世界排名前十位的国际货代物流企业——汉宏物流于1980年进入中国市场,2019年起,全面融入共建“一带一路”物流大通道;与重庆有关部門、开放平台、通道运营平台等紧密合作,打造连接欧洲、中亚、南亚市场的物流枢纽中心,为重庆内陆开放注入源源不绝的动力。汉宏物流(中国)有限公司中国区铁路部经理吴博接受本刊记者专访,畅谈助力“重庆制造”“走出去”、海外整车“运进来”。
将沿海地区成熟物流经验带到重庆
近年来,重庆持续加强与共建“一带一路”国家在消费领域的交流合作,加速与国际接轨,消费水平与消费能级不断提升。十年前,重庆市场上的进口车价格普遍比沿海地区高。想要购买更便宜的进口车,只能去天津、上海、广州、大连等城市,时间成本和综合物流成本居高不下。
随着,中欧班列(渝新欧)开通,通道优势转变为产业优势。2014年,国务院批准重庆设立汽车整车进口口岸。这是我国首次在西部内陆地区设立整车进口口岸。汽车贸易升级迭代,彰显了重庆在“买全球”交易机制构建、全球货源组织能力上的提档升级。
吴博介绍,汉宏物流正是借助中欧班列的多线路优势,结合国际欧洲总部的站点资源,开发“门到门”一体化模式,与重庆多个制造业工厂合作,提供优质服务,囊括了汽车零配件业、服装制造业、高精密仪器配件业等。
汉宏物流与中欧班列(渝新欧)进出口业务尤其在整车物流方面保持紧密的合作关系。通过重庆铁路口岸进口整车,将沿海地区成熟物流经验带到重庆,让重庆铁路口岸成为全国具有稳定整车进口量和国际标准操作能力的内陆铁路口岸之一。
“汉宏物流在西永综保区设立进口整车保税集散分拨中心,将合作伙伴从世界各地进口的货物通过西永综保区分拨到中国各个城市。”吴博称,到目前为止,在云、贵、川、渝销售的保时捷整车全部通过中欧班列(渝新欧)运抵重庆西永综保区,由综合保税区分拨到各地交付给终端客户。从德国不来梅哈芬市接车,到送抵重庆各地门店,用时30—35天。
强力运输保障使内陆城市“沿海化”
中欧班列为共建“一带一路”提供了强力运输保障,同时也使内陆城市“沿海化”。中欧班列的开行给予了内陆城市直接输送的能力,铁路班列的速度优势有助于跨国企业降低流通环节总库存,提高市场响应速度。全程铁路运输时间18—20天,比滚装运输模式减少了三分之二,与航空运输相比又大大降低了物流运输成本;通过中欧班列(渝新欧)运输到重庆铁路口岸后,再公路短驳到西永综保区,缓解了进口整车“落地征税”对企业带来的流动资金压力。
吴博介绍,特别是重庆海关为了进一步推动项目实施,专门创新整车保税仓储“一次检测、一次运输、一体化作业”的“整车保税三个一”通关模式,并在此基础上制定了便捷进出监管细则,实现了保税整车分批零延迟进出区,便利企业及口岸操作,缩短转关及清关时间,让企业充分享受政策红利,实现企业降本增效。
“就整车进出口业务而言,目前借助中欧班列(渝新欧)运输的保时捷整车已超2.7万台,整体运输成本、时效相比其他运输模式大大优化;重庆赛力斯汽车的整车出口业务,最优选择也是铁路运输,此外,汽车零配件产品供应商也是汉宏物流占比非常大的客户群体,主要也是由于海运时间太长,空运成本高昂,铁路运输成为了客户的首选。”吴博说。
争取更多车企品牌商集散中心落户重庆
目前,重庆整车进口口岸已实现17个主流整车品牌的常态化进口。今年1—9月,重庆整车进口口岸进口汽车5618辆,数量、品类均居内陆铁路口岸第一。
吴博表示,汉宏物流正在积极协调国内外车企的铁路运行方案,争取获得更多车企品牌商的集散中心落户西永产业园。同时也将加大推广汽车零部件产品由中欧班列(渝新欧)承运,着重考虑将欧洲整车或者汽车零部件产品经重庆中转至东南亚地区的产品方案,更大发挥重庆作为国际物流枢纽的关键功能。

Hellmann Worldwide Logistics (China) Limited (“the Company”), a global Top 10 freight forwarding and logistics company with operations worldwide, made inroads into the Chinese market in 1980. Since 2019, the Company has fully engaged in the development of international logistics corridors under the Belt and Road Initiative (BRI). Through close collaboration with relevant authorities of Chongqing, opening-up platforms, and operation platforms of logistics corridors, it has worked to build Chongqing into a logistic hub connecting European, Central Asian, and South Asian markets, generating constant impetus for the opening up of Chongqing as an inland city. David Wu, Manager of the Railroad Department at the Company, gave an interview to our reporter, talking about how the Company engages in the “bringing-in” and “going global” initiatives for imported vehicles and “Made-in-Chongqing Vehicles”.
