Extended Thinking on reform of quantum Society of China

【Abstract】The quantum characters of particles also apply to the human society in 21st century. Many countries including China have gradually entered into the club of quantum society, it means the policies on education, economy, culture and politics should be adjusted accordingly. This article attempts to explore some practical thoughts on those critical issues.

The quantum characters of particles are described as wave-particle duality, state uncertainty, entanglement, etc.  The quantum characters also apply to the modern human society.

Ⅰ. Quantum characteristics of society in 21st century

The contribution and influence of quantum theory to the world is growing up along with further quantum research and quantum usage, and the quantum society in the 21st century has become more outstanding with the development of science, economy and education.

1. Country Development is more dependent on quality of each citizen in 21st century.21st-century citizens will gain more knowledge and broader information since the rapid improvement on science and technology, the more democratic and free social system will provide protection on the development of human resources. Every country has realized the high level competition on the high-tech industry, service industry even the agriculture, will be more dependent on citizens knowledge and skills, the relationship between the country and its quality of citizen has become closer and more straightforward.

Meanwhile, in response to the explosion of knowledge and the rapid development of science and technology, the randomness and uncertainty will rise on behaviors of the new era citizens accordingly, and the behaviors for the future human will be harder to predict. Therefore, it is particularly important to push legal education and build rationality for citizens in 21st century.

2. Frequency of quantum transitions will get higher in 21st century. The 21st century is an era of knowledge economy, there are more innovations on science, economy, and cultures etc. quantum transitions with higher frequencies continue to emerge from individuals, industries and countries. From the industry perspective, the industries are making impressive progress, such as transportation, telecommunication, information broadcast, medical, universe exploration, etc. In the current era, competitions among individuals are becoming more significant, and the countrys competition will be strengthened profoundly with the improvement on quality of citizens, and scientific research capabilities.

3. Entanglement on social cooperation will be more prominent in 21st century. In terms of the rapid changes and uncertainty in the modern world, the world vision and the position of countries will become more and more complex, ambiguous and random. Align with further social division process, the individual relationships and country relationships are still tangled together because of various co-operations, it has presented similar responses and behaviors like quantum entanglement.

These outstanding quantum characters in the new 21st century will naturally inspire appeal for social reform on policies in every country.

Ⅱ. Quantum oriented social reform of China in 21st century

The 19th China National Congress has proclaimed innovation and openness to strengthen the country, proposed that Chinese economic development mode should be shifted from natural resources centric to human resources centric.

The characters of quantum society of China has appeared expressly, So,.the goal of developing of China must adapt to the characteristics of quantum society. But how to adapt? the answer is that it requires systematic changes in education, economy, culture, and government strategy, etc.

1. Quantum-oriented education. As the quantum characters of 21st century society become more explicit, the relationship between citizen quality and social development is getting closer, the education to improving the quality of citizens should be prioritized in national development strategies.

Most of developing countries currently are still taking the standardized education approach in accordance with the reality of large population and insufficient financial budget, the ties between citizens and national development plan are not relatively strong, and the country development plan is more dependent on natural resources. While in most developed countries, the education system is quantum-oriented with respect to individual differences from early childhood development to advance education, because of their relatively small populations and high investment in education. The quantum-oriented education is the key to build spirits of originality and innovation for citizens, and perhaps this is one reason that innovation-based countries are more competitive than other countries.

Every country should choose a proper education model align with the facts on actual education and economy reality. Quantum-oriented education is an education corresponding on “uncertainty”, “complexity” and “change” of the quantum era, which respects individual differences. It is an interactive education that is more suitable for specific individual development. For the developing countries like China, it is the time to implement quantum oriented education incrementally.

2. Quantum-oriented economic development trend. With regard to microscopic quantum-oriented fundament of social economic development, Peter St. J. of the Massachusetts Institute of Technology proposed the concept of “learning organization” early in the 20th century; Danah Zohar of Oxford University proposed the concept of quantum management; In the United States, Hua Neta Brown and others proposed the micro-operation mode of the “world cafe” based on “learning organization”; In Japan Inamori Kazuo created amoeba tissue management in the process of corporation operation. When entered into 21st century, there have been more and more reports on the maker economy and the micro-economy. Many entrepreneurs have gradually realized the quantum characters of the society. Like the company Haier (China), announces “everyone is a maker”, some companies provides maker platform for micro or small groups, these are all good examples of the research and practice on quantum-oriented economic development model. Every countrys Entrepreneurs should gradually transfer the standardized industrial manufactory to the quantum individual centric manufactory to meet the complex needs of consumers.

3. Quantum oriented culture development. There are two kinds of social culture in the world, one is the mass culture that is acquiescent to standard and unification, the other is the personal heroism culture that intends to pursue personal value like freedom and individual potentials.

Nowadays the developing countries are more likely to accept the mass culture to meet the needs of rapid economic development. Mass culture can maximally unify people and rapidly achieve the goal of national development. Mass culture is adequate at the beginning stage of national development, but when the economy development moves to a higher level, it will rely on citizen innovation to create a sustainable economy, the power of social development starts to show insufficient, because the mass culture may suppress the spirits of innovation and creation from individual citizens, furthermore the mass culture will gradually turn to obstacles to the innovation based economy development, eventually this may lead to stopping and destroying he innovation economy.

In the reverse, the developed countries have established social policies and legal systems to protect individual freedom, rights and creativity, and it turns to a quantum-oriented culture which is individual value-based. The quantum-oriented culture is the foundation to support the innovative and sustainable economy in the developed countries.

4. Quantum-oriented government policy reform. In the 21st century quantum society, governments must also take initiative on proposing quantum idea and make corresponding policy changes around civic education, economy, culture, legal, medical and government etc.

The 21st century governments should pay more attention to improving citizen quality through school education, social education and citizen lifelong education, encouraging the development of quantum-oriented enterprise activities, advocating individual value based culture, and making policy change on government work, organization architecture, and government behaviors, to meet the requirements of quantum society in 21st century.

In summary, the quantum characters of the modern era are becoming prominent, the development of the country is increasingly dependent on the quality of citizens. The country like China to build an innovative society, should realize the necessity to start a quantum-oriented reform on education, economy, culture, government policies and so on.
