Abstract: Cultural self-confidence possesses prominent constitutive character which is based on the formation of the culture instead of the structure. Comprehending cultural self-confidence based on the structure of culture would lead to perceptual misunderstanding and mistakes in the practice of cultural self-confidence education. To avoid the abstract or one-sided comprehension about cultural self-confidence, it is necessary to penetrate into the internal structure of cultural self-confidence from the specific level of cultural structure. Furthermore, the cognitive logic of the composition of cultural self-confidence should make the transition from the structure to the formation. From the perspective of the formation of culture, confidence in cultural development process, value orientation,innovation ability, conflict resolution ability and international comparison ability constitute the totality of cultural self-confidence, and they are presented as five diverse aspects. The social formation of the cultural self-confidence needs to consolidate its value foundation through the leading force and influence of the dominant culture, consolidate its ontological foundation through the cultural construction of socialism with Chinese characteristics, and consolidate its subjective foundation through intellectuals’cultural foresight and cultural self-confidenceeducation.

Abstract: In order to grasp the inherent law of the theoretical innovation of Marxism in China, we must seek the logical main line of this theoretical activity. From the perspective of practice, the logical main line of Sinicization of Marxism is the Chinese construction of modernization. Theoretically speaking, the construction of Chinese modernity is the theme of Sinicization of Marxism. Therefore, the construction of Chinese modernity is an important perspective to study the Sinicization of Marxism. The Communist Party of China has continuously promoted the Sinicization of Marxism and provided different modernization programs in different historical periods. The new democratic theory founded in the revolutionary period is a revolutionary modernization plan. During the period of socialist construction, the traditional socialist modernization program was formed. Since the reform and opening up, in the process of Sinicization of Marxism, the modernity with Chinese characteristics has been gradually constructed, which transcends the traditional socialist modernity and Western modernity. As an open theoretical system, the construction of modernity with Chinese characteristics is still in progress. At present, the urgent theme of the Sinicization of Marxism is to focus on the Chinese road and construct a unique modern discourse system from all dimensions, especially the value dimension.

Abstract: The Party Central Committee, with Comrade Xi Jinping as the core, adheres to the idea of “making good use of red resources, promoting the red tradition and inheriting the red gene”, and attaches great importance to the issue of the red gene inheritance of the Communist Party of China. Under the social background of socialism with Chinese characteristics entering a new era, the inheritance of red gene presents the following distinctive features. Not forgetting the original intention and remembering the mission is the ideological connotation of the inheritance of red gene in the new era, promoting the great revolution and carrying out the great struggle is the practice focus of the inheritance of red gene in the new era, and reforming and innovating is the promotion strategy of the inheritance of red gene in the new era. These distinctive features are the CPC’s continuous inheritance, not only inheriting the red gene formed in the historical process of revolution, construction and reform and opening up, but also reflecting the internal laws of the development of the red gene in the new era. Summing up these laws can accumulate strength and provide experience and reference for the “transmission of the red gene from generation to generation”.

Abstract: As a red cultural resource, Zhang Wentian Exhibition Hall of Hohai University plays an important role in inheriting and promoting Zhang Wentian’s core values and giving full play to the educational function of red culture. In order to highlight the characteristics and advantages, the exhibition hall has explored four aspects in educational practice. From “surface” to “connotation ”, it deeply digs out Zhang Wentian’s spiritual connotation, from “spread” to “activation”, it carries out red cultural education, from “offline” to “online ”, it innovates educational practice mode, and from “campus” to “society”, it expands the service function of educating people outside the campus based on the practicing foundation. The educational practice of Zhang Wentian Exhibition Hall also provides enlightenment for colleges and universities to use red cultural resources for ideological and political education, such as the socialization of school-based resources, the modernization of historical resources, and the practice of spiritual resources.

ResearchonMarginTrading,ResponseSpeedofStockPriceandHeterogeneityRiskinChina’sSecurityMarket/FANG Xianming, et al(School of Economics, Nanjing University, Nanjing 210093, China)

Abstract: The margin trading system enhances response speed of stock price to market information and enhances the heterogeneity by margin trading, so as to improve the pricing efficiency of stocks. Based on the econometric test model, this paper uses the trading data of A-share market from March 31, 2010 to December 31, 2019 to analyze the impact of margin trading on stock price response speed and heterogeneity in China. The results show that on the whole, the implementation of margin trading and its successive expansion can improve response speed of underlying stock price to market information, but can not significantly enhance its heterogeneity, and the improvement effect of short selling on stock price response speed and heterogeneity in the bull market is significantly stronger than that of margin trading, while the effect of both of them on stock price heterogeneity will disappear in the bear market. If the asymmetry constraint is alleviated, although short selling is not helpful to the improvement of stock price heterogeneity, it can further enhance its response speed. For this reason, we should continue to expand the scope of margin trading targets, strengthen investor education, and gradually alleviate asymmetric constraints, so as to improve the efficiency of the stock market.

