An Empirical Analysis of the Motivations of Pro-EU-Exit Voters in Mainstream and Populist EU Parties (5)

【Abstract】Based on data from the European Social Survey (ESS) and a logistic regression model,this paper empirically analyzes the motivations of voters in EU member states who voted for mainstream parties as well as left-,center-,and right-wing populist parties and favored EU exit.The regression results show that the economic factor has played a very limited role,and that voters in all categories are more influenced by specific policies such as immigration issues than by fundamentally held political ideas against European integration.This suggests that these voters do not necessarily deny the positive implications of European integration,and that further EU reforms aimed at alleviating the pressure of populism and Euroscepticism should focus more on specific issues while adhering to the stated goals.

【Abstract】The Biden administration has inherited the overall concept of the Trump administration’s Indo-Pacific Strategy,and has been promoting it politically,economically,diplomatically,and militarily.Politically,the Biden administration has advocated building a new framework for U.S.-China relations; economically,it has sought to develop the U.S.economy to engage in a “frontal confrontation” with China; diplomatically,it has strengthened multilateral relations and building solid alliances; militarily,it has intensified military deployment in the Indo-Pacific region.The Indo-Pacific Strategy of the Biden administration aims to respond to the needs of the American “middle class”,contain China’s growth,and maintain its Indo-Pacific regional hegemony.It has had a negative impact on the sound development of China-U.S.relations and the progress of China’s “Belt and Road” Initiative.At the same time,the Biden administration’s strategy also faces many challenges.China should actively respond to risks,manage differences,strengthen communication and cooperation,and put China-U.S.relations on the track of sound development.

【Abstract】The concept of a community with a shared future for mankind is a “Chinese solution” for global governance.Since the outbreak of COVID-19,upholding the concept of a community with a shared future for mankind,China has been actively donating antipandemic resources and vaccines to developing countries.Southeast Asian countries are taken as a priority in China’s peripheral diplomacy.After the outbreak of COVID-19 in Southeast Asia,China has provided anti-pandemic assistance to the affected countries through Chinese embassies,governments at all levels,NGOs and Chinese-invested enterprises.After COVID-19 vaccines were developed,China donated them to Southeast Asian countries without any delay.While providing anti-pandemic assistance to Southeast Asian countries,China has equally treated all aid recipients.Besides,multi-party participation as well as the bilingual slogans on aid packages also embody the concept of a community with a shared future for mankind.China’s all-round support to Cambodia,Laos and Myanmar,countries that China seeks to build bilateral communities with a shared future,is a great example of China’s efforts in Southeast Asia.In the context of COVID-19,the concept of a community with a shared future for mankind is the action plan for all.

A Study on the Interaction Mechanism of International Organizations in Global Public Health Governance (57)

【Abstract】Against the background of deep globalization,the human society is facing many risks and challenges in public health governance.Influenced by the concept of prioritizing national interests,the traditional global public health governance model,in which the state plays the leading role,has a limited effect.There is an urgent need to build a new global health governance regime,highlighting the role of international organizations,and leveraging the advantages of collaborative governance among international organizations.In global public health governance,international organizations have carried out conceptual and normative interactions,and the trend of collaborative governance is remarkable.Taking the World Health Organization and the World Bank within the United Nations system as examples,this paper analyzes the roles of international organizations in global public health governance with COVID-19 as a case,and explores how interactions among international organizations are carried out.To build a sound mechanism for international organizations to interact and to act,we should adhere to equal consultation,formulate a mechanism of supervision,evaluation,distribution of interest,and incentives,and improve the division of labor among such organizations.

A Study on the Motivation of Chinese Direct Investment in EU Member States (75)

【Abstract】China-EU relations are of growing importance in the relations among major powers,while China-EU trade and investment relations are an important cornerstone supporting this relationship.However,the outbreak of COVID-19 in 2020 has dealt a blow to bilateral investment,and in March 2021,the China-EU Comprehensive Investment Agreement (CIA) was frozen and put on hold only three months after the negotiations completed,bringing uncertainty to direct investment between China and EU member states.This paper,focusing on China’s direct investment in EU member states,analyzes the drivers behind these investments based on data from 2007-2019,with a view to make judgements about future investment prospects.The innovations of this paper are: firstly,the empirical study finds that China’s direct investment in the EU is mainly driven by market-seeking,efficiency-seeking and innovation-seeking motives,while the efficiency-seeking motive is not significant after considering endogeneity; secondly,the political system factor has a positive moderating effect on China’s investment in the EU for market-seeking motives,but not for innovation-seeking motives; thirdly,based on the empirical results,we provide suggestions for the future expansion of Chinese direct investment in the EU.

【Abstract】Since the 2000s,to counter the problem of “growth without transformation”,Sub-Saharan African countries have been promoting economic development and structural transformation through active industry policies.Among these,Rwanda has aimed to transform into a modern-services-oriented economy; the policies taken have so far been quite effective in promoting its growth and transformation.To explain the factors for a government’s effective intervention in structural transformation,this paper develops an analytical framework of “industrial policy—development will—state capacity” and attempts to account for Rwanda’s success.It is argued that its relatively strong state capacity and development will have played a crucial role in achieving the growth and transformation objectives; in particular,the ideology of ruling party,the political landscape and the containment of corruption have significantly shaped the development will of the Rwandan leadership.

A Study on the Impact of the Duterte Administration’s South China Sea Policy on Bilateral Trade Between China and the Philippines (119)

【Abstract】The South China Sea issue is a complex international political challenge that China has faced for a long time,but there is a relatively lack of empirical research on the impact of the issue on the regional economy.Taking the Philippines,which had a fierce conflict with China in the South China Sea,as the subject of study,and using the synthetic control method to create a counterfactual subject—“synthetic Philippines”,we carry out an empirical test to study the impact on the bilateral trade between China and the Philippines after the implementation of the Duterte’s South China Sea Policy.The results show that the policy has a positive impact on the bilateral trade,and the effect is mainly reflected in the Philippines’ import of goods from China and the export of tourism services to China.Finally,this paper puts forward suggestions for China and the Philippines to deal with the South China Sea issue in the future.

Regional Characteristics and Development Prospects of the Shanghai Cooperation Organization (135)

【Abstract】Over the past two decades,the Shanghai Cooperation Organization (SCO)has undergone three stages: initial cooperation,comprehensive cooperation and expanded cooperation.The SCO has now become a model for developing countries to independently engage in regional cooperation in the post-Cold War era.In this process,the SCO has formed a development path with regional characteristics,which include the socialization of values and norms through multilateral interaction,the cohesion of the organization’s development through collective consensus,the expansion of regional cooperation to multiple fields driven by security cooperation,the in-depth development of regional economic cooperation through incrementalism,and the coexistence of regional governance programs through inclusive multilateralism.The uncertainties facing the SCO have increased,the differences among member states have been more pronounced,and member states have developed a more subtle and complex understanding of the SCO.Therefore,it is necessary to fully exploit the initiatives of major powers,mobilize the small and medium-sized member states,consolidate the political leadership of the SCO,and promote the momentum of sustainable development.
