Delimitation of Grain Production Functional Zones: An Empirical Analysis of Fangzi District in Weifang City

Abstract To solve some unreasonable problems in the acceptance process of the delimitation project of grain production functional zones, the acceptance results of grain production functional zones in Fangzi District, Weifang City were elaborated from the aspects of the third party organization, inspectors, expert group, acceptance criteria, acceptance method, acceptance contents, etc., and the overall performance of the project was reviewed. The problems that need to be rectified during the implementation of the project were put forward, and the irrationality of the acceptance and the places that need to be improved were pointed out, which would provide a better guiding value for the delimitation of grain production functional zone and the acceptance and performance evaluation of similar projects.

1 Introduction
In recent years, China has continued to implement the policy of strengthening, benefiting and enriching farmers. As a result, grain has been harvested year after year, and the productivity of agricultural products has been consolidated and increased. However, accelerated urbanization and industrialization have resulted in a serious shortage of land, and the task of ensuring grain supply remains arduous. In order to thoroughly implement the decisions and arrangements of the CPC Central Committee and implement General Secretary Xi Jinping’s new development concept of governance, the five-sphere integrated plan and the four-pronged comprehensive strategy are advanced in a coordinated manner, and the strategy of storing grain in land and technology is implemented to ensure national security of grain production.
Grain production functional zone was first proposed and implemented by Zhejiang Province in 2010, with the purpose of delimitating core areas, strengthening infrastructure investment and construction and fixing their food production functions in the basic farmland protection area of Zhejiang Province, the main grain producing province, so as to stabilize food production capacity and ensure food production safety. The No.1 Central Document in 2015 and 2016 explored the construction of grain production functional zone at the national level, and made guidance advice. The No.1 Central Document in 2017 proposed scientific and reasonable delimitation of grain production functional zone of rice, wheat and corn, and protection zones for the production of important agricultural products such as soybeans, cotton, rapeseed, sugarcane and natural rubber, calling for the implementation of policies to delimitation and establishment of "two zones". All provinces and cities made specific arrangements and deployment for the construction of grain production functional zones and protection zones for important agricultural products according to the No.1 Central Document.
Fangzi District is located in the inland of Shandong Peninsula and southeast of Weifang City, with an area of 412 kmand a cultivated area of about 21 000 ha. The overall terrain is high in the south and low in the north, with low mountains and hills in the south, open alluvial plains in the north, and Weihe and Wenhe alluvial plains in the east. In recent years, relying on the advantages of abundant agriculture and natural resources, Fangzi District has gradually developed into an important guarantee supply base for agricultural products in urban areas of Weifang. , Fangzi District completed the delimitation of grain production functional zone according to the requirements of the task index. In this paper, taking the acceptance of grain production functional zone in Fangzi District as an example, the acceptance procedures of the project are described, which will provide a good reference and guidance for the implementation of related projects.2 Acceptance situation
2.1 Acceptance unit
In order to complete the delimitation work of "two zones" with guaranteed quality and quantity in Weifang City, and ensure inventory results meet the standard requirements of the "two zones" delineated database of the Ministry of Agriculture and Rural Affairs, Jinan Survey and Surveying Research Institute was determined as a third party by public bidding to undertake the acceptance of "two zones" delineated results in Weifang City.2.2 Inspectors
Jinan Institute of Surveying and Mapping organized 12 professionals mainly composed of senior engineers and registered surveyors to form an acceptance team to carry out the acceptance work.2.3 Expert group
The acceptance expert group was composed of 7 experts from Jinan Institute of Surveying and Mapping. The members of the acceptance expert group were engaged in the fields of agricultural resource zoning and investigation, cultivated land quality, surveying and mapping geographic information, spatial database, and archives management.2.4 Acceptance software
ArcGIS and the quality inspection software for the delineated database of "two zones" were formulated and issued by the Ministry of Agriculture and Rural Affairs.3 Acceptance organization

.3.2 Acceptance methods
According to the requirements of national and provincial standards and specifications, and referring to the delineation methods of Cao Duanguanget

and Yuan Wei, sampling inspection was performed through software inspection, manual inspection and field inspection.Software inspection was to check the completeness, standardization and logical consistency of delineated database results of "grain production functional zones" using quality inspection software of "two zones" delineated database uniformly issued by the state. Manual inspection was to check the completeness and standardization of delineated results and to check whether the delineated area had fulfilled the task target through manual means. Field inspection was to select a certain proportion of plots, signs and administrative villages through random sampling to verify the field consistency and accuracy of maps and numbers and the authenticity of public proclamation by means of field survey, Internet+verification proof, satellite navigation positioning,etc.
3.3 Acceptance content
Through the methods of office work audit and office work software testing, whether the contents of management documents, document materials, map results, data results and file management in the delineation project of "grain production functional zones" were complete, reasonable, and in line with the implementation plan and acceptance specifications were examined. Through the methods of office work audit and field work on-the-spot check, whether the delineation plan of "grain production functional zone" was scientific and reasonable, whether the process was reasonable and compliant, whether the results met the delineation requirements, whether the production and establishment of signs met the standard requirements were checked. The latest version of quality inspection software for delineation results of grain production functional zone was used to check whether the delineation database results were accurate or standardized.3.4 Data of acceptance results
The data submitted by Fangzi District Agricultural and Rural Bureau and the work units on the delineation results of "grain production functional zone" mainly included basic collection data, project documents, map results, database results, and table data.3.5 Quantity and proportion of acceptance

