Exploration of the New Leap of the “Belt and Road” Leading Regional Economic Development

Abstract： With the continuous development and progress of science and technology in China， the speed of economic development is also constantly improving， but Chinese regional economic development is not coordinated enough， which has become one of the main factors hindering the development of Chinese comprehensive capacity. There are many factors that cause the uncoordinated regional economic development， and the emergence of the “Belt and Road” initiative can provide some assistance for the uncoordinated regional economic development to a certain extent， reduce the economic differences between regions， and play a promoting role for Chinese regional economic development.

Chinese economic development gradually steps into the new normal， when our country's economy and globalization produced a certain degree of convergence. In combination with Chinese current economic situation and the world's economic situation， it is necessary to use the “Belt and Road” initiative to innovate economic development and give the right guidance. Regional economic coordination and sustainable development can make scientific and rational allocation of resources and promote the realization of China's socialist construction.

I. Overview of the “Belt and Road” Initiative

（i） The “Belt and Road” Initiative is an Important Continuation of Regional Economic Development

There is a certain imbalance in the long-term development of Chinese economy. Chinese regional economic development started from the reform and opening up， experienced some periods of unbalanced development， and then gradually developed. The development strategy of unbalanced regions requires the rational integration of regional resources and policies， and implements effective economic management in some key regions. The rational implementation of such economic strategies can not only narrow domestic regional economic differences， but also have the opportunity to catch up with developed countries. In addition， the effective adjustment and coordination of resources promote the economic differences between the central and western regions of China to a certain extent. At this time， the “Belt and Road” initiative can effectively deploy the economic development mode and provide correct guidance for the coordinated development of regional economy.

（ii） The “Belt and Road” Initiative Can Cope with the Current Economic Deployment

Since the beginning of the 21st century， economic development has produced a certain phenomenon of resetting， and Chinese western development and northeast revitalization plan not only made the regional economic development in the western region rebound， but also narrowed the differences between regions， however， the overall economic development still has a certain distance. Under the background of social system adjustment， Chinese economy has entered a new normal， which makes the economic development speed slow down gradually. And because the risks of economic development are gradually emerging， the industrial surplus in some regions has led to the emergence of more debt problems in the region. The implementation of the “Belt and Road” initiative can effectively solve the existing problems， and carry out reasonable regulation， so that the economic problems in the region can be coordinated development.

II. Discordant Factors in Regional Economic Development

（i） Natural Factors

At present， Chinese economic growth is mainly based on the system， supplemented by the coordination of resource allocation， to ensure the improvement of regional resource allocation efficiency. Developing the scientific and technological system， adjusting the policy system， and improving the quality of allocation can better provide assistance for regional economic development. In the regional structure of China， the geographical location of the central region and the western region has certain limitations， which make these two regions have some disadvantages compared with other regions and their economic development efficiency is low. The adjustment of economic resources in other regions can develop steadily towards the central and western regions and contribute to the coordinated development of the regions. The eastern part of China has certain advantages in basic resources. Some coastal areas are close to neighboring countries， which also make them have better economic and trade channels， establish more abundant maritime transport routes and achieve maritime economic development. The transportation in the eastern coastal area is very convenient. When foreign enterprises make investment， they will bring some capital and talents. These external basic supports indirectly promote the economic development of the eastern region and make the eastern region realize relatively complete system reform. Compared with the eastern region， the central region and the western region have fewer natural resources and more mountainous areas， which make the central region and the western region suffer from certain geographical obstacles. The economic development level of its neighboring countries is relatively low， and it is unable to realize high-quality foreign investment introduction. In addition， the infrastructure in the central and western regions is not perfect enough， which makes it have a certain impact on the introduction of resources. Lack of talents is also one of the problems in the central and western regions. The eastern region not only has a large population， its talent base is also relatively sound， which has formed an unbalanced development state.

（ii） The system of economic development is not balanced

Since Chinese reform and opening up， the coastal areas have achieved rapid and stable economic development， and their social system is relatively perfect. In this case， Chinese regulation of human resources and economic resources needs to carry out the corresponding key cultivation and development; especially some special economic zones have implemented in-depth development of technology， which makes them form a certain economic dependence. While the strategic deployment of the central and western regions makes them can only follow the development pace of the coastal areas， which unable to carry out the actual economic strategy. In the process of economic development， the central and western regions have certain restrictions on the guidance of market resources and forces， which reduces the accuracy of the guidance of economic development. The energy base of the central region and the western region has the corresponding reserve advantages， which has also become an important economic base. However， the transportation is not developed enough and there is no mature logistics support， so the advantages of natural resources cannot be demonstrated. Especially in some alpine areas， such as Xinjiang and Tibet， it takes a lot of time and investment to carry out transportation construction in these areas， so the country has certain considerations when carrying out transportation construction. The central and western regions are weak in attracting social investment， and some industries are hindered by the lack of good financing channels. A series of influences on the central region and the western region will make its economic development unable to be equal to that of the eastern region. Therefore， the country needs to carry out reasonable macro-control on the central region. Only in this way can the resources be reasonably mobilized and the coordinated development of regional economy be promoted.

