic choice of the Party to jump out of the historical cycle of chaos control. Comprehensive and strict governance of the Party is an essential way for the Party to maintain its vitality and embark on a new path of catching up with the exam. Deeply advancing the new era and new journey,comprehensive and strict governance of the Party is a historical and new mission for the centennial National Congress of the Party to set sail again and the great cause of the future to set sail again. The fresh experience of comprehensive strict governance of the Party in the new era has laid a solid foundation for taking the necessary path of comprehensive strict governance on the new journey of the new era. The scientific plan of the 20th National Congress of the Communist Party of China for comprehensive and strict governance of the Party has provided a new deployment,which has pointed out the direction for the continuous deepening of comprehensive and strict governance of the Party. 〔Abstract〕Socialist modernization,the transcendence of capitalist modernization,is the theory and practice of socialist modernization construction on the basis of capitalist modernization criticism. It has been developing progressively in the changing times,and has successively experienced three forms,namely,Marx and Engels’ modernization criticism theory and practice,the Soviet model’ s Modernization theory and practice,and Chinese modernization theory and practice. It has achieved from “critical” to “constructive” development and transitioned from “traditional” to “modern” mode.

〔Abstract〕The People’ s Congress is an important integration of the whole-process people’ s democracy,and the improvement of which is an important guarantee for implementing the various strategic deployments of Chinese modernisation proposed at the 20th National Congress of the Communist Party of China,and advancing toward the second centenary goal. As China’ s representative body,the mechanisms of opinion detection,expression,consultation,and public participation endow the People’ s Congress with the functions of information dissemination,social mobilization,political absorption,and social integration,which are of great value for promoting Chinese modernisation. Therefore,the clear goal of Chinese modernisation can be regarded as an opportunity and a guideline for the People’ s Congress to promote whole-process people’ s democracy.

〔Abstract〕Improving the poor performance of digital government,and balancing the differences between regional digital governments play a pivotal role in boosting a continuous regional digital transformation. To reveal reasons that result in the poor performance in digital government,this paper analyzed the status quo of the implementation of digital government at the provincial level in China profoundly by the analysis framework of the performance in digital government,which is based on resourse-based theory,and fuzzy-set qualitative comparative analysis. The study found that (1)the resource elements that affect the performance of digital government have multiple-conjunctural causation,(2)financial support,intergovernmental competition,institutional system,the public needs,and the capability of digital service fed into the performance of China’ s regional digital governments,in which the last three reasons played a most significant role in contributing the poor performance of regional digital governments,(3)five configuration paths result in poor performance in digital government,(4)financial support and intergovernmental competition could be substituted for each other,as institutional systems and the public needs do. This paper gives more insights into the complexity of the performance in digital government,and provides reference suggestions for improving the low performance dilemma of digital government.

〔Abstract〕The play of the leadership advantage of CPC is the key to improving the efficiency of government governance. Digital government construction provides a space for exploring the internal mechanism of how the leadership advantage of CPC can be transformed into government governance effectiveness. By integrating organizational technology relationship theory and party and government system theory,a theoretical model of the “organization-technology” interaction under the leadership of CPC has been constructed. That is,it is difficult for digital government construction to achieve a balanced state spontaneously due to the inherent rigidity of technology and organization,and the leadership advantage of CPC is needed to play an intermediary role. Specifically,the leadership advantage of CPC is manifested by leveraging its own strengths in value concepts,organizational structure,leadership system,and leadership behavior to achieve the unity of re-construction of government organization and re-definition of digital technology. This results in the perfect combination of tool rationality and value rationality,the interlocking coupling of government structure and technical network,the seamless connection of offline and online services,and the collaborative efficiency improvement of government system and technical standards. Ultimately,this leads to the sound operation of digital governance and significant improvement in government governance effectiveness.

〔Abstract〕At present,the Party building of non-public enterprises has entered the stage of consolidation and deepening,and how to give better play to the role of Party members in non-public enterprises has increasingly become an urgent problem to be solved in practice and theory. Although previous studies have realized the importance of strengthening the education and management of Party members in non-public enterprises,they have rarely studied the mechanism of playing their role from the perspective of “political psychology and behavior”. Based on faith perspective,social identity theory and internal motivation theory,this study focuses on the relationship between non-public enterprise Party members’ political identity and taking charge and constructs a moderated-mediation model related to loyalty to the Party and public service motivation from the perspective of belief. The analysis of the sample data of 2863 non-public enterprise Party members finds that political identity of the non-public enterprise Party members has a significant positive effect on their taking charge;while,the autonomous loyalty dimension of Party loyalty shows a significant mediating effect in the above relationship,and the mediating effect of autonomous loyalty is moderated by public service motivation.But the controlled loyalty dimension of Party loyalty does not have a significant mediating effect under the moderation of public service motivation at different levels. The research conclusion reveals the action mechanism from non-public enterprise Party members’ political identity into taking charge,which is of great enlightening significance to better play the vanguard and exemplary role of Party members and improve the effectiveness of the work of Party building in non-public enterprises.

