Xi Jinping's Interpretation of the Connotation,Strategic Positioning,and Practical Strategies on Common Prosperity

Since the 18th National Congress of CPC,Xi Jinping has put forward a series of important discourses on the theoretical and practical issues of common wealth,which have become a fundamental guideline for the solid promotion of shared prosperity in the new era.In the context of socialism with Chinese characteristics,he has interpreted the connotation of common prosperity i.e.,the common prosperity is common prosperity for all,is comprehensive prosperity that satisfies people's needs for a better life,is universal prosperity with reasonable differences.In the context of governance,he has elucidated the strategic positioning of common prosperity i.e.,common prosperity is the essential requirements and fundamental principle of socialism with Chinese characteristics,the important feature and the essential requirements of Chinese modernization,and achieving common prosperity is a major political issue related to the CPC's governing foundation.He has clarified the practical strategy to promote common prosperity i.e.,the “two-step”strategic plan,the practical principles of“encouraging people to achieve prosperity through hard work and innovation,upholding China's basic socialist economic systems,doing everything in our capacity,taking steady and incremental steps”,and focused on the practical approach to high-quality development.

The Ideological Confrontation between Engels and Russian Populists and Its Historical Influence

In the history of Marxism,the relationship between Engels and Russian populism is an unavoidable issue.In the 1870s to 1890s,Friedrich Engels had ideological exchanges with representatives of the Russian populists,such as Peter Lavrov,Peter Tkachov,and Nikolai Danielson.This involved both exchanges of views and theoretical critiques.By criticizing the erroneous views of Russian populism,Engels explained his and Marx's thoughts on the path of social development in Russia,defended the materialist conception of history and the theory of scientific socialism,provided support for the theoretical struggle between Russian Marxists and populists,profoundly influenced the dissemination and development of Marxism in Russia,thus playing a role in connecting the past and the future in the history of Marxism.

In the history of socialist thought,there was a fierce theoretical debate between Lenin and Kautsky regarding the occurrence of the October Revolution in Russia.Their debates were manifested in different theoretical interpretations of whether Russia in backward and crisis can generate progressive revolutionary will,whether Soviet democracy forged a “concerted will”or a “unified opinion”,and whether the will of the revolutionary and wartime periods applies to socialist construction,presenting two ideological orientations of whether revolutionary were “manufactured”or “generated”,showing their different understandings of historical materialism.This debate provides us with ideological inspiration for understanding the relationship between historical materialism and real socialist practice.

Vladimir Lenin's Understanding of the Characteristics of Capital and Its Contemporary Value

In leading the economic construction of the socialist country,Lenin made explorations by introducing small-scale capital into the development of productive forces and formed an important understanding of the characteristics of capital.In his view,capital has two sides.It has both negative aspects such as leading to polarization,inducing wars,and plundering the proletariat,and positive dimensions of promoting the development of productive forces within certain limits.In terms of its scope of influence,capital does not confine itself to the economic sphere but also has the political attributes of corrupting,colluding,and controlling political power.According to Lenin,considering the development of productive forces,the improvement of people's lives,and the consolidation of power,capital was necessary for the construction of socialism in economically and culturally backward countries.But at the same time,it was necessary to strengthen the restraint and supervision of capital.Lenin's capital theory inspires us to look at the status and role of capital historically and dialectically.It is necessary to realize that socialist countries in the capitalist world system cannot be insulated from capital.Meanwhile,it is alsoimportant to regulate the behavior of capital and set“traffic lights”for capital.We should be vigilant against the erosion of capital into politics and always ensure the proletarian nature of the regime.

Conduct,System and Culture:Three Dimensions of Lenin's Anti-bureaucracy Thought

Lenin's anti-bureaucracy thought changed with the development of the Soviet regime.His thoughts can be divided into three dimensions.The first is the conduct dimension.He believed that bureaucracy did not exist under the Soviet regime,and the problem of bureaucracy could be solved through national and people's supervision.The second is the institutional dimension.Lenin discovered that the system of the Soviet regime was one of the reasons for the deterioration of the bureaucracy.He proposed a series of reforms of institutions and departments for this.Finally,the cultural dimension.Lenin believed that cultural backwardness was a deep-seated reason for the severity of bureaucracy,but improving the level of cultural level was a long-term work.Conduct,institution,and culture together constitute the evolution of Lenin's anti-bureaucracy thought.

