在推动经济高质量发展、构建双循环新发展格局的背景下,加快建设国际消费中心城市,扩大居民消费和推动消费升级,对促进国民经济和社会发展具有长期性、战略性的特殊意义,也是一座城市全面提升城市软实力和国际影响力的重大机遇。
济南加快建设国际消费中心城市的意义不言而喻。
2021年,盒马鲜生济南首店开业,市民尝鲜“打卡”、人潮涌动购物的照片,又一次刷爆朋友圈。近年来,这样的“火爆”场景,在济南并不陌生。山东首个宜家家居2017年济南开业,至今人气不减;新生代头部品牌连锁企业便利蜂2019年入济,并迅速扩张,成为引领“白领”消费的新潮流;2020年,全球连锁便利店品牌7-ELEVEn进驻济南,为泉城市民提供了更加国际化的购物体验;还有山东首家山姆会员店、日本最大免税店乐购仕(LAOX)全国首家跨境电商首店等知名品牌落户济南,引领新一轮的消费与时尚潮流。今年,济南将引进品牌首店50家以上,使济南成为国内外知名品牌的重要聚集地。
作为引领城市消费趋势的风向标,也是创建国际消费中心城市的重要发力点,“首店经济”反映出了一座城市的资源聚集能力、消费市场的敏锐度和成熟度,折射出营商环境的舒适度和开放度,毫无疑问已经成为挖掘消费潜力、激发市场热情的利器。
而随着济南培育建设国际消费中心城市战略的不断加码,商圈经濟、夜间经济等新兴消费热点也蓬勃而生:特色文化街区的打造及“泉城夜宴”等项目的开发,不仅更好满足人民日益增长的美好生活需要,也形成了新的消费经济增长点;“泉城风尚”国际时装等活动的举办让古老的济南,洋溢着潮流的味道,并把时尚文化转化为消费升级和产业转型的纽带;华熙生物、瑷尔博士、半亩花田、世纪开元、韩都衣舍等一批“济南出品”的新消费品牌持续走红,支撑着济南培育建设国际消费中心城市的宏大目标……
“国际”是方向,“消费”是核心,随着经济结构的持续优化和实力的不断提升,济南正在向国际消费中心城市的目标大步前进。

Especially in the international and domestic double cycle and post epidemic era, the rapid recovery of consumption boosts the economic situation of a city and becomes an important engine to boost economic growth. Therefore, national and local governments are actively promoting the construction of "international consumption center cities" recently. Different from the consumption cities under the traditional closed economy, international consumption center cities are global commercial cities with high concentration of consumption resources, remarkable consumption leading function, large scale of world consumers and great circulation and development vitality, which conforms to the continuous improvement of global material living standards and the rise of consumption society, and with the help of the power of economic globalization and information networking. Under the background of promoting high-quality economic development and building a new development pattern of double cycle, and accelerating the construction of international consumption center cities, expanding residents’ consumption and promoting consumption upgrading is of long-term and strategic significance to promoting national economic and social development.
