请问老师，在下午一点能用at thirteen oclock 这种表达方式吗？

这样表达不可以。oclock 只能与one至twelve连用表示整点。建议改为at one oclock in the afternoon ，但不能写成 at one oclock p.m. 因为oclock 不与a.m.或p.m.同时用。

有这样一组对话：A： Has anyone seen my ruler？ B： Yes ，here you are！我想知道这里的here you are！可不可以说成here it is！两者是不是在任何场合都可以互换。

这个对话中的here you are！是可以用here it is！来替换的。但并不意味着所有的场合都可以使用here it is！

here it is！中的it，表示对话双方指的是同一个事物。

但如果指的是不同的事物，则不能用here it is！如：A：I forget to bring my umbrella. B： Dont worry. Use mine. Here you are！这里A指的雨伞很明显和B提到的不是同一把。

Here they are！（指復数）和Here it is（指单数）在这方面的用法一样。

有这样一个句子：All kinds of people join these shows.在我的观念中，join后应该接一个组织，表示成为其中的一员。但是为什么在这个句子里接的是节目？

join这个词本义是become a member of。这里作者之所以使用join而没有用join in或take part in，是因为作者想强调各类人都可以成为这些节目的参赛者： All kinds of people can become a contestant（参赛者） of these shows.这里的become a contestant of其实就是become a member of。
