中国重庆市丰都县&墨西哥瓜纳华托州瓜纳华托市缔结友好城市

2021年11月10日（墨西哥时间11月9日），中国重庆市丰都县与墨西哥瓜纳华托州瓜纳华托市在线上举行建立友好城市关系协议书签署仪式。丰都县政府县长唐守渊与瓜纳华托市市长马里奥·阿莱杭德罗·纳瓦罗共同签署友好城市关系协议书，重庆市人民对外友好协会副会长王广成主持签署仪式。

根据协议内容，丰都县和瓜纳华托市致力于增进两地人民的了解和友谊，支持和促进两地全方位互利友好合作关系的发展。两地将以建立友好城市关系为起点，共同促进两地人民的相互了解和友好交流;基于平等互利的原则，两地将通过充分利用各自资源，积极开展经贸、文化艺术、旅游、教育等领域的交流合作，实现优势互补，促进共同发展。此外，两地领导和有关部门将保持常态联系，及时就双方交流与合作事宜以及共同关心的问题进行协商。

丰都地处三峡库区腹心，历史文化悠久、旅游资源丰富、区位优势明显且产业基础雄厚，是中国首批对外开放县和全国优秀旅游城区，以“鬼城”名扬中外，以“惩恶扬善，唯善呈和”为特质的“上善文化”传承千年，享有“中国神曲之乡”美誉。

瓜纳华托市是瓜纳华托州的首府，城市依山而建，是世界文化旅游名城，也是一座著名的国际文化交流城市。其大型国际文化交流节—恩科托国际电影节、塞万提斯国际艺术节是这座城市甚至拉美地区的名片。

丰都和瓜纳华托同属国际旅游文化名城，拥有独特的艺术文化和传统，在产业发展、人才交流、文化旅游发展等方面有着较强的互补性和广阔合作空间。2018年12月，丰都代表团赴瓜纳华托市访问，深入开展文化交流与旅游推介活动，并签署了《中华人民共和国重庆市丰都县与墨西哥瓜纳华托州瓜纳华托市建立友好城市关系意向书》，自此开启友好交往序幕。之后，在双方政府的大力主导和中国外文局的帮助下，双方友好关系持续稳定发展。此次友城协议签署，标志着两地友好合作关系迈上一个新起点，随着协议内容的有效实施，将更多地惠及两地人民。

中国与墨西哥于1972年2月14日建交，至今，两国已签署了70多项结对协议、友好关系协约和技术、文化、经济合作项目协定，这些协议对深化双方了解和开展多层面合作都发挥着巨大作用。2022年2月14日，将迎来中墨建交50周年，届时，将举办内容丰富的庆祝活动。

“共同祝愿丰都和瓜纳华托结好！”

瓜纳华托市市长马里奥·阿莱杭德罗·纳瓦罗：

尽管距离遥远、文化迥异，瓜纳华托和丰都却有不少共同的地方，使它们别具一格。两地都是国际旅游胜地，都拥有世界文化遗产，都有丰富的传说、传统和对亡灵的尊崇，并通过不同的艺术形式表现出来。此次签署的友好合作协议将见证我们的友谊，让两地继续相互学习、彼此合作，把两个城市建设得更加美好。

丰都县委书记张国忠：

此次签约结好是跨越太平洋的“云端之约”，是深化和丰富中墨传统友谊的具体行动，也标志着发展两地友好合作关系迈上了一个新起点。希望双方在中墨两国领导人的擘画指引下，沿着中墨友好的航向，用心用情用力把协议内容项目化、清单化，不断推动双方人员互访、经贸互通、发展互动，努力形成互动互补、互惠互利的发展态势，共同助力两地的交流与合作开出灿烂的友谊之花，结出丰硕的务实之果。

今天签署的协议是两国友好、民间合作和中墨全面战略伙伴关系活力的又一例证，地方政府间的交流互动在这一关系中变得日益重要。相信随着经济、文化、旅游、教育各领域合作项目的实施，该协议将为瓜纳华托和丰都人民带来美好成果。中墨两国地方政府间存在很多合作機会，墨西哥驻华大使馆将持续不断地支持两国地方政府间的交流与合作。

On November 10 （November 9， time in Mexico）， Fengdu County， Chongqing， China and Guanajuato City， Guanajuato， Mexico held an online signing ceremony of the Agreement on Establishing Sister City Relations. Tang Shouyuan， mayor of Fengdu County Government， and Mario Alejandro Navarro Saldaña， mayor of Guanajuato City， jointly signed the Agreement on Establishing Sister City Relations， with the signing ceremony presided over by Wang Guangcheng， vice president of the Chongqing People's Association for Friendship with Foreign Countries.