Abstract: Economic growth and price stability are two important targets of monetary policy. During the 13th Five-Year Plan period, the Chinese government has been insisting on achieving GDP growth and CPI stability through accurate monetary policies. Therefore, based on the time series data of GDP growth rate and CPI from 1985 to 2019, this paper estimated the target value of CPI in 2020, and innovatively established the quadratic linear optimal control (LQOC) model of GDP and CPI in China. The results show that the CPI during the 13th Five-Year Plan period is 2.77% under the expected average GDP growth rate of 6.5%. Finally, using the results, the paper simulates the monetary policy and its effects during the 14th Five-Year Plan period. The results show that in order to achieve the expected targets of GDP and CPI during the 14th Five-Year Plan period, while adhering to the keynote of prudent monetary policy, the monetary policy can be moderately loose, especially can be positively coupled with fiscal policy. The results of this study are beneficial to improve the realization rate of future national economic planning, and timely improve the cross-cycle adjustment tool system of the 14th Five-Year Plan.

Abstract: While the “Belt and Road Initiatives” (“B & R”) has achieved fruitful results, it is also facing doubts and plight in moving forward. However, the active participation of international organizations in joint construction may provide a new path for the “B & R” to break through these obstacles. Although the involvement of international organizations in the construction of the “B & R” has achieved certain results, it is still in its infancy. The participation of international organizations from the system of the United Nations is relatively active, but important regional organizations and major international economic organizations are less involved. Some international organizations still have doubts about participating in the joint construction of the “B & R”. One of the reasons is that the connection between the “B & R” and the goals and purposes of international organizations is not very clear. Also, China’s influence in some international organizations needs to be improved. At the same time, the “B & R” is also facing external political pressure and internal problems. To break through the predicament of international organizations in co-constructing the “Belt and Road Initiatives”, it is necessary to deepen and widen publicity of the core values of the “B & R”. China needs to make full use of both existing cooperation mechanisms and new cooperation platforms in order to respond to questions from international organizations and the international community. Meanwhile, China should also constantly seek the point of convergence between the agenda of international organizations and the goals of the “Belt and Road Initiatives”, and implement cooperation projects between international organizations and the “B & R ” by improving the ability to set international agendas.

Abstract: Under the new pattern of China’s “Dual Circulation” development, Chinese companies’ participation in the “The Belt and Road” cooperation should not only align with the UN 2030 Agenda for Sustainable Development, but also create a new “Dual Circulation” hub for globalization. At the same time, facing the escalation of the trade war between China and the United States and the new situation in the Post-Pandemic era, the enterprises under the “The Belt and Road” initiative have to adapt to the new development pattern and change their development concept, adopt a new concept of internationalization, enhance Niche, optimize the international and domestic supply chain ecosystem, and ensure the safety, stability, controllability and sustainable development of supply chain. The key to the sustainable development of “The Belt and Road” under the new pattern of “Dual Circulation” development is to innovate the “Dual Circulation” supply chain system and establish a hub mechanism of both international and domestic circulation. Proceeding from the vision of a community with a shared future for mankind and innovating a model of institutionalized “symbiosis” development, the research on enterprise niche optimization algorithm is a method to analyze the effectiveness of cooperative ecosystem of “Dual Circulation” supply chain. In view of the “Isolated Island” problem and shortage existing in the supply chain cooperation of “The Belt and Road” enterprises, this paper optimized the overlap degree and width of enterprise niche. Through algorithm optimization and verification, it innovates a new model of international “Dual Circulation” supply chain cooperation so as to adapt to new international and domestic situations. And it proposes a “Dual Circulation” ecosystem of “The Belt and Road” supply chain to align with the United Nations Sustainable Development Goals, give play to the role of the international and domestic major recycling industries as a hub node, and enhance “The Belt and Road” industry niche and enterprise niche in China, so as to promote the new development of the cooperative ecosystem of “The Belt and Road” industry “Dual Circulation” supply chain, and form a new development pattern of “The Belt and Road”.

