Foreign Affairs Red Education Classroom of the Ministry of Foreign Affairs successfully held in Chongqing

10月12日至14日，由外交部主办、重庆市政府外事办公室承办的第三期外事红色教育课堂在重庆成功举办。这是继江西瑞金、陕西延安之后，外交部推动全国地方外事系统党史学习教育走深走实的又一力举。本次活动以深入开展党史学习教育和学习贯彻《习近平外交思想学习纲要》为主题，全国15个省（自治区、直辖市）和新疆生产建设兵团外办，重庆市12個区县外办负责人和业务骨干，以及外交部部分司局代表等近百人参加。

10月12日，第三期外事红色教育课堂在重庆外事大楼开课。外交部外管司副司长张汶川，重庆市政府外办党组书记、主任王雯出席并讲话。

张汶川表示，今年是中国共产党成立100周年，为全面贯彻落实党中央关于开展党史学习教育重要部署，进一步弘扬党的外事工作，外交部将2021年确定为“外事红色教育年”，计划在江西瑞金、陕西延安、重庆和河北西柏坡举办四期外事红色教育课堂，通过开展革命传统教育，切实增强新形势下外事工作守初心、担使命的责任担当。

张汶川说，重庆是座英雄的城市，红岩精神书写了中国革命史上的光辉篇章，重庆谈判彪炳史册，正是在这里，我们党通过丰富的外交实践，打破封锁，宣传出去，争取过来，走向了世界。此次选择在重庆举办外事红色教育课堂，就是要在这座英雄的城市弘扬光荣传统，赓续红色血脉，深入学习贯彻落实习近平总书记“七一”重要讲话精神和习近平外交思想，永远把伟大的建党精神继承下去，发扬光大，开创地方外事工作的新局面。张汶川对重庆外事工作给予充分肯定，他表示，近年来，重庆市政府外办努力挖掘利用自身红色教育资源，推进党建业务融合发展，不断推动外事工作迈上新台阶，取得了良好的效果。

王雯代表重庆市政府外办，向外交部、各兄弟省市的领导和同事表示欢迎，对长期关心支持重庆外事工作的各方表示感谢，并介绍了重庆的地理位置、资源禀赋、历史沿革、经济社会发展、外事工作等基本情况。她说，重庆是二战时期中国的战时首都，曾经三次直辖，是中国制造业的发源地。以周恩来为代表的中共中央南方局老一辈无产阶级革命家，在抗日战争及解放战争初期的斗争中形成独具历史背景的红岩精神，在中国历史上具有独特而重要的作用。此次在重庆举办外事红色教育课堂，必将进一步帮助大家从红岩精神中吸取智慧力量，深化党管外事工作要求，真切感受做好国际传播能力建设的重要性，加深对习近平外交思想的理解认识，进一步锤炼外事队伍过硬政治品格，强化外交外事战线的使命与担当。

开课式上，参与《习近平外交思想学习纲要》编写工作的外交部政策司慕永鹏参赞，介绍了《纲要》主要内容、编写情况，分享了学习习近平外交思想的体会。他指出，《纲要》全面反映了习近平新时代中国特色社会主义思想在外交领域的原创性贡献，系统阐释了习近平外交思想的时代背景、深刻内涵、理论品格和光辉实践。习近平外交思想是习近平新时代中国特色社会主义思想的重要组成部分，是新时代做好对外工作的根本遵循和行动指南。

重庆红岩联线管理中心党委书记朱军围绕《传承红岩精神 赓续红色血脉》作专题讲座，分享了学习习近平总书记“七一”重要讲话精神的心得体会;并运用大量的史料，鲜活的案例，从红岩精神产生的时代背景和实践基础、主要培育者、丰富内涵、重要地位、重大作用五个方面，全面讲述了红岩光辉的革命历史，系统阐释了红岩精神的内涵，充分展示了老一辈无产阶级革命家、共产党人和革命志士的崇高思想境界、坚定理想信念、巨大人格力量和浩然革命正气。

10月13日，第三期外事红色教育课堂业务培训会在重庆外事大楼举行。外交部欧洲司参赞孙明晰、国际经济司参赞王天灵、新闻司参赞兼处长毕海波、外管司副司长张汶川分别围绕“中欧关系”“国际经济”“涉外新闻”“外事管理”等主题作专题讲座，就具体工作实践作指导。帮助学员们进一步深刻领会习近平外交思想，充分了解中央对外交工作的决策部署，牢固树立“四个意识”，提高统筹国内国际两个大局的能力和处理涉外事务的水平，更好地服务党和国家中心工作、服务总体外交战略部署，推动地方外办进一步开放发展，为新时代中国特色大国外交和地区高质量发展作出更大贡献。

10月14日，第三期外事红色教育课堂全体学员就学习《习近平外交思想学习纲要》进行交流研讨，并总结本期外事红色教育课堂的收获与感悟。外管司副司长张汶川说，《习近平外交思想学习纲要》全面反映了习近平新时代中国特色社会主义思想在外交领域的原创性贡献，是我们做好外交外事工作的根本遵循。《纲要》的出版发行对我们全面系统深入学习习近平外交思想提供了好机会。学好习近平外交思想要把握好一个重大的判断，即：世界百年未有之大变局;要把握好习近平外交思想的核心要义—“十个坚持”;还要把握好习近平外交思想的实践要求，外交外事工作者要学深悟透习近平外交思想，并在具体工作中加以贯彻落实。