According to the Agreement， Fengdu County and Guanajuato City will commit themselves to strengthening understanding and friendship between the two peoples， as well as supporting and enhancing the all-round， reciprocal and friendly cooperation relations of both places. Taking the establishment of sister city relations as the starting point， the two places will jointly advance mutual understanding and friendly exchanges between their peoples; based on the principle of equality and mutual benefit， they will actively roll out exchanges and cooperation in the fields of economy and trade， culture and art， tourism， education and personnel， etc. with full utilization of respective resources， so as to achieve advantage complementarity and promote common development; in addition， leaders and relevant departments on both sides will keep regular contact to discuss bilateral exchanges and cooperation and problems of shared interest.

Nestled in the hinterland of Three Gorges Reservoir Region， Fengdu boasts profound history and culture， rich tourism resources， obvious regional advantages and strong industrial foundation. As one of the first batch of opening-up counties and outstanding tourist cities in China， it is always known as the "Ghost City" at home and abroad， with time-honored cultural heritage of "benevolence culture" characterized by "punishing the evil while advocating the good as only goodness brings harmony"， and is hailed as "hometown of Chinese divine songs".

Guanajuato City， the capital of Guanajuato State built along the mountain， is a world-renowned cultural tourism city and a famous international cultural exchange city. Its large-scale international cultural exchange festivals — Guanajuato International Film Festival and International Cervantino Festival are the icons of the city and even Latin America.

Both as renowned international tourism and cultural cities with unique art culture and tradition， Fengdu and Guanajuato enjoy strong complementarity and broad cooperation space in industry development， talent exchange， cultural tourism development， and other fields. In December 2018， Fengdu delegation visited Guanajuato City for in-depth cultural exchanges and tourism promotion events， and signed the Letter of Intent for Establishing Sister City Relations between Fengdu County， Chongqing， the People's Republic of China and Guanajuato City， Guanajuato State， Mexico， opening the prelude to friendly exchanges since that time. After that， under the vigorous promotion of both governments and the assistance of China International Publishing Group， the friendly relations between the two sides evolve continuously and stably. The signing ceremony of the Agreement marks a brand-new starting point achieved by the friendly cooperation ties between the two places， and both peoples will benefit more from the effective implementation of the Agreement.

Since the establishment of diplomatic relations on February 14， 1972， China and Mexico have signed over 70 pairing agreements， agreements on friendly relations and agreements on technical， cultural and economic cooperation projects， which have played an enormous role in deepening bilateral understanding and carrying out multi-level cooperation. On February 14， 2022， we will usher in the 50th anniversary of the establishment of diplomatic relations between China and Mexico. Celebration events in enrich forms are to be held for the occasion.

Mario Alejandro Navarro Saldaña， mayor of Guanajuato City：

Despite a long distance apart and cultural discrepancies， Guanajuato and Fengdu have many things unique yet in common. International tourist resorts with world cultural heritage， rich folklore， traditions and worship for the dead， both places express such elements via various artistic forms. With the signing of agreement on friendly cooperation witnessing our friendship， the places will continue learning from and working with each other， and building both cities into better places.

Zhang Guozhong， secretary of CPC Fengdu County Committee：

The Agreement is signed as a cloud pact spanning the Pacific Ocean， and a concrete action to deepen and enrich the traditional friendship between China and Mexico， as well as a fresh starting point for the development of bilateral friendly cooperation ties. I hope that under the guiding instruction of Chinese and Mexican leaders， both sides would flesh out projects and lists according to the Agreement contents whole-heartedly and vigorously on the trajectory of China-Mexico friendship， constantly promote bilateral personnel exchange visits， interconnected economy and trade as well as interactive development， strive to form a development momentum of synergy， complementarity， mutual benefit and reciprocity， jointly contribute to blossoming bilateral exchanges and cooperation so that practical fruits will be borne.

Ricardo Ballesteros， director of the Political Department of the Mexican Embassy in China：

The Agreement signed today again exemplifies the vitality of the amity of both countries， people-to-people cooperation， as well as the China-Mexico comprehensive strategic partnership， in which exchanges and interactions between local governments have seen growing importance. I believe that with the rollout of cooperation projects in economy， culture， tourism， education and other fields according to the Agreement， positive results will be yielded for people in Guanajuato and Fengdu. Cooperation opportunities between the local Chinese and Mexican governments are by no means scarce. The Mexican Embassy in China will continue to support the exchanges and cooperation between the local governments of the two countries.

Wang Guangcheng， vice president of the Chongqing People's Association for Friendship with Foreign Countries：

This signing ceremony marks a new starting point for the development of bilateral friendly ties. I hope that the two places will strengthen exchanges and docking， tap into cooperation potential， actively carry out cooperation in the fields such as economy and trade， culture and art， tourism， ecology， science and technology， etc.， and jointly push forward the sustainable and in-depth development of bilateral relations.