In the practical process of promoting the modernization of the country,the Communist Party of Vietnam has gradually clarified the intrinsic relationship between the socialist cause and industrialization,as well as between industrialization and modernization,and has found an effective way to accelerate and increase the efficiency of modernization.Through such measures as changing the development concepts in time,constantly improving the development steps,timely adjusting strategic focus,using the scientific and technological revolution as an acceleration lever,developing the socialist-oriented market economy,and integrating into the international community,the Communist Party of Vietnam has gradually shaped a road of modernization with its characteristics in practice and has achieved remarkable results in modernization construction.As a“socialistoriented”modernization led by the Communist Party,Vietnam's modernization not only enriches the practical experience of modernization in socialist countries but also provides a unique Vietnamese sample for developing countries in the world to achieve modernization.

The Basic Experience of the Centennial Theory and Practice of the Japanese Communist Party

The Japanese Communist Party(JCP)is an old party with a history of over a century,which has developed into the largest communist organization in developed capitalist countries and the largest left-wing party in Japan.Over the past hundred years,the Japanese Communist Party has put forward a series of theoretical achievements represented by “Japanese-style socialism”.After the war,it carried out practical activities,mainly focusing on the struggle for parliamentary elections.From the century-long history of the development of the Japanese Communist Party,some basic experiences of its development can be summarized that the continuous promotion of the Japanization of Marxism is the theoretical foundation of its gradual development from immaturity to maturity;the strengthening of party building is the foundation of always maintaining the character of a Marxist party;the adherence to the principle of democratic centralism is the key to the system that has remained for a hundred years;and the struggle for parliamentary elections is the practical move of exploring how developed countries can move towards socialism.Therefore,these basic experiences are not only the valuable wealth of the century-long development of the Japanese Communist Party but also provide some inspiration for other Communist and Workers'Parties.At the same time,they provide a window to recognize and understand the current situation and trends of the development of Communist and Workers'Parties in developed countries.

The Political Transformation of New South Africa and the Response of South African Communist Party

Since the democratic transition in 1994,party politics in South African has gradually formed a pattern in which the African National Congress(ANC)has been dominant for a long time,and other political parties have been unable to challenge it.However,since the second decade of the 21st century,the dominant position of South Africa's ruling party,the ANC,has shown a clear declining trend,and South Africa's party politics is undergoing a profound transformation,which has impacted the South African Communist Party (SACP)'s traditional strategy of exploring the socialist construction.Faced with the new changes in South Africa's party politics,the SACP has increasingly emphasized the importance of the “rebuilding movement”,put forward the slogan of building a socialist movement of the workers and poor,and sought to build socialism with a “bottomup”approach and the building of a broader social movement.The uncertainty of the influence of the“left axis”within the tripartite alliance,the power differentiation within the left-wing camp,and the rise of far-left parties,as well as the weakening and fragmentation of the working class's organizational strength will have a negative impact on the SACP's new exploration of socialism construction with the “bottom-up”approach.

Latin America was the first region in the Third World to initiate modernization,and it is a “laboratory”for latecomers to modernize.Latin America has experienced four modernization strategies:classical liberalism,developmentalism,neoliberalism,and post-neoliberalism,as well as four economic development models:export of primary product,import substitution industrialization,new export orientation,and re-industrialization.The practice of modernization in Latin America has both successful experiences and failed lessons.Latin American countries,especially Brazil,Argentina,and Mexico,which are major economic powers in the region,have provided various experiences and lessons about modernization for developing countries in their exploration of the modernization process.With the rapid development of Sino-Latin America relations,the process of modernization in Latin America has attracted more and more attention from Chinese scholars with different perspectives and views.At present,Latin American countries are still exploring their own paths of modernization that suit their national conditions,and these latest developments are also worthy of our continued follow-up study.