AnalysisofInducedFactorsofCross-borderRiverWaterConflict/WU Fengping, et al(Business School, Hohai University, Nanjing 211100, China)

Abstract: To clarify the induced factors of cross-border river water conflict is the premise of reducing the risk of cross-border river conflict. Based on the database of cross-border rivers, this paper sorted out the causes of cross-border river conflicts, and screened out the typical rivers. Then, we explored the induced factors of water quantity conflict in typical rivers and extract the common factors. Finally, the optimal scale regression model was used to verify the common factors and quantitatively analyze the influence of the common factors induced by water quantity conflict. The results showed that population factors, economic factors and natural factors had significant impacts on water quantity conflict, among which natural factors were negatively correlated with water quantity conflict, while the influence of political and diplomatic relations and constraint system was not significant.

Abstract: Healthy aging is the sure way to actively cope with the population aging. Governing the integrated combination model of medical care and pension service in the new era is the specific strategy to achieve healthy aging. The foundation is to comprehensively clarify the concept of the integrated combination of medical care and pension service with unique Chinese characteristics. The problem is the structural imbalance of the integrated combination of medical care and pension service based on the theory of welfare pluralism and the analysis of supply and demand. The solution is to combine the policy concept design at top level with pilot exploration at grassroots level and strengthen the interaction between the “top down” and the “bottom up”, so as to promote the governance modernization of the integrated combination model of medical care and pension service in the new era.

Abstract: From the perspective of virtual value, focusing on the value-added big data of intelligent medical maintenance, the big data platform of intelligent medical maintenance is established, and an integrated 5 I’s model featuring intelligent smart medical maintenance is built based on the platform. The 5 I’s model is an integrated pension model of the intelligent medical maintenance, which relies on intelligent devices, takes information as a carrier, uses integration as a solution, and aims at the individualized and immediate services. By using big data, the model enables the service demander (the elderly), the service supplier (community, hospital and nursing home) and the service responsibility subject (government and the guardians of elderly) to have access to the timely and complete big data of the intelligent medical maintenance. Based on data analysis and data mining, the 5 I’s model can also provide the elderly with quick and accurate integrated services of the intelligent medical maintenance and build a perfect service system of complete-period supervision. The study also makes a detailed analysis of the guarantee mechanism of 5 I’s model to realize industrializing integrated services of the intelligent medical maintenance and meet the huge pension demands in China.

Abstract: The phenomenon of voluntary failure in the third sector has aroused widespread concern in academic circles. However, on the issue of eliminating voluntary failure, the existing research focuses on the solution of three sectors’ cooperation, fails to distinguish the different scenarios of “failure”, and is unable to respond to and explain the paradox between theory and reality. Based on the theoretical framework of voluntary failure proposed by Salamon, this paper analyzes the impact of the Internet on voluntary failure by observing the third sector’s participation in the prevention and control of covid-19 in China. The research found that in the specific scenario of public crisis, the timeliness and complexity of the task will lead to extraordinary difficulties in cross sectoral cooperation. The application of Internet technology is conducive to the expansion of charity resources, the expansion of service coverage, the elimination of parental production style, the improvement of service professionalism of the third sector, and, to a certain extent, the elimination of voluntary failure. This paper not only enriches and expands the existing research results of voluntary failure in theory, but also analyzes the policy implications of public crisis management under the background of Internet plus charity from a practical perspective.

Abstract: In the new development pattern, under the background of the mutual promotion of domestic and international double cycles, the future development trend will attach great importance to demand-side management. Nowadays, the focus of absolute poverty governance has shifted to the field of relative poverty governance. The development of the social assistance system is in a transitional period of assistance demand acceptance, resource optimization and integration, and capacity expansion. There are both supply and demand misplacement problems such as “inaccurate aiming”, “being inaccessible”, and “being inactive”. This paper suggests carrying out the vertical stratification and horizontal classification design of the social assistance system according to the group characteristics and differences in needs, and classifying the subsistence allowance group, the extremely poor, the low-income group, the expenditure-type poor group and the groups in need into “three circles”. And this paper proposes the implementation of precise classification management in the assistance system, and attempts to design a system linkage mechanism that links social assistance reforms and rural revitalization strategies with a view to boosting the high-quality development of social assistance.
