上海亚信峰会:中亚各国期待重现“丝绸之路”的繁荣

5月20日,亚洲相互协作与信任措施会议(简称“亚信”)第四次峰会在上海举行。来自俄罗斯、哈萨克斯坦、乌兹别克斯坦、吉尔吉斯、塔吉克斯坦和土库曼斯坦等中亚(即亚洲中部地区)国家领导人参会。会上,国家主席习近平分别会见了与会国家领导人。会见中,中亚各国领导人纷纷期待重现“丝绸之路”的繁荣。
习近平在同俄罗斯总统普京举行会谈时表示,两国元首就中俄关系及重大国际和地区问题深入交换意见,达成高度一致。两国元首对当前中俄关系全方位、多层次顺利发展表示满意,决定不断扩大和深化务实合作,把中俄全面战略协作伙伴关系推向更高水平。
在谈到丝绸之路经济带时,习近平说,要对接丝绸之路经济带和俄罗斯跨欧亚铁路建设,拉动两国经贸往来和毗邻地区开发开放,共享欧亚大通道和欧亚大市场。对此,普京表示,俄方支持建设丝绸之路经济带,促进交通基础设施互联互通,欢迎中方参与俄罗斯远东地区开发。
建设丝绸之路经济带,中亚国家是否积极参与意义重大。
中亚毗邻中国西部地区,是中国与欧洲的连接地带,重要的地理位置奠定了中亚各国在“丝绸之路经济带”构建过程中具有核心地位。中亚各国如何评价“丝绸之路经济带”以及是否会参与经济带的建设,将是中国在制定相关政策时需要予以考虑的重要因素。
乌兹别克斯坦是中亚重要国家,也是丝绸之路沿线重要国家。亚信峰会上,习近平在会见乌兹别克斯坦总统卡里莫夫时指出,中乌发展战略互补性和契合点很多,双方要抓住共建丝绸之路经济带机遇,扩大经贸、能源、基础设施建设等领域合作。对此,卡里莫夫表示,乌方愿积极参与建设丝绸之路经济带,促进经贸往来和互联互通,把乌兹别克斯坦的发展同中国的繁荣更紧密联系在一起。
同时,习近平在同哈萨克斯坦总统纳扎尔巴耶夫、吉尔吉斯斯坦总统阿坦巴耶夫举行会谈时,分别就中哈、中吉关系以及共同关心的国际和地区问题深入交换意见。谈到丝绸之路经济带的建设时,纳扎尔巴耶夫表示,哈方积极支持和参与丝绸之路经济带建设,拉动经贸、交通和边境口岸基础设施建设、金融等领域合作。会谈后,纳扎尔巴耶夫在习近平见证下,接受了“丝绸之路和平奖”。该奖由中国民间发起、社会各界参与评选,由丝绸之路和平奖委员会颁发,宗旨是弘扬丝绸之路精神,表彰为维护世界和平、促进地区稳定、民族和解作出杰出贡献的各国团体和人士。阿坦巴耶夫也表示,吉方愿意积极参与丝绸之路经济带建设,促进两国经贸往来、基础设施互联互通和人文交流。
CICA Shanghai Summit: Central Asian countries hope to reproduce the Silk Road prosperity
The Fourth Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) was held in Shanghai on May 20. Present at the summit were leaders from Russia and Central Asian countries including Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, and Turkmenistan. At the summit, Chinese President Xi Jinping held individual meetings with these leaders. During the meetings, leaders of Central Asian countries all expressed their hopes of reproducing the Silk Road prosperity.
During the meeting with Russian President Putin, Xi Jinping said the heads of the two countries should exchange opinions about China-Russia relations and major international and regional issues to reach a strong consensus. They both expressed their satisfaction with the current situation where China-Russia relations are developing on all fronts and at all levels. They decided to continuously expand and intensify pragmatic cooperation in furtherance of this strategic partnership.
When talking about the Silk Road economic belt, Xi Jinping said the economic belt should work together with Russia's Trans-Eurasian Railway under construction to boost China-Russia trade and facilitate the development and opening-up of areas along this route. This provides shared access to the Eurasian artery and market. Putin expressed Russia's support for constructing the Silk Road economic belt and interconnecting transport infrastructure. He also said China was welcome to get involved in the development of Russia's Far East region.
Central Asian countries' participation means a lot to the construction of the Silk Road economic belt.
Central Asia borders West China and connects China to Europe. This pivotal geographic location has created core roles for Central Asian countries to play in the construction of the Silk Road economic belt. How Central Asian countries assess the Silk Road economic belt and whether they participate are important factors for China to consider in making relevant policy.
Uzbekistan is a major country in Central Asia and along the Silk Road. During the meeting with Uzbek President Karimov, Xi Jinping pointed out that the two countries had a large number of areas where to supplement each other, and he viewed the common efforts to build the Silk Road as an opportunity for the two countries to intensify cooperation in fi elds like trade, energy, and infrastructure. Karimov said Uzbekistan was willing to play an active part in the construction of the Silk Road as a way to promote trade and infrastructure interconnection between the two countries, linking Uzbekistan's development more closely to China's prosperity.
During the meeting with Kazakhstani President Nazarbaev and Kyrgyzstani President Atambayev, Xi Jinping exchanged opinions with them on China's relations with their respective countries as well as international and regional issues of common interest. Talking about the construction of the Silk Road economic belt, Nazarbaev said Kazakhstan was fully supportive of this undertaking to deepen cooperation in trade, transport infrastructure, border port facilities, and finance. After the meeting, Nazarbaev accepted the Silk Road Peace Prize in the presence of Xi Jinping. This prize is the result of a nongovernmental effort to spread the Silk Road spirit and praise organizations and individuals from different countries who have contributed to world peace, regional stability, and national reconciliation. Recipients were picked by various sectors of Chinese society, and the prize was awarded by the Silk Road Peace Prize Committee. Atambayev also expressed Kyrgyzstan's willingness to take part in the construction of the Silk Road economic belt, facilitate trade, infrastructure interconnection, and cultural exchange..
