凭祥:做热通道、做实口岸、做活旅游
——专访凭祥市委书记、广西凭祥综合保税区管委会常务副主任王方红

千年雄关新时代,丝路凭祥果飘香。在中国众多沿边城市中,广西凭祥从2015年以来就保持着中国最大陆路水果进出口口岸的地位。面对如此骄人的成绩,凭祥再接再厉,不断拓展发展格局、提升发展水平。

凭祥火车站旁,新建的铁路进境水果指定口岸项目工地一派繁忙;凭祥市边境贸易货物监管中心里,目前全国海关最先进的H986查验设施正在高效运转;中越友谊关—友谊国际口岸货运专用通道上,“三合一”验放系统助力快捷通关……这是一个日新月异的凭祥,这是一个迈进新时代、绘就新篇章的凭祥。

迈进新时代的凭祥将如何再书新华章?凭祥市委书记、广西凭祥综合保税区管委会常务副主任王方红近日在接受本刊记者专访时给出了自己的答案。

升级基建,做热通道经济

在中国西南,与东盟国家陆地接壤的城市不止凭祥,但唯有凭祥称得上是中国—东盟最便捷的陆路大通道。它有多便捷呢?据王方红书记介绍,开车从凭祥到越南河内只需要3个小时,到泰国曼谷只需要26~28小时,到新加坡需65~68小时。

“以泰国曼谷为例,从广州走海运到曼谷大概需要7~8天时间,而从凭祥走陆路到曼谷只需要1~1.5天,虽然陆路成本相对于海运成本贵了1/3,但是节约了大概2/3的时间。对于效率至上的企业,用1/3的价格买2/3的时间,总成本还是降低的。”王方红书记给记者算了一笔账,“除了跟海运比,凭祥与其他陆路通道相比,在运费上也便宜1/4左右,这也是不少企业选择凭祥通道的一个原因。”

得益于这样的通道优势,凭祥近年来成为中国—东盟贸易进出口的重要通道,一车车东南亚水果、电子产品、红木、海产品等等从这里送往中国与东盟各城市。凭祥已然成为了广西构建面向东盟的国际大通道中的重要一环。而在“一带一路”、中新互联互通南向通道稳步建设的大背景下,凭祥继续把通道做热,不仅将更好地服务中国—东盟的贸易往来,也将更好地参与南向通道的建设,衔接“一带一路”。

王方红书记表示,目前,在巨大的运输需求下,凭祥的通道建设压力仍然不小。因此,凭祥将通过推动4项基础设施的建设、提升通关服务水平等举措,打开格局、做热通道。

2017年9月,中越友谊关—友谊口岸国际货运专用通道正式通车,在一定程度上提升了友谊关口岸的通关便利性。“2018年,我们将继续推动南向通道中越‘两国一检’项目,建设‘一路一桥一场一区’,即实现中越友谊关—友谊口岸货运专用通道拓宽工程(一路)、左辅山二桥及友谊关口岸卡口改扩建工程(一桥)、‘两国一检’查验货场中方区域场地平整工程(一场)、入境车辆候检区(一区)全面开工建设。”王方红书记说,“另外3个项目包括,建设浦寨—新清国际货运专用通道(越方段),启动弄怀—谷楠货运专用通道前期工作,以及建设凭祥(铁路)进境水果指定口岸。”王方红书记特别提到,2018年年内作为国家一类口岸的铁路口岸将投入使用,届时,凭祥的通道潜力将进一步得到释放。

而在软件方面,友谊关口岸也将通过“单一窗口”、口岸电子智能通关系统等,缩短货物通关时间,服务凭祥通道经济的发展。

瞄准产业,做实口岸经济

依托通道优势,凭祥在进出口贸易方面交出了一份份亮眼的答卷。据王方红书记介绍,2017年凭祥水果进出口货量(含互市)达 235万吨,同比增长15.47%。截至2018年5月31日,凭祥市边境贸易货物监管中心累计完成交易约34.48万辆次(含互市小型货车),同比增长17.09%;进出口货物量累计完成交易约117.75万吨,同比增长9.86%。