) (LNFGZ[2019]No.14), the acceptance expert group conducted office work spot checks on delineation results of 4 streets in Fangzi District, with an average proportion of spot check areas of 56%. At the same time, no less than 4 administrative villages were selected from each street, and 242 plots of 18 administrative villages were selected for field work on-the-spot check.4 Acceptance evaluation
4.1 Overall evaluation
The Fangzi District Agricultural and Rural Bureau formulated work plan and set up the leading group according to the requirements. The units of leading group member closely cooperated with each other, strengthened contact and communication according to their respective functions, cooperated with the operation unit to complete the collection of basic information, actively coordinated the streets with the operation unit to delimit the plot, and implemented the responsibility of management and protection and the establishment of signs and other related work to ensure the smooth implementation of the project. The Fangzi District Agricultural and Rural Bureau applied for the fund for the delineation project of grain production functional zones, and determined the Fourth Geological Team of Shandong Bureau of Geology and Mineral Exploration and Development as the undertaking unit of the delineation project of grain production functional zone through public bidding. The Fangzi District Agricultural and Rural Bureau guaranteed the relevant work funds as required, and strengthened the supervision of the use of funds as required, ensuring the smooth implementation of the delineation project of "grain production functional zone". The Fangzi District Agricultural and Rural Bureau set up a district-level acceptance expert group, carried out district-level acceptance of the delineation project of "grain production functional zone", and issued district-level acceptance report. The acceptance process and standards met the requirements. The operation unit formulated work plans and established relevant work systems in the process of project implementation to ensure the orderly development of delineation work.4.2 Assessment of results
The delineation of "grain production functional zones" in Fangzi District was based on the delineation results of permanent basic farmland, the results of land use investigation and the results of confirmation and registration of contracted land management rights, and the scope of functional zones was preliminarily delineated, combined with regional layout of superior agricultural products, high-standard farmland and planting structure adjustment and other planning data. Through field investigation, the delineated scopes were verified and identified, and the boundaries of the area and plot were comprehensively determined and numbered. According to the quality grade classification results of the existing cultivated land and agricultural infrastructure construction, the cultivated land quality grade, agricultural infrastructure status and other information of specific plots were recorded, and the plot attributes of "grain production functional zones" were recorded, to establish electronic map and database. The working methods and investigation procedures of the work unit for the preparation and delineation of results met the requirements of the specification.The mapping accuracy, coordinate conversion accuracy, DOM resolution and layer registration accuracy of the delineation project of "grain production functional zones" meet the requirements of theAcceptance

).The database elements were relatively complete, including administrative and regional boundaries, ownership boundaries, basic farmland regional elements, blocks, plots, farmland irrigation and drainage projects and DOM images. The relationship between database attribute structure and topology was basically correct, which met the requirements of database construction. The coincidence rate between plots in the database and actual plots was 95.87%, which met the requirement that the coincidence rate between plots in "grain production functional zones" and actual plots is no less than 95%.
5 Problems and rectification
5.1 Existing problems
The major problems are as follows: image fails to cover all administrative region; management principal type and name are inconsistent in database; some paper data (questionnaires) are inconsistent with the database; part of summary tables are lacked; some town-level public drawings have no signature and seal; the drawing time of village-level public figure is wrong; the names of management body in some management responsibility letters are inconsistent with the official seal; the location of the sign is not indicated in the town-level spatial distribution map; roads, construction land, pits and woodlands larger than 1m in the plot are not deducted; there are high standard farmland dot features are not shown in the map.5.2 Rectifying opinions
The missing information should be supplemented, and the corresponding official seal must be affixed; paper data inconsistent with data in the database must be improved; the location of the signs in the spatial distribution map must be clearly marked; the information of database must be improved and managed, so that the information is complete and the type corresponds to the name; the roads, ditches, construction land and conditions not conforming to cultivated land in the plots discovered by field inspection must be cut and adjusted; high-standard farmland construction should be comprehensively surveyed, and dotted and linear surface features must be figured.6 Acceptance conclusions and discussion
6.1 Conclusions
The delineation work plan of "grain production functional zones" in Fangzi District is reasonable, and the delineation method is advanced. The delineation procedure is in good compliance with the technical requirements ofTechnical

). Project management files, documents and map data results are complete and integrated; the data used are true, legal and real-time; the data are highly accurate; and the delineation results are reasonable.6.2 Discussion
Taking the acceptance procedure of grain production functional zones in Fangzi District as an example, this paper makes a comprehensive statement from the third party organization, inspectors, expert group, acceptance criteria, acceptance method, acceptance contents,etc.
, and acceptance evaluation is formed, which is of good reference significance for acceptance of grain production functional zone project and similar farmland delineation projects. However, due to the shortage of personnel and large workload of acceptance, the third-party institutions of the acceptance unit can only carry out sampling inspection in a proportional form in the field inspection, instead of checking each block, which inevitably leads to loopholes. Meantime, acceptance inspection focuses on the acceptance of the designated area, that is, the task index, but ignores the evaluation of the designated quality, that is, the actual grain production capacity of the farmland, which can not reflect the quality of the designated farmland well. Therefore, the acceptance methods and standards need to be further improved and enhanced in the future work.杂志排行