〔Abstract〕The difficulties of community autonomy include the lack of initiative of the governance subjects,the obstructed interaction among the governance subjects,and the weakness of subjectivity as well as community awareness on whole community.Political parties have relative independence and political activism to reshape society.Especially when social sectors are impotent while public rationality has not been formed,political parties can act as leading subjects to take up the responsibility of filling the vacuum of social sectors and stimulate social vitality with political behavior. This is the rationale for parties to lead community autonomy,and it is also the basic logic of uniformity between parties’ leadership and community autonomy.Therefore,party organizations in communities can cultivate active subjects,cooperative relationships,and conscious whole residents by taking full advantages of organization,mobilization,interest coordination,and discourse construction,which should conduce to build an organically united and well-ordered association among the governance subjects,so as to achieve the purpose of reshaping the community society and boosting community autonomy.

〔Abstract〕The change of governance in ancient China from enfeoffment system to prefecture and county system is actually a significant change from “grand unification” to “grand centralization”. The prefecture and county system,as a political system,originated from the political practice after the unification of China by the State of Qin. However,under the enfeoffment system,the shier and county governments,as the first level governance institutions,have long existed in various vassal states. The “grand unification” does not specifically refer to the autocratic monarchy system with the prefecture and county system as its content. In fact,the “grand unification” has been formally proposed before,and in fact,the “grand unification” under the enfeoffment system is a cultural order and political symbol centered on the emperor of Zhou Dynasty. Although the Emperor of Zhou declined slightly,he was still the source of the legitimacy of the power of the princes,so he was still at the center of the “world” and as the “Lord of the world ”. The autocratic monarchy with prefecture and county system as its content was called “grand unification ” by later generations,but in fact,it was “grand centralization”,which had risen to a political system rather than a political symbol. This system has been implemented in the history of more than 2000 years,although it was occasionally questioned. In other words,the “grand centralization” of the county system is not an inevitable choice of history,but a vertical power structure relationship maintained by repeated games. As it is the governance logic of authoritarianism,this power structure relationship can only be a passive interaction relationship subject to obedience.

〔Abstract〕As the organizational terminal of civilizational practices,the Centre for Civilizational Practices in the New Era is an important way to implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The operation mechanism and its main frame are the support and guarantee for the Centre for Civilizational Practices in the New Era,and play a key role in the expansion of civilizational practices. However,with the deepening of civilizational practices and the evolution of external environment,the part of operation mechanism frequently presents serious problems. From the perspective of digital embedding,this paper tries to implant digital tools into the main frame of the operation mechanism to solve relevant problems and realize digital transformation. Therefore,it is further expected to promote the resource aggregation and efficiency optimization of the Centre for Civilizational Practices in the New Era under the digital empowerment.

As the “whole process ”is the core characteristics of democratic practice form,the democratic system,democratic performance and democratic value of Whole-Process People’ s Democracy also organically into the grassroots public space,and with the function of public space political integration,social governance and public production function to the state and society,the government and the masses and the collective and individual link together,to the specific situation of grassroots governance,play the role of promoting grassroots good governance. In the new era of socialism with Chinese characteristics,through the structure,the subject and the value of grassroots public space reproduction,reshape its diversity,people and public,to strengthen the grassroots governance system and management ability modernization construction,promote the sustainable development of the Whole-Process People’ s Democracy has extremely important practical significance.

〔Abstract〕The production of publicity of social organizations is an important link in the development of social publicity and the modernization of national governance in China. At present,Chinese social organizations are characterized by duality of government and citizens,incomplete autonomy and limited legitimacy. The merits and demerits of these characteristics derive or separate the production of publicity. The duality of government and citizens makes social organizations produce the publicity of the official and the publicity of the citizens,which are separate but symbiotic. The strategic actions of incomplete autonomy have become the power or drag of publicity of production of social organizations. Limited legitimacy paved the smooth and winding path in the process of publicity production of social organizations. It will be helpful for the development of social organizations and reproduction of publicity in contemporary China to clarify the influence,mechanism and development direction of various characteristics of social organizations on publicity production.
