Wang Xiaohong Makes A Video Keynote Speech at the Third United Nations Chiefs of Police Summit

BEIJING, September 2 - The Third United Nations Chiefs of Police Summit (UNCOPS) was held in the United Nations Headquarter in New York on September 1 local time.At the summit, Wang Xiaohong, Minister of Public Security,P. R. China made a video keynote speech.

Wang Xiaohong noted that China has fully implemented the solemn commitments made by President Xi Jinping at the UN Peacekeeping Summit in 2015, and actively participated in UN peacekeeping operations. In April this year, Chinese President Xi Jinping put forward the Global Security Initiative, calling on all countries to stay committed to the vision of common, comprehensive, cooperative and sustainable security. The Initiative provides a new path for eliminating the deficit in peace and solving the dilemma of global governance. In the face of new situation and new challenges of peacekeeping policing, China will firmly implement the Global Security Initiative, continue to hold high the banner of "cooperation, innovation, rule of law and win-win results", support the Action for Peacekeeping Initiative, and give full play to its due role as a permanent member of the Security Council.

In his speech, Wang Xiaohong made four proposals.First, strengthen cooperation and make joint contribution. All parties concerned should be clear that we are a community in which all countries share a common stake, focus on joint efforts to ensure the security of the Mission, and forge more coordinated and closer partnerships. China is ready to strengthen cooperation with the United Nations and all stakeholders, and dispatch more professionals, in particular female police officers to peacekeeping operations. Second,stay committed to reform and innovation. We shall promote the reform and transformation of the United Nations Police to create a new model of flexible, professional and modernized UN policing. China fully supports the reform and capacitybuilding of UN policing. Third, uphold the spirit of the rule of law. We shall adhere to the three basic principles of peacekeeping and strictly follow the mandate and code of conduct to carry out peacekeeping tasks. China is willing to undertake research in cross-cutting issues of comprehensive rule of law in mission areas, undertake programmes such as peacekeeping leadership training, and share the philosophy and practice of China’s rule of law. Fourth, achieve mutual benefit and win-win results. All parties involved should adhere to equality, respect, mutual trust and complementarity.While effectively building up the capacities of PCCs, we shall help the mission areas to achieve self-sustaining development and lasting peace, which is supportive to the realization of the 2030 Agenda. China will continue to provide specialized training for PCCs and dispatch specialized police teams to related mission area.

UNCOPS, the highest-level summit for UN peacekeeping policing, is aimed to pool the wisdom and strength of PCCs and give full play to the role of police in maintaining peace and tackling global security threats. Heads of internal affairs,police and law enforcement departments from 121 countries attended this summit.