Introducing Tried and Tested Logistics Practices of Coastal Regions to Chongqing
In recent years, Chongqing has enhanced exchanges and collaboration with Belt and Road partner countries in the consumption field, applying international standards to elevate its consumption level and capacity. Ten years ago, the prices of imported cars in the Chongqing market were generally higher than those in coastal areas. To buy more affordable imported vehicles, consumers could only go to other cities like Tianjin, Shanghai, Guangzhou, and Dalian, which entailed high time and overall logistics costs.
Since the China-Europe Railway Express (Chongqing-Xinjiang-Europe) was launched, the corridor advantage has translated into industrial benefits. In 2014, the State Council approved the establishment of Chongqing Vehicle Import Port, the countrys first vehicle import port in inland regions of Western China. The upgrade of auto trade highlights the gains Chongqing has made in building a “buying globally” trading mechanism and a “global sourcing” capacity.
The Company has leveraged the multiple routes of China-Europe Railway Express, combining the station resources of the international headquarters in Europe, to develop a “door-to-door” all-in-one model. It has cooperated with several Chongqing-based manufacturers to provide high-quality services, covering the auto parts and components industry, apparel industry, and high-precision instrument parts industry, etc., noted David Wu.
The Company has closely cooperated with Chongqing in importing goods via China-Europe Railway Express, especially the complete vehicles. By importing vehicles via Chongqing Railway Port, tried and tested logistics practices have been brought from coastal regions to Chongqing, enabling Chongqing Railway Port to grow into one of the inland railway ports with a steady volume of vehicle imports and international operational capabilities in China.
“The Company has built a bonded distribution center for imported vehicles in Xiyong Comprehensive Bonded Zone, where we distribute cargo imported from worldwide by our partners to different cities in China through the Bonded Zone.” To date, all Porsche cars sold in Yunnan, Guizhou, Sichuan, and Chongqing have been transported to the Bonded Zone via China-Europe Railway Express and then distributed to end customers in different parts of the country by the Bonded Zone. It takes 30-35 days to pick up the cars from Bremerhaven City, Germany, and deliver them to outlets in Chongqing, said David Wu.
Efficient Transportation Making Inland Cities Readily Accessible
China-Europe Railway Express has provided efficient transportation for the Belt and Road Initiative and made inland cities readily accessible. Its operation empowers inland cities to deliver cargo directly, and its speed allows multinationals to reduce total inventory in transit and respond to the market rapidly. It takes 18 to 20 days to make a whole journey by rail, two-thirds less than the roll-on roll-off mode of transportation, and significantly reducing the logistics and transportation costs compared to air transportation. Cargo can be transported to the Chongqing Railway Port via China-Europe Railway Express and then transported by highway to the Bonded Zone, alleviating the liquidity pressure on companies due to “taxation on arrival” on imported cars.
Especially, to promote project implementation, Chongqing Customs pioneered the clearance mode of “one-off testing, one-off transportation, and integrated operation” and, based on that, formulated rules to facilitate entry and exit supervision. In this way, the bonded vehicles can enter entry and exit zones in batches without delay, making it easier for companies to handle port procedures, shortening transit and clearance time, and allowing them to enjoy more policy benefits, lower costs, and higher efficiency, said David Wu.
“Regarding vehicle import and export, we have shipped more than 27,000 Porsche cars via China-Europe Railway Express (Chongqing-Xinjiang-Europe), which is much more cost-saving and time-saving compared with other transportation models. For SERES Automobiles, the railway is the optimal choice for its vehicle export, which means a shorter transportation duration, lower costs, and customized solutions. A large proportion of our clients are engaged in auto parts and components and they also prefer railway over maritime and air transportation, which come with a long transportation time and high costs,” said David Wu.
Expecting More Distribution Centers for Auto Brand Owners Settled in Chongqing
Chongqing Vehicle Import Port has realized the regular import of 17 mainstream vehicle brands. In the first nine months of this year, it imported 5,618 cars, ranking first among inland railroad ports in quantity and category.
According to David Wu, the Company is coordinating with domestic and overseas carmakers over their rail operation programs to bring more distribution centers for auto brand owners to Chongqing Xiyong Micro-Electronics Industrial Park. The Company is considering shipping more auto parts and components via China-Europe Railway Express, especially the solution of transporting European cars or auto parts and components to Chongqing via China-Europe Railway Express and then to Southeast Asia, thus fully tapping into Chongqings essential function as an international logistic hub.