III. The “Belt and Road” Initiative Regional Economic Development New Span Exploration

（i）  Improving the System for Coordinated Regional Development

The “Belt and Road” is the Chinese major initiative to deepen foreign cooperation and build a pattern of economic development. It is also an important basis for win-win cooperation and can provide support for the great rejuvenation of the Chinese nation. At the same time， it can also promote the continuous improvement of regional economic growth mode， further enhance the level of the central regional economy， and realize the new type of cooperation， which plays a certain role in the cross-regional development. The scientific understanding of the "Belt and Road" initiative can provide certain integration opportunities for regional economic development， and continuously promote the implementation of the "Belt and Road" initiative in combination with its own advantages， so as to ensure the strengthening of Chinese economic level. From the perspective of Chinese economic development， the implementation of the “Belt and Road” initiative has created certain conditions for deepening the reform， strengthened the interconnection between different regions， and promoted the regional economy to gain more vitality and functions in the development process. From the perspective of the regional economic development strategy， the implementation of giving consideration to both the land and sea can lay a foundation for the realization of the new regional development pattern， while reasonable docking and integration can realize the three-dimensional transportation network of the trinity and boost economic domestic demand [1].

In the context of overall regional economic development， it is necessary for relevant departments to effectively coordinate support points and establish a relatively overall economic coordination pattern. Policies of relevant provinces， cities and regions should always be based on the “Belt and Road” initiative in the formulation process. In formulating economic policies， coastal cities need to follow the correct guidance of the “Belt and Road” and fully implement the adjustment content to make it consistent with the “Belt and Road” initiative. Only to realize the reasonable adjustment of regional economic function， can we realize the continuous optimization of human resources; only by putting the regional economic rights into the central decision-making can we avoid the institutional obstacles caused by the coordinated development across regions.

（ii） Promoting Balanced Regional Services and Establishing a System of Ecological Cooperation

In order to further narrow the differences between regions and better coordinate the development of urban areas， it is necessary to improve the quality of its economic development， place the work center in the regional public services， and master the development path of the “Belt and Road”. We will strengthen people's livelihood in the central and western regions， formulate specific adjustment policies， and vigorously promote the management of coastal areas so that they can achieve regional integration and achieve cross-regional employment from a macro perspective. With the help of modern information technology to establish the corresponding service platform， so that people in different regions can enjoy public service policies. Due to the long-term continuous construction in the eastern region of China， the population pressure is great， and there is great pressure in the implementation of ecological resources protection. The implementation of the “Belt and Road” initiative will accelerate the establishment and improvement of the regional ecological system and provide certain correct guidance for the development of the eastern region. In addition， the actual development and utilization of energy in the central and western regions have also played a scientific planning effect， pointing out the direction for the development of the central and western regions. The implementation of the "Belt and Road" initiative can adjust the development direction of the times， continuously optimize the production and development of energy， practice the circular economy model， establish the theme of ecological and environmental cooperation， and lead the leapfrog development of regional economy. Different regions have different characteristics and positioning. Therefore， under the leadership of the "Belt and Road" initiative， regional economic characteristics need to be constantly adjusted to optimize regional connotation in combination with the development of the times. Focusing on the current， the development of regional characteristic economy can bring certain economic benefits and improve the regional economic index. However， with an eye to long-term development， regional characteristic economy cannot be duplicated in the "Belt and Road" initiative. The region needs to combine with the actual situation， formulate the corresponding development direction， not only to maintain local characteristics， but also to avoid large fluctuations [2].

IV. Conclusion

To sum up， the implementation of coordination analysis of regional economic development under the background of the "Belt and Road" initiative can promote the effective development of Chinese social economy and solve the problem of uncoordinated distribution of resources. By carrying out leapfrog research on regional economic development， it strengthens our comprehensive national strength and lays a foundation for the realization of socialist construction. In the process of implementing the economic development in each region of China， it is necessary to seize the opportunity of the times， improve regional infrastructure to ensure sustainable development of the region's economy.

摘要：随着我国科学技术的不断发展和进步，经济发展速度也在不断提升，但是我国区域经济发展还不够协调，这成为碍我国综合能力发展的主要因素之一。造成区域经济发展不协调的因素有很多，而“一带一路”倡议的出现可以在一定上为区域经济发展不协调提供一定辅助，缩小区域之间的经济差异，为我国区域经济发展起到推动作用。
