Guangxi Zhuang Autonomous Region Announced Implementation Plan for Multiplying Development of New Material Industry

In the middle of February,Office of Industry And Information Technology of Guangxi Zhuang Autonomous Region printed and distributed “Implementation Plan For Multiplying Development of New Material Industry” (referred to as “Implementation Plan”),planning to develop a batch of new material characteristic industries with great efforts.It is planned that by 2023,20 abovescale companies will be newly established in new material industry,striving to achieve an output value of RMB 40 billion.

According to “Implementation Plan”,Guangxi will develop a batch of new material characteristic industries with great efforts,such as new energy battery materials,new rare earth materials,new alloy materials and graphene;bring forward breakthroughs to a batch of new material products and key technologies;accelerate the intellectualization,weightreduction design and high-end orientation of new material industries;promote the integration of new material industry into high-end manufacturing supply chain,so as to continuously consolidate the market competitiveness of new material industry both home and abroad.

In terms of new energy,Guangxi Zhuang Autonomous Region,centering on Baise Industry Base,Laibin Industry Base,Yulin Industry Base,Qinzhou Industry Base,Chongzuo Industry Base and Beihai Industry Base,utilizes resource advantage and current industry base,and relies on key companies such as Jingxi Xiangtan Electrochemical Technology Co.,Ltd.,Guangxi Huiyuan Manganese Co.,Ltd.,and Guangxi Times Huineng Lithium Electric Materials Technology to greatly develop cathode materials including photovoltaic battery materials and ternary battery materials,and introduce a batch of supporting industries of the whole industry chain including anode material,electrolyte and diaphragm.Guangxi is accelerating the construction of key project including 700000-ton-capacity lithium new energy materials integration industry base,Beihai Shunying new energy Tieshan Port energy storage material manufacturing base,Huiyuan Manganese new energy battery manganese series material industrial cluster.Guangxi also has introduced new energy battery material companies including Ganfeng Lithium Co.,Ltd.,Xiamen Tungsten Co.,Ltd.and Jinyuan New Material Technology Co.,Ltd.to extend and complete industry chain.In this way,Guangxi aims to build a new energy battery material industry base that is influential nationwide.By 2023,the output value of new energy battery material industry in Guangxi Zhuang Autonomous Region will achieve RMB 35 billion.

In terms of new rare earth materials,Guangxi Zhuang Autonomous Region,centering on Wuzhou Industry Base,Yulin Industry Base,Hezhou Industry Base,and Chongzuo Industry Base,utilizes resource advantage and current industry base,and relies on key companies such as CHIALCO and combines the characteristic of ionic rare earth of Guangxi,to extend industry chains of rare earth permanent magnet material,rare earth fluorescent material and rare earth aluminum (magnesium) alloy,greatly develop rare earth sintered Nd-Fe-B permanent magnet with high performance,permanent magnet motor,tricolor and LED phosphor and high performance lightweight rare earth alloy materials,propel the 2000-toncapacity deep processing project of permanent magnet materials and 3000-ton-capacity rare earth metal and alloy project of Guangxi Xijun New Material Co.,Ltd.,introduce downstream deep processing companies including Grirem Advanced Materials Co.,Ltd.,Jiangxi JLMAG Co.,Ltd.and China North Rare Earth (Group)High Technology Co.,Ltd.,so as to construct national comprehensive rare earth utilization and innovation demonstration park.By 2023,the output value of rare earth new material industry in Guangxi Zhuang Autonomous Region will achieve RMB 2 billion.

In terms of new alloy materials,Guangxi Zhuang Autonomous Region,centering on Nanning Industry Base,Liuzhou Industry Base,Baise Industry Base and Hechi Industry Base,utilizes resource advantage and current industry base,and relies on key companies such as Guangxi Alnan Processing Co.,Ltd.,Guangxi Alnan Co.,Ltd.,Guangxi China-Tin Group,to greatly develop lead,zinc,tin,antimony and indium and downstream deep processing industry.Guangxi Zhuang Autonomous Region,centering on high-end manufacturing including new energy,aerospace,information technology,military equipment,and high-end equipment,develops high-purity,high-strength and high-performance new alloy materials and high value-added terminal products,promotes lead antimony new alloy material processing and application projects,and introduces intensive and deep processing companies including Wuhan Hongjin Metal Group Co.,Ltd.Guangxi Zhuang Autonomous Region aims to greatly construct Hechi eco-friendly nonferrous metal industry demonstration base and concentrates its efforts on building important Baise antimony metal industry base and Liuzhou indium production and processing base.By 2023,the output of value new alloy material of Guangxi Zhuang Autonomous Region will achieve RMB 3 billion.

In terms of graphene new material,Guangxi Zhuang Autonomous Region,with Liuzhou working as the principal industry base,based on current industry,relying on Guangxi Yunting Alkene Technology Co.,Ltd.,Guangxi Tsinglube Technologies Co.,Ltd.,and Liuzhou Weilinna New Material Technology Co.,Ltd.,focusing on graphene new material used in auto,metallurgy,mechanics,architecture and energy,greatly develops batch production technologies for graphene,graphene composites,lubricating materials,vehicles and mechanical application and other key technologies.Guangxi Zhuang Autonomous Region has introduced manufacturing companies including CATL and Changzhou Tanxing Technology Co.,Ltd.and has got deeply connected with terminal consumption industry concerning production,R&D and application improvement,and has realized coordinated development of industry chain.Guangxi Zhuang Autonomous Region has been building cluster of graphene industry projects closely centering on Graphene Town in Luzhai County.By 2023,the output value of graphene new material of Guangxi Zhuang Autonomous Region will achieve RMB 200 million.

In terms of other cutting edge new materials,based on greatly supporting advantageous new material industry,centering on highend manufacturing including photoelectric information,intelligent equipment and aerospace,Guangxi Zhuang Autonomous Region deploys,cultivates and introduces a batch of cutting-edge new material industries,drives the breakthroughs of a batch of key strategic materials,and carries out the fundamental research,technology accumulation and produce development of high-performance fibers and its composite materials,advanced semiconductor materials,biomedical materials,additive manufacturing materials,smart materials,metamaterials and other cutting-edge materials.In this way,Guangxi Zhuang Autonomous Region aims to seize the opportunities for the development of new materials industry in the future.

For the purpose of achieving goals,Guangxi Zhuang Autonomous Region is going to further release encouraging policies,such as,providing subsidy for the first batch of application demonstration of key new material products to support the application and promotion of new products;adopting equity investment to support new energy companies that are eligible for policy conditions to gain development.Additionally,the support will be strengthened respect to fiscal and financial environment and talent introduction.