如此多的货物和车辆从凭祥通道进出,但给凭祥当地留下的资源并不多。如何让资源愿意留在凭祥,为当地创造更多价值?王方红书记认为必须做实口岸经济。

“我们将通过发展口岸加工业、物流业、电商等产业来做实口岸经济。”王方红书记向记者表示,在口岸加工业方面,凭祥主要瞄准水(坚)果加工、电子产品加工、红木加工三大产业。“凭祥在这三大产业方面都有较为良好的基础,目前口岸专业市场初具规模,中国—东盟水果城、中国红木城等专业市场已顺利投入运行。而凭祥货源充足、品质好、跨境劳务成本较低等优势都成为了吸引企业聚集的亮点。”

目前,凭祥已吸引盐津铺子、山东沙土食品、佰秀农农副产品、越香园乳制品等一批项目落户投产,实现了凭祥边贸农副产品落地加工、越南独资加工的零突破。在加工业方兴未艾的同时,电商的种子也在凭祥悄然发芽。

“凭祥连续4年上榜‘中国县域电子商务发展百佳县’,这给我们发展电商产业和物流产业提供了信心。我们正依托广西凭祥综合保税区的政策优势和区位条件,大力发展跨境电商产业,通过对现有微小电商进行规范化管理,为中国—东盟消费者购买跨境产品提供更好的服务。”王方红书记说,“我们还将出台现代物流业扶持激励政策,大力引进培育物流龙头企业,整合现有小企业的资源,‘化零为整’,真正实现优化配置。2017年我们已经成功引进了捷递集团中国总部和富士康准时达绿色物流中心落户。相信未来,物流、电商、口岸加工等产业会为凭祥发展提供新的动能。”

依托优势,做活文化旅游

近年来,边境城市利用沿边资源纷纷发展起跨境旅游。而凭祥作为中国优秀旅游城市,不仅拥有千年雄关的历史底蕴,也富有民族与异域风情,在发展跨境旅游上底气十足。据王方红书记介绍,2017年凭祥7个口岸出入境人员总数达1020万人次,其中旅游往来人员稳步增长。

凭祥友谊关

“目前,凭祥已经打造了中越跨境自驾游特色旅游产品,开展有越南自驾游、越南—老挝2国自驾游、越南—老挝—泰国3国自驾游、越南—柬埔寨—泰国—老挝4国自驾游、越南—柬埔寨—泰国—老挝—缅甸5国自驾环线游等。”王方红书记说,“据统计,自2010年以来,通过友谊关口岸出入境的自驾车旅游团数共132个,自驾车辆达到1536辆,随车游客达5430人次。同时,我们利用2017年7月30日友谊关口岸落地签证业务正式办理的契机,积极培育入境旅游市场,截至2018年6月底,已有1.75万人次的越南游客通过办理落地签入境游中国。”

而在中越双方的共同推动下,2018年7月底,中越两国将正式开通中国广西—越南谅山的跨国自驾车旅游线路。届时,从友谊关口岸出境前往越南谅山的中方自驾车旅游团(含汽车、摩托车)可到谅山同登口岸经济区范围游览;越南入境中国旅游自驾车旅游团(含汽车、摩托车)可到广西崇左市、南宁市辖区范围游览。

王方红书记表示,下一步,凭祥一方面将重点开展中国广西—越南谅山跨国自驾车旅游试点工作,在实践中及时调整,力争在2019年实现该线路的常态化运行;另一方面将争取中越双方给予持《中华人民共和国出入境通行证(边境旅游专用)》的旅游团队灵活选择出入境口岸,并可到越南其他边境省份游览的许可,以形成凭祥—谅山—河内—下龙—东兴旅游环线;此外,还将探索推进浦寨—新清中越边境旅游试验区建设,让旅游产业惠及更多普通人。

有了旅游汇聚人气、产业提供动能、通道畅达资源,迈进新时代的凭祥必将书写更精彩的华章。

Pingxiang Embracing a New Era of Development with Corridors, Ports and Tourism— Exclusive Interview with Wang Fanghong, Secretary of the CPC Pingxiang Municipal Committee and Executive Deputy Director of Management Committee of Guangxi Pingxiang Integrated Free Trade Zone

Filled with the sweet aroma of fruits, millenniaold Pingxiang embraces a new era of development. Located in the southwest of south China’s Guangxi Zhuang Autonomous Region,Pingxiang has remained the largest land port for the import and export of fruits in China since 2015.With the impressive achievements, Pingxiang has been making persistent efforts to further expand and improve its development.