Political Polarization of German Voters under the Impact of Right-wing Populism

The political polarization of German voters has intensified after the Alternative for Germany e ntered the Bundestag.In terms of issue polarization,voters'positions have tended to be more extreme,showing the characteristics of“the left is more left,the right is more right”,while the positions of voters of the center parties are ambiguous.In terms of affective polarization,the aversion between voters of the Alternative for Germany and other political parties has scaled up.While voters'identification with their own party has increased,they have become increasingly resentful of other parties,governments,and political systems.The political polarization of the German voters is closely linked to the rise of right-wing populism.First,the cosmopolitan-communitarian cleavage lays the social structural foundation for the political polarization of voters.The convergence of the Social Democratic Party and CDU/CSU makes voters at both ends of the social cleavage feel a lack of representation and shift towards extreme views.Secondly,the competition between the Alternative for Germany and other political parties has become increasingly ideological.With the detestation between the right-wing populist supporters and opponents,voters are increasingly antagonized.

Great Power Games of Critical Minerals in the Global Clean Energy Transition and China's Response

In the context of global carbon neutrality,the safe,resilient,and sustainable supply of critical minerals for clean energy has become an important guarantee for the energy transition of all countries.However,the situation of the great power game around critical minerals is becoming increasingly obvious,which is reflected in the accelerated introduction of protectionist localization strategies for critical minerals by European and American countries,the accelerated camping of critical mineral supply security cooperation for clean energy by the United States,and the increasing dominance of Europe and the United States in the supply of critical minerals based on“green norms”and “technology standards”,while geopolitical games between major powers have stimulated the rising trend of resource nationalism.This has posed multiple challenges to China's clean energy transition:Europe and the United States have stigmatized and ideologized China's advantages in the production and processing of critical minerals,accelerating “decoupling from China and supply containment”of critical mineral chains under camping dynamics,seeking a locked-in advantage over China's technology standards in the twin transition of greening and digitization and interfering with China's green development and international cooperation through “Western-dominated”environmental and labor norms.As a major global clean energy producer and investor,China urgently needs to improve its capacity for resilient governance in emergency management of critical minerals,innovative research and development capacity,technical standards leading capacity,green soft connectivity capacity,and issue-based cooperation capacity based on “development security”,striving to become the defender for the stability,security,and openness of the global supply chain in clean energy critical minerals.

Global Digital Governance Dilemma and Its Countermeasures under the Vision of Community with a Shared Future for Mankind

While digital transformation provides development opportunities for human society,it also brings challenges to global digital governance,such as the fragmentation of governance systems,collective action dilemma,and uneven distribution of digital power.A community with a shared future for mankind advocated by China transcends digital hegemony with the fundamental principle of fairness and justice,seeks digital development with the practical principle of win-win cooperation,and takes into account the aspirations of multiple subjects with the value concept of openness and inclusiveness,providing values for the construction of a just and reasonable new order of global digital governance.To cope with the dilemma of global digital governance,we should take a community with a shared future for mankind as a practical guide for global digital governance,we should create a community of global digital governance by reshaping institutional norms,promoting digital cooperation,and putting into practice the principles of multilateralism by enhancing digital cooperation,and build value consensus by promoting cultural exchanges.

Enhance the International Discourse Power of Chinese Modernization:Opportunities,Challenges and Paths

Enhancing the international discourse power of Chinese modernization is an urgent need to break the Western questioning and the monopoly of discourse power,and a strategic measure to demonstrate the significance of Chinese modernization in the world.At present,the international extension of the achievements of Chinese modernization,the international shift of Chinese modernization discourse,and the international identification of the concept of Chinese modernization have provided a solid foundation for enhancing the international discourse power of Chinese modernization.Meanwhile,the promotion of the international discourse power of Chinese modernization also faces multiple challenges such as the hegemony of Western modernization discourse,the potential difference in the international academic discourse,the international communication order characterized by“West is strong and China is weak”,and cultural differences and value conflicts between China and the West.In the new journey of the New era,it is necessary to consolidate the practical foundation of the international discourse of Chinese modernization by focusing on national development,construct a theoretical and selfconsistent discourse system of Chinese modernization by promoting the terminology revolution,facilitate the international dissemination of Chinese modernization by promoting the integration of media,and realize the international recognition of Chinese modernization discourse by strengthening moral support.
