Zhang Baoming, Zhao Guangjun, Li Shuai & Liang Peidong

Abstract: Words from the author: On the 100th anniversary of the founding of the Chinese communist party, it is particularly important to date back the early theoretical construction of the party and study the major details. The very period when the Chinese communist party was about to establish and after its founding marked the climax of the Sinicization of Marxist theory. To study the climax, those early publications of the party can serve as the indicators. During the period, the most important things would be the promotion and communication of the Marxism and socialism, and many publications such as LA JEUNESSE, The Guide and The weekly Review were the main platforms to promote these theories. The conversations by writing analyze the socialism promotion by studying the comments on journals such as LA JEUNESSE and The weekly Review, and it also researches the guidance of socialist theory to revolutionary practices from the perspective of the relationships between these publications, and the socialization of socialism promotion from the perspective of publications as a community. The research is gradually expanded. These publications indicate how the party promotes socialism in early days. The relevance with these publications as the core can construct the community attribute of political promotion from public opinion, communication and reading. From the relevance of these publications, the interaction between the construction of Marxism and the Chinese revolutionary practice can be found. The theoretical construction of the party in early days is a systematical work, while the cases in the conversations only reflect part of this systematical work. To celebrate the centenary of the founding of the Party, we hope the authors' view can bring insights to readers.

Abstract: The development of technologies such as the Internet, big data, and cloud computing has attracted widespread attention from governments, enterprises, and society, and moreover the state has issued policies one after another to promote the extensive and in-depth application of information technology. Information technology application policy with its own characteristics has shown a different formation path from general public policy. This paper conducts a case study on the formation of information technology application policies in the field of government procurement from the perspective of the relationship between technology and organization as well as policy formation. The study finds that the development of information technology is the prerequisite and endogenous driving force for the formation of information technology application policies; the application of information technology is a key factor in the formation of policies, which provides practical basis and material experience for putting policies on the agenda and drafting policy plans; at the same time, actors such as local governments and information technology enterprises have continuously interacted with the central government through institutional or non-institutional channels, attracting the attention of central government and pushing issues to the policy agenda.

Abstract: Housing asset is an important asset in the daily life of households, so the change of housing asset value directly affects the wealth income and consumption expenditure of every resident. With the current declining of economic growth systematically studying the impact of changes of housing asset value on residents' consumption has great strategic significance to expand domestic demand. Based on household micro data (CFPS), this paper empirically tests the impact of housing asset value and household asset structure on household consumption. The results shows that the rise in housing asset value has a significant role in promoting residents' consumption, and the increase in the proportion of housing assets had a restraining effect on residents' consumption from 2012 to 2016 which in turn changed into a promoting effect in 2018; For the families with multiple properties and high-income families, the high proportion of housing assets is not conducive to the increase of household consumption expenditure; From the evaluation of the policy effect, the central government's "stable house price" policy increases the residents' stable expectation of the development of the real estate market, and has a significant role in promoting family consumption.

Zhang Jie, Wang Wenkai

(Institute of China' Economic Reform & Development, Renmin University of China, Beijing 100872,China)

Abstract: How to scientifically understand the many effects of infrastructure construction on China's economic growth has become one of the important research propositions for Chinese scholars. Based on the design of reasonable exogenous instrumental variables, this paper has examined the effect from road intensity at the level of cities and regions in China on regional urban-rural income gap and its endogenous mechanism. The reasonable empirical finding is that the construction and improvement of road infrastructure at the level of cities and regions in China has a significant mitigating effect on the urban-rural income gap in a certain region, and furthermore, the magnitude of this mitigation has been proved to be quite significant. Specifically a one-unit increase in regional road density will reduce a 1.40 percentage point in this gap. The subsequent analysis shows that the construction and improvement of road infrastructure had a greater increasing marginal effect to the income of rural residents than to that of urban residents in a certain region, thus a chase effect between the income of rural residents and that of urban which has been achieved through the expansion effect and productivity's facilitation effect of the tertiary sector in the same region. This proves that under the current situation, the transfer and agglomeration effect of factors to the tertiary sector brought by the construction and improvement of transportation infrastructure is the core mechanism that contributes to gradually bridging the urban-rural income gap in China. The empirical findings of this paper demonstrate that the construction and improvement of transportation infrastructure play a unique role in China's economic development, and also provide important policy ideas for mitigating China's current income inequality.

InstantandOccurrence-occsion

Tao Jianwen

(SchoolofMarxism,SouthChinaUniversityofTechnology,Guangzhou510640,China)

Abstract: As a very important concept in science, instant is involved in every scientific measurement with time as a parameter. But it does not exist in pure perception. It is at most the result of mathematicalization of time and can be defined related to mathematical concepts. Instant is empirically expressed by time measurement which is as uncertain as the inner time consciousness of human being. The instant of uncertainty has the characteristics of survival planning, so occurrence-occsion is the more appropriate term for instant according to survival experience. If instant or occurrence-occsion is meaningful for human being instead of time, the science of occurrence-occsion can provide methods to understant the unsolved problems by the previous mechanical time viewpoints.

Zhang Fuwen

(School of Marxism, Henan Polytechnic university, Jiaozuo 454000,China).

Abstract: The "Anti-corruption" in the early period of New China refers to a large-scale anti-corruption movement carried out under the direct leadership of Mao Zedong and the Central Committee of the Communist Party of China. To combat the severe corruption in that period, the CPC Central Committee set up an organization specifically responsible for "Anti-corruption" to give instructions and guidance, approve typical experiences, propose specific methods and correct work bias; and the committee observing the principle of seeking truth from facts recovered ill-gotten gains, decided on verdicts, and improved the relevant legal system to deepen this action . As an important attempt to control corruption in the history of New China, the "Anti-corruption", cleansed the sludge left behind by the old society by severely punishing corruption, and achieved the expected effects of curbing corruption, remolding the ideology, educating the masses, correcting the social moral and purifying discipline. It has not only created an upright political ecology and social atmosphere for the reform of new China, but also laid a good political foundation for the subsequently profound socialist revolution and large-scale socialist construction.