Beside the Pingxiang Railway Station, a new railway port designated for importing fruits is being constructed; at a border trade cargo supervision center, the H986 X-ray inspection machine, a stateof-the-art facility used by the customs departments,is operating; and on a special freight route linking China’s Friendship Gate Port and Vietnam’s Friendship Port, a new check and release system is helping facilitate customs clearance. Entering the new era, Pingxiang has been witnessing a series of profound changes.

How will Pingxiang continue to write a brand new chapter of its remarkable development in the new era? In an exclusive interview with China-ASEAN Panorama, Wang Fanghong, Secretary of the Communist Party of China (CPC) Pingxiang Municipal Committee and Executive Deputy Director of the Management Committee of Guangxi Pingxiang Integrated Free Trade Zone, gave his answers.

Developing corridor economy through better infrastructure

Among all the cities bordering ASEAN countries in southwestern China, Pingxiang provides the most convenient land access to ASEAN. According to Wang Fanghong, it takes merely three hours to drive from Pingxiang to Hanoi in Vietnam, 26 to 28 hours to Bangkok in Thailand, and 65 to 68 hours to Singapore.

“Take Thailand’s Bangkok as an example. It takes about seven to eight days for cargoes to be transported from Guangzhou to Bangkok by sea, while the time can be reduced to only one to one and a half days if they are transported from Pingxiang by road. Even though the costs of land transport are one third higher than those of maritime transport, the time can be saved by two thirds. For companies putting efficiency first, the overall costs are in fact lowered in this way,”said Wang Fanghong. “Besides, the expenses of land transport from Pingxiang are also one fourth cheaper than those from other routes. That is why so many companies have their goods transported from here.”

Due to its geographical advantage, Pingxiang has become an important corridor for China-ASEAN import and export trade in recent years, with various commodities such as fruits from Southeast Asia,electronic products, rosewood, and marine products transported from here to other parts of China and ASEAN countries. The city has been a key link in Guangxi’s efforts to build itself into an international passage to ASEAN. And by tapping into its corridor advantage, Pingxiang can better serve China-ASEAN trade, participate in the development of the China-Singapore Connectivity Initiative — Southern Transport Corridor, and connect the Silk Road Economic Belt and the 21stCentury Maritime Silk Road.

However, Wang Fanghong said that facing the current huge transport demand, Pingxiang is still seeing great pressure in corridor construction. Therefore, it will take an array of measures, including advancing infrastructure construction and improving customs clearance, to upgrade its transport framework and accelerate corridor building.

On September 2017, the special freight route linking China’s Friendship Gate Port and Vietnam’s Friendship Port was of ficially open to traffic, boosting customs clearance of the Port of Pingxiang Friendship Pass. “In 2018, we will continue to push forward with the ‘two countries,one inspection’ system, and complete four infrastructure projects, namely the widening of the special freight route running through China’s Friendship Gate Port and Vietnam’s Friendship Port, upgrading and extension of the second bridge of Zuofu Mountain and the Port of Pingxiang Friendship Pass, leveling of the inspection field belonging to China under the ‘two countries, one inspection’ system,and construction of an inspection area of vehicles entering China,” said Wang Fanghong.“Another three projects will also be initiated,including the building of Puzhai-Tan Thanh freight route (Vietnamese section), preliminary work of Nonghuai-Ku Nam freight route, and construction of the railway port designated for importing fruits.” He also mentioned that, the railway port will be put into use within 2018,which can further unlock Pingxiang’s corridors potentials.

In software, the Port of Pingxiang Friendship Pass will try to cut the time for cargo clearance through the single-window platform and intelligent customs clearance system, thus to better serve Pingxiang’s corridor economic development.

Growing port economy via targeted industries

Based on its corridor advantages, Pingxiang has made notable achievements in import and export trade. According to Wang Fanghong, in 2017, the import and export volume of fruits in Pingxiang reached 2.35 million metric tons, representing a year-on-year increase of 15.47 percent. As of May 31, 2018, the number of transactions conducted in the Pingxiang Border Trade Cargo Supervision Center stood at 344,800, posting a 17.09 percent growth on a year-on-year basis;and the volume of transactions of imported and exported goods totaled 1.1775 million metric tons, up by 9.86 percent year-on-year.

