Social Mobility and Language in Chaoshan Rural Areas in the Post Poverty-alleviation Era

FU Yi-rong

(School of Liberal Arts,Shantou University,Shantou,Guangdong 515063)

Abstract:Data show that there are undeveloped areas even in Guangdong, especially in Chaoshan countryside. From the perspective of language and social mobility, rural residents in Chaoshan of all social classes generally use dialect(mainly Chaoshan dialect)in internal communication, although more and more people use Putonghua in external communication. This shows that rural Chaoshan is still an introverted society in which social and economic development is slow and people in all walks of life are mainly locals.Dialect dominates the area’s communication environment, which, however,is not conducive to the introduction of foreign population and resources, but renders the area even more introverted. In order to break this closed cycle,it is necessary to promote the use of Putonghua in Chaoshan rural areas and create a more open communication environment.

On the Image of Dusk in Early Chinese Symbolist Poetry

JIANG Huan

(College of Liberal Arts,Northwest University,Xi’an,Shanxi 710127)

Abstract:As a classic natural image in Chinese classical poetry,“dusk”frequently appeared in the early Chinese symbolist poetry of the 1920s.That age witnessed China undergoing various social movements, and its poetry abounded with images of“morning sun”and“night”.It was difficult for the early Chinese symbolist poets to accept this fanaticism, for they had studied abroad and were isolated from the society. As a transition from day to night,“dusk”carries the classical connotation of pathos and sadness, which is more in line with the feelings of the early Chinese symbolist poets. These poets inherited this image, absorbed the western symbolist decadence, and attempted to modify this image according to their modern sentiments and life experience. This embodied their anxiety about the imminent new era and their desire to stop the time. Therefore, for the early Chinese symbolist poets, the image of dusk was a modern poetic medium with an awareness of time.

On the Shang Dynasty’s Concept of War Based on Oracle Bone Inscriptions

ZHANG Ya-nan

(School of Literature,Langfang Normal University,Langfang,Hebei 065000)

Abstract:In the Shang dynasty national affairs depended on sacrifice and war,and military divination of oracle bone inscriptions had an important historical value, which reflected wars, dependencies, military system and etiquette,so far as to reflect ideology and cultural connotation.Through studying oracle bone inscriptions, this article tries to study the concept of war in the Shang dynasty through a systematic analysis of military divination and updated research results. It finds that businessmen believed in ghosts and worshiped destinies,so they performed ritual divination before, during and after the war, showing the characteristics of the“heavenly destiny of war”.Impacted by clan survivors, the Shang Dynasty adopted the strategy of“convincing people with reasoning”rather than annexation towards dependencies. The subordinate relationship between the Shang Dynasty and dependencies endowed wars against dependencies with the concept of righteousness, bringing about the idea of“prudent warfare”in the Shang Dynasty.

LI Ye,LI Xue-tong

(School of Law,University of International Business and Economics,Beijing 100029)

Abstract:Artificial Intelligence(AI)in the digital era has gradually penetrated into human life, and while reshaping industries and empowering social development,it has triggered legal and ethical risks which should not be underestimated.Especially after the emergence of generative AI such as Chat GPT,the need for AI legislation has greatly increased. The European Union and the United States have taken the lead in issuing legislation and regulations on AI,which provides prior experience for solving basic legal issues in China's comprehensive legislation on AI,such as the status of the legal subject of AI,intellectual property disputes and other related issues. In addition, analyzing AI-related legislation in the US and Europe also provides references for China to deal with specific procedural issues such as AI risk level classification management,whole-process institutional supervision and the establishment of AI-related governance institutions.China has issued The Interim Measures for the Management of Generative Artificial Intelligence Services for generative artificial intelligence, and Shenzhen,Shanghai and other places have produced local laws, but comprehensive legislation on artificial intelligence at the national level has not taken place.Comprehensive legislation can solve the problems of small quantity and low level of legal norms, and lack of top-level design for AI in China. In addition, the establishment of moral and ethical norms is conducive to laying a good foundation for the subsequent legislative process, and accelerating the process of basic legislation on data, algorithms, etc.will also help to promote a comprehensive legislative process on AI.

On Examination Points and Adjudication Principles of Administrative Emergency Cases

LENG Si-lun

(Shanghai Railway Transportation Court,Shanghai 200237)

Abstract:Administrative emergency cases is a highly specialized but non-typical category in administrative trial practice, and the handling of these cases can directly reflect the judicial competence of people’s courts in dealing with social emergencies. The vague concepts of“emergency state”and“urgent state”have not only caused theoretical confusion in academic research but also created obstacles for incorporating relevant administrative actions into litigation review.Administrative emergency cases necessitate and are feasible for administrative litigation review.Reference to extracted and innovated examination points and adjudication principles from past experiences can promote the correct and appropriate handling of such cases. This not only provides judicial support for the actual response to emergencies but also enhances,at a higher level, the socialist system of emergency management with Chinese characteristics.

On the Impact of Digital Transformation on Financial Management of University Infrastructure

WANG Hong

(Finance and State-owned Assets Management Department,Guangdong University of Finance and Economics,Guangzhou,Guangdong 510320)

Abstract:The digital transformation of finance has become inevitable in contemporary society, and current financial management systems can hardly show an organization’s financial state. This paper does a case study of a higher education institution in Guangdong, and it illustrates that the current financial management in infrastructure projects faces challenges due to their lengthy investment cycles and the number of departments involved. The existing financial systems are incapable of conducting individual accounting for each infrastructure project. This deficiency results in insufficient inter-departmental communication, inaccurate budget preparation,a lack of forward-looking funding adjustments, low information system integration, and isolated information islands. Therefore,in order to address these challenges and improve financial management in higher education institutions, digital transformation is imperative, including the establishment of a robust data management system to ensure data accuracy and consistency. It proposes measures such as optimizing financial software, streamlining processes, implementing end-to-end process systems, promoting financial personnel’s skills and functions, and enhancing financial reporting and data visualization,so as to promote the modern development of the financial management systems of infrastructure projects and provide efficient financial support for higher education institutions.

Abstract:The employment of college graduates has always been a hot topic in China's employment policies, and there is a structural employment difficulty, manifested as the imbalance between supply and demand, the imbalance of total amount, the imbalance between personal preference and social preference. The deep-seated reasons for this difficulty are the alienation under the modern logic of acceleration, the intensified credentialism in the society, the job imbalance in industrial transformation, and the convergence of choices under group pressure.Accordingly,we should promote the government’s macroeconomic regulation, create a reasonable talent competition environment, break credentialism, alleviate supply imbalance in the process of industrial transformation, and establish university employment guidance systems,in order to overcome college graduates’structural employment difficulty, and to develop employment policies in China.
