Abstract: The digital era calls for a new form of urban governance corresponding to it. The driving force of technological change, the uncertainty of governance ecology, the complexity of governance problems and the diversity of governance needs jointly drive the digital transformation of urban governance. The digital transformation of urban governance should give timely responses to the needs of the digital era, adhere to the people-centered core value, attach importance to the cornerstone role of institutional reform, take full advantage of the driving force of technological innovation, to realize the scientific, accurate, intelligent and higher efficient urban governance. To realize the digital transformation of urban governance, it is necessary to build a digital-intellectual governance system with full-function integration, full-network inclusion, full-cycle management and total factor connection to promote the modernization of urban governance

Abstract: Currently, administrative governance has led primary-level society into a governance crisis of “effective administration but ineffective governance”, manifested as fragmented governance, closed governance and hierarchical governance. In order to break the structural barriers of administrative hierarchical organizations and crack the dilemma of primary-level governance caused by administrative governance, by giving full play to the organizational and political advantages of party, relying on the political and social integration function of the Party, the Communist Party of China promotes the effective integration of governance and services, and a “super-administrative governance” model emphasizing the Party leadership has formed in the primary-level governance field. Compared with the administrative governance led by government, the “super-administrative governance” led by the Communist Party of China is based on basic power and relies on the authority of party to improve governance efficiency. More specifically, “super-administrative governance” operates by three governance mechanisms. First, it uses the space shaping function of Party building to promote organizational integration and constructs a primary-level co-governance platform; second, it relies on the political leading function to promote value integration and achieve discourse transformation; third, it takes the social mobilization function to promote social construction and recreates community unity. With its working logic of political integration and social construction, “super-administrative governance” promotes the cross-organizational collaboration of governance subjects, the maintenance of consensus on governance values, and the social construction of governance authority in primary-level governance field.

Abstract: Under the background of rural revitalization, how to realize the rational flow of urban-rural resource factors, cultivate farmers’ subjective awareness of participating in rural revitalization, and realize the endogenous development of rural areas are problems that need to be solved urgently. Taking a rural revitalization pilot village as an example, this paper discusses the strategy and path that social organizations led by retired cadres promote the rural endogenous development through social forces. The research shows that social organizations can promote rural revitalization whose main body are farmers with the action logic of “integration-cultivation-promotion”. The specific performance of social organizations is as follows: they integrate into the national policy system, local administrative system and rural social system firstly, introduce exogenous resources to cultivate farmers’ awareness of participating in public affairs and collective action capabilities secondly and promote village communities to realize the organization of industry and governance to promote rural endogenous development finally. This kind of development path, which is a two-way and non-linear process, echoes the promotion strategies of social forces at different stages, and the stages are intertwined. In this process, social forces promoted the integration of the introduction of exogenous resources and the cultivation of endogenous power, realizing the endogenous development of the village.

Abstract: It has been a consensus academic circles that there will be policy implementation deviations in primary level, however, existing studies are unclear about the mechanism and limited to single perspectives. Based on examining the process of implementing “rural land reclamation” policy in poverty alleviation relocation and with a top-down and bottom-up fused perspective, we talk about how the “rural land reclamation” policy changes under the mutual construction of different interest groups and why the perfect index data and texts put into blurred or shelved policy implementation practice. According to the result of case deconstruction three reasons have been found. First, under the logic of development orientation, primary-level governments seek to maximize the relocation scale to win the “digital competition”; second, in the up-down game of pressure system, primary-level governments adopt a blurred implementation strategy of muddling through to try to effectively deal with the matter of top-down performance evaluation; third, in the mixed game of incomplete information, the policy audience forms a “collusive silence” with the primary-level government under rational calculation. The contribution of this paper is that the subject of deviation of primary-level policy implementation is not limited to discussing the disadvantages of bureaucratic structure, but from the perspective of policy design itself and the mutual construction of different subjects.