Despite the high number of goods transported from and vehicles passing through Pingxiang,there are not many resources left for the city.How can government keep the resources at hand to create more values for local people? Wang Fanghong presented his answer: Developing port economy.

“We will develop port economy through the port processing, logistics, and E-commerce industries,” he said, adding that in terms of port processing, Pingxiang mainly focuses on fruit, electronic and rosewood processing.“Pingxiang has a good foundation for these three major processing industries. At the moment, Pingxiang’s port market has begun to take shape, and the China-ASEAN (Pingxiang)Fruit City and China-ASEAN (Pingxiang)Rosewood International Shopping Center have been put into operation. The city has attracted many enterprises for its ample supply of quality goods and low costs of cross-border labor.”

At present, Pingxiang has attracted a number of enterprises, including Yanjin Shop Food Co.,Ltd., Shandong Shatu Food Co., Ltd., Pingxiang Baixiunong Agricultural and Sideline Products Processing Co., Ltd., and Guangxi Viet Huong Vien Dairy Joint Stock Company. Apart from the booming processing industries, Pingxiang’s E-commerce is also growing.

“Pingxiang has been listed among the‘National Top 100 Counties for E-commerce Development’ for four consecutive years, which greatly boosts our confidence in developing E-commerce and logistics industries. By making use of the geographical location and preferential policies of Guangxi Pingxiang Integrated Free Trade Zone, we are vigorously developing crossborder E-commerce, and standardizing existing micro and small E-commerce enterprises, so as to provide better services for China-ASEAN cross-border trade,” said Wang Fanghong.“We will also unveil incentive policies to support modern logistics, bring in and nurture leading logistics enterprises, and consolidate the resources for existing small enterprises to achieve optimized allocation. In 2017,Overland Total Logistics Co., Ltd. relocated its headquarters to Pingxiang, and JUSDA, a service platform of supply chain management for Foxconn Technology Group, also set up a logistics center here. I believe that logistics,E-commerce and port processing industries will offer new growth drivers for Pingxiang’s future development.”

Capitalizing on border advantage to develop cultural tourism

In recent years, many border cities have started to develop cross-border tourism with their border resources. As one of the top tourist cities of China, Pingxiang boasts profound history and colorful ethnic and exotic cultures. Hence, it has a sound basis for developing cross-border tourism.According to Wang Fanghong, the number of people passing through the seven border ports of Dongxing amounted to 10.2 million in 2017, with tourist numbers keeping growing steadily.

“Currently, Pingxiang has created several cross-border self-driving tour routes that connect Vietnam, Laos, Thailand, Cambodia and Myanmar,” he said. “Statistics show that since 2010, the number of self-driving tourist groups passing through the Port of Pingxiang Friendship Pass is 132,with 1,536 self-driving tourist cars and 5,430 tourists. At the same time, we are cultivating inbound tourism market by launching visa upon arrival at the Port of Pingxiang Friendship Pass starting from July 30, 2017. By the end of June 2018, a total of 17,500 Vietnamese tourists came to China with visa upon arrival.

In addition, under the joint efforts of both countries, at the end of July 2018,China and Vietnam officially launched a cross-border self-driving route from Guangxi to Lang Son. From that time on,Chinese self-driving tourist groups exiting from the Port of Pingxiang Friendship Pass can travel to Dong Dang Border Gate Economic Zone in Lang Son; and Vietnamese self-driving tourist groups are allowed to visit Congzuo and Nanning in Guangxi.

Wang Fanghong stated that next,Pingxiang will, on one hand, move forward with the pilot work on Guangxi-Lang Son cross-border self-driving tourism, making proper adjustments, so as to strive for regular operation of the route in 2019. On the other hand, it will try to forge an agreement with Vietnam on granting freedom to choose border ports to tourist groups with People’s Republic of China Entry and Exit Permit(Border Tourism Exclusive), and enabling them to travel at other Vietnamese border provinces, in an attempt to form a Pingxiang-Lang Son-Hanoi-Ha Long-Dongxing tour route. Moreover, Pingxiang will explore and advance the building of Puzhai-Tan Thanh border tourism demonstration zone, delivering the benefits of tourism development to more people.

Gaining popularity through tourism,attracting resources from corridor construction, and driven by industrial development, Pingxiang is sure to write a more splendid chapter in the new ear.
