市委书记两次致辞，济南展示敞门纳才的共赢信心

濟南，连续3年做同一件事。

去年，在济南市2023届大学生毕业典礼上，中共山东省委常委、济南市委书记刘强在致辞里感慨，“时间过得飞快”。

时间确实过得飞快。

一转眼，这已经是济南第三次，以城市之名为大学生举办毕业典礼。这也是刘强书记到任以来，第二次在毕业典礼上致辞。

时间确实过得飞快。

济南这座城市，正处于建设强省会的关键期、机遇期、黄金期。济南正以时不我待的紧迫感奋力提升城市能级，更能感受到时间之针的旋转。

市委书记的致辞，是这座城市的自我推介，更是一次重要的城市实力与信心的展示。

这一次，我又特意找出了市委书记前后两年的致辞原文。反复读了读，从中感受到了城市之变，从中感受到了爱才之切，留人之诚。

说一千道一万，最重要的留才之招，是城市的成长力，是留下来能有大作为的硬实力。

也就是说，热情洋溢的致辞背后，必须有热火朝天的城市实干为支撑。

城市之变，是市委书记敢于敞门纳才的底气。

2022年，济南作为“科创中国”首批试点城市，综合科技创新指数稳居全省首位，在国家创新型城市中居第13位。

2022年，济南数字经济核心产业规模接近6000亿元、在2022数字经济城市排行榜中居全国第6位。

在济南，全市拥有全国重点实验室11家，省实验室3家、省重点实验室112家；国家企业技术中心32家、省级技术创新中心30家，院士工作站272家。

在济南，拥有高新技术企业5716家、入库科技型中小企业7613家，国家级和省级专精特新企业1438家。

还有几个数字，需要特意一提。去年落实高校毕业生各类创业补贴5700多万元，发放创业担保贷款4.6亿元，青年创业孵化基地在孵企业1万多户，带动就业10万人。

济南是拼搏之城，是干事创业之城，是实现梦想之城。济南敢承诺的，必兑现。

这一切，正如刘强书记所说，在济南，同学们只要有志向就会有机会，只要有本事就会有舞台。

选择济南，将是人生中第二次正确的选择。

四年前，很多人在填报志愿时，选择了济南。四年后的今天，在人生的又一个关键时刻，很多人继续再一次选择济南。

刘强书记说，过去1年济南新增青年人才13.59万，其中大学生12.3万、硕士及以上研究生学历近1.2万。

这是年轻人对济南投下的信任票。

济南不会辜负每一份信任。年轻人也要勇敢地走上城市舞台，拼出自己的精彩。

城市不负我，我不负城市。

“毕业，当燃在济南”，这是今年大学生毕业典礼的主题语。

燃起激情，燃起梦想。

城市，要燃。

每一次的毕业典礼致辞，都等于一次城市“成绩单”发布。要有新料发布，要有新的喜悦分享。城市的建设者们，必须更加拼搏，才能为来年的致辞增添新华章。

城市新人，要燃。

今天的济南，正在加快建设“强新优富美高”新时代社会主义现代化强省会，亟需新的力量注入。城市的新市民，需要尽快融入城市接续奋斗，才能为来年的致辞提供最好的例证。

共赢，是这场选择的最佳结局。

来济南吧，留在济南！一起成长，一起奋斗，一起共享未来。

Jinan has been engaged in this endeavour for three consecutive years. Recently， Liu Qiang， secretary of the CPC Jinan Municipal Committee， expressed his sentiments in a speech， noting the rapid passage of time. He made this speech at the graduation ceremony of Jinans Class of 2023.

Time truly does fly. In the blink of an eye， this marked the third occasion that Jinan had held a graduation ceremony for university students on behalf of the city. It was also the second time that Secretary Liu Qiang has delivered a speech at a graduation ceremony since his arrival.

With the aim of becoming a strong provincial capital， Jinan is working with a sense of urgency to improve the citys capacity， with the understanding that time is of the essence.

The secretarys speech was an insightful self-portrayal of the city and an important demonstration of the citys strength and confidence.

In conclusion， it is evident that the citys growth and strength are crucial in retaining talent， which is also a valuable asset that encourages individuals to achieve remarkable feats.

There are plenty of opportunities for young people here， which serves as a testament to the sincerity of the warm welcome speech.

The citys transformation has been a source of great pride for the secretary， who has been eager to share the citys achievements with the world. In 2022， Jinan was selected as one of the first pilot cities of "Science and Innovation China"， and was recognised as the provinces top performer in terms of comprehensive science and technology innovation. It also ranked 13th among the national innovative cities.

In 2022， the core industry scale of Jinans digital economy was approximately 600 billion yuan， ranking 6th in the 2022 Digital Economy City List.

Jinan is home to a number of significant research facilities， including 11 national key laboratories， 3 provincial key laboratories， 112 provincial key laboratories， 32 national enterprise technology centres， 30 provincial technology innovation centres and 272 academician workplaces.

We are proud to say that there are 5，716 high-tech enterprises， 7，613 science and technologybased small and medium-sized enterprises， and 1，438 national and provincial specialized and advanced enterprises that produce new and unique products.

We would also like to mention a few other figures that we believe are worth mentioning. Last year， Jinan implemented more than 57 million yuan of various types of entrepreneurship subsidies for university graduates， issued 460 million yuan of guaranteed loans for entrepreneurship， and nurtured more than 10，000 enterprises in youth entrepreneurship incubation bases， leading to the employment of 100，000 people.

Jinan is a city of commitment， a city of entrepreneurship， and a city of dreams. Jinan is a city that is committed to achieving its promises. As Liu Qiang said， students will have opportunities as long as they have ambition， and they will succeed as long as they have ability.

Four years ago， many people chose to come to Jinan when they applied to university. Four years later， many of them have chosen to stay in Jinan at another critical moment in their lives.

According to Secretary Liu Qiang， Jinan welcomed 135，900 young talents last year， including 123，000 college students and nearly 12，000 with masters degrees and above. This is a vote of confidence from the youth. Jinan values every trust. Young people should be brave enough to step onto the citys stage and seek their own success.

This years graduation ceremony for university students in Jinan will be themed "Graduation， an Exciting Experience". It is our hope that this event will be a source of inspiration and motivation for all those graduates.

We believe that passion is the driving force behind dreams. The city of Jinan is a vibrant and dynamic place， and we are proud to be part of its growth and development. Every graduation speech is an opportunity to celebrate the citys achievements and share the joy of new beginnings.

As the citys builders， we recognize the importance of working together to shape its future. We must work harder to open a new chapter and distill the speech for the coming year.
