Abstract: When the People’s Republic of China was founded, many ethnic groups that had historically been linked by history and culture have become many ethnic entities in modern national construction, and China has become a modern multi-ethnic country. Inter-ethnic political integration of coordinating domestic ethnic relations for ethnic unity has become an important mechanism in order to maintain national unity, and it has become a major issue that the CPC must face in its governance. Proceeding from reality, the CPC first adopted the strategy of institution integration and policy integration, followed with legal system integration. In recent years, it has added the strategy of national integration, thus forming an integrated system and corresponding practice that takes into account both surface logic and underlying logic of ethnic integration, which had achieved the goal of inter-ethnic political integration and effectively maintaining the unity and stability of the country. Nowadays, based on changes and characteristics in domestic inter-ethnic relations, deeply summarizing the experience and lessons in practice, and exploring more adaptable and resilient ways of inter-ethnic political integration are still fundamental issues that must be taken seriously.

Abstract: Digital citizen is the foundation and key driving force of smart governance. The identity of a digital citizen does not exist as a code, but as a user and collaborator of technology in the digital world. Through the transmission process of the digital world to the physical world, it can realize the innovation and empowerment of the citizenship in physical world and digital world synchronously and empower the development of intelligence of the real society. Smart governance is not only the affirmation of human subjectivity, but also the return of human value. As the most active factor in governance, people are also given a new identity in smart governance, that is, a recognized and active digital citizen. Digital citizens are not only different varieties of permutations and combinations of 0 and 1, but also the interactive fusions of human emotional experience and communicative value. It is also an important carrier for digital governance to move towards smart governance. Therefore, exploring the identity construction logic and value realization path of digital citizen can empower smart governance under the new technological conditions, and create a circle structure of positive circulation of digital technology and governance ecology.

Abstract: The urban grassroots governance is faced with the dual dilemma of structural and functional aspects. Solutions such as holistic governance, multiple coordinated governance, and policy networks have responded to the above dilemmas to a certain extent, but there are still many shortcomings. In the era of big data, combining digital governance technology with holistic idea for grassroots governance innovation is a viable new path. The S Town in Hangzhou City promotes structural reorganization through digital governance, fully integrates all available resources at the local level, and reshapes the original governance functions through platform integration, data integration, and business integration to form an “holistic smart governance” model that is both integrated and smart has solved the dilemma and improved the performance of grassroots governance. The main operating mechanisms of “holistic smart governance” include function substitution mechanisms, resource integration mechanisms and multiple interaction mechanisms. In the grassroots digital governance reform, it is necessary to build a unified platform to promote data interoperability, integrate local forces and straighten out the coordination mechanism, adhere to demand orientation and strengthen grassroots consultations, improve the governance network and absorb multiple participation to realize the modernization of urban grassroots governance with the mechanism of “holistic smart governance”.

Abstract: In a modern society themed on speed and efficiency, policy consensus building is gradually patterned as an institutionalized, standardized, technical and normative process. The process of building a policy consensus requires scientific design and planning, and seeking a certain result. This is a process of discovering facts. But in the context of accelerated functioning of society, especially when the field of daily life has emerged since the second half of the 20th century, policy consensus building had been placed in a completely new context. At this point, speed ceased to be the only indicator of policy consensus building. Instead, policy consensus may become a decelerating force for a more balanced and comprehensive development of society, and the construction of policy consensus had also shifted from the process of factual discovery to meaning construction.
