Energy efficiency and environmental protection industry plan focuses
on supporting six sectors

China has basically completed the drafting of the Plan for Development of Energy Efficiency and Environmental Protection Industry,and the industry has been listed on the top of the list of the seven strategic emerging industries designated by the states.The plan is jointly formulated by the National Development and Reform Commission (NDRC)，the Ministry of Environmental Protection and other related departments.

The plan has fixed six sectors for priority supports in terms of fiscal,taxation and financial policy,namely high efficient energy saving technology and equipment,high efficient energy saving products,en-ergy saving service,advanced environmental technology and equipment,environmental products and environmental service.

For energy saving industry,first,the country will develop high energy efficient technology and equipment including boiler furnace,motor and dragging equipment,equipmnet for utilization of waste heat and waste pressure,energy saving monitoring technology and equipment,rare earth permanedt magnet ore-free motor for key demonstration and popularization project,and new heat-electricity integration central heating technology based on absorption heat transfer,Second,it will develop high efficient energy saving products,including household and commercial-use electric appliances,lighting products,building materials and motor vehicles,with focus on research and development (R&D) on new energy-efficient vehicles and supporting systems.Third,it will develop energy saving service industry and support energy saving service companies to provide such services as diagnosis,design,financing,transformation and operation energy for energy users.

For environmental protection industry,first,the country will develop advanced environmental protection technology and equipment,covering equipment for sewage,garbage,dsulfuration and dinitration,treatment of high-purity organic wastewater,soil remediation and monitoring,with priority giving to technology and equipment of membrane bio-reactor,denitrifying phosphours removal,cyanobacterial control and sludge harmless treatment.Second,it will develop environmental protection products,including materials and medical agent,membrane materials for key R&D and industrialization demonstration,high-performance penetration resistance materials,dinitration catalyst,solid waste disposal curing agent and stabilizer,and p e rsistent organic pollutant substitute.Third,it will establish an environmental protection industry service system in terms of financing and investment,engineering design and construction,facility operation and maintenance,technical consulting and training,and strengthen license operation for pollution control facilities.

According to an estimation made by related association,the output value of China's environmental protection industry reached RMB1.71 trillion in the end of 2009,the energy saving service companies registered in the energy saving association exceeded 500,and the urban sewage and garbage operation companies numbered over,1,000.The investment in urban sewage and garbage,smoke and air disulfuration and dinitration facility construction and the operation service size are both forecast to exceed RMB600 billion in 2010-2015.
