Second, build a more efficient network against transnational crimes. Regional countries should strengthen information sharing, optimize the working mechanism, enhance operational effectiveness, and jointly crack down on telecom and network frauds, cross-border gambling, human trafficking, kidnapping, detention, and other criminal activities. Third, form a more professional law enforcement capacity building system. China will provide short-term training and academic education quota for law enforcement departments in ASEAN member states, propose to establish a talent pool for ASEAN-China law enforcement trainers, and deepen exchanges and cooperation among police academies in the region. Fourth, build a more balanced intra-region social governance pattern.