张汶川强调，外事战线要做好学习、贯彻和宣传习近平外交思想的排头兵。不仅要逐字逐句读原文，认认真真读纲要，还要第一时间学习总书记出席外交外事活动的重要讲话。要在不同的地区、不同的岗位，结合自己具体的工作职责抓好贯彻落实，切实把学习成果转化成工作效益。

重庆市政府外办党组书记、主任王雯从四个方面分享了学习体会。她说，讲政治是做好地方外事工作的首要前提;围绕中心、服务大局是地方外事工作展现作为的宽阔舞台;讲好中国故事，提高国际传播能力，地方外事工作大有可为;传承外事红色优良传统，是外事队伍建设的必修课。通过此次学习，我们要将“办外事、管外事、谋外事、讲外事”协同起来，推动地方外事工作在习近平外交思想统揽下高质量发展。

交流會上，北京、天津、贵州、吉林、山东、辽宁等省（自治区、直辖市）和新疆生产建设兵团外办负责人，从不同角度分享了学习《习近平外交思想学习纲要》的认识和体会，并结合工作实际，就如何贯彻落实习近平外交思想提出思路和建议。

10月12日至14日，由外交部主办、重庆市政府外办承办的第三期红色教育课堂在重庆举办。在渝学习期间，全体学员先后前往红岩革命纪念馆、草房旧址、饶国模旧居、中共中央南方局旧址、红岩魂陈列馆、渣滓洞监狱旧址、周公馆、桂园重庆谈判旧址、中国民主党派历史陈列馆、重庆史迪威博物馆等地开展现场教学，参加多场感人至深的微党课，追忆峥嵘岁月，感悟革命精神。

在红岩村，全体学员面向党旗齐声诵读入党誓词，铭记对党的庄严承诺;共同学习周恩来同志《我的修养要则》，感悟伟大无产阶级革命家的崇高精神境界和严格自我要求。在歌乐山，学员们深情缅怀“11.27”烈士，回顾革命志士英勇斗争事迹，感受共产党人的坚定理想信念、巨大人格力量和浩然革命正气。在曾家岩，学员们实地领悟重庆谈判的重大历史意义和宝贵历史经验。所到之地，大家均被中国共产党领袖和革命烈士的事迹深深感动，实现了明理、增信、崇德、力行的活动目标。

From October 12 to 14， hosted by the Ministry of Foreign Affairs and undertaken by the Foreign Affairs Office of Chongqing Municipal People's Government， the third session of Foreign Affairs Red Education Classroom was successfully held in Chongqing. Following Ruijin in Jiangxi province and Yan'an in Shaanxi province， the Ministry of Foreign Affairs has made another effort to deepen and substantiate the learning and education of Party history in the national local foreign affairs system. Themed upon thoroughly unfolding the learning and education of Party history， studying and implementing the Study Outline of Xi Jinping Thought on Diplomacy， the event was attended by nearly a hundred persons from Foreign Affairs Offices of 15 provinces （autonomous regions and municipalities directly under the central government） and Xinjiang Production and Construction Corps （XPCC）， heads and business backbones of Foreign Affairs Offices of 12 districts and counties in Chongqing， and representatives of some departments and bureaus of the Ministry of Foreign Affairs.

On October 12， the third session of Foreign Affairs Red Education Classroom was opened in Chongqing Foreign Affairs Building. Zhang Wenchuan， deputy director general of the Department of Foreign Affairs Management of the Ministry of Foreign Affairs， and Wang Wen， Party secretary and director general of the Foreign Affairs Office of Chongqing Municipal People's Government， attended the event and delivered speeches.

Zhang Wenchuan said that this year marks the centenary of the founding of the Communist Party of China. In order to fully implement the important deployment of the CPC Central Committee on the learning and education of Party history and further promote the Party's foreign affairs work， the Ministry of Foreign Affairs determines 2021 as the "Red Education Year for Foreign Affairs"， and plans to hold four sessions of Foreign Affairs Red Education Classroom in Ruijin， Jiangxi province， Yan'an， Shaanxi province， Chongqing and Xibaipo， Hebei province， and effectively enhances the responsibility of foreign affairs work under the new outlook by unfolding education on revolutionary traditions.

Zhang Wenchuan said that Chongqing is a heroic city. The Hongyan spirit has composed a glorious chapter in the history of the Chinese revolution and Chongqing Negotiations go down in history forever. It is here that our Party smashed the blockade， publicized externally， won partners， and marched to the world through rich diplomatic practice. The selection of Foreign Affairs Red Education Classroom in Chongqing aims at upholding the glorious tradition in this heroic city， continuing red heritage， thoroughly studying and implementing the guidelines of General Secretary Xi Jinping's important speech on July 1 and Xi Jinping Thought on Diplomacy， and always carrying forward the great spirit of the founding of the Party， and creating a new outlook in local foreign affairs. Zhang Wenchuan fully affirmed Chongqing's foreign affairs work. He said that in recent years， the Foreign Affairs Office of Chongqing Municipal People's Government has made efforts to tap and utilize its own red education resources， propelled the integrated development of Party building work， constantly promoted foreign affairs work to a new level， and achieved good results.

On behalf of the Foreign Affairs Office of Chongqing Municipal People's Government， Wang Wen welcomed the leaders and colleagues from the Ministry of Foreign Affairs and other brother provinces and cities， thanked all parties who have been long caring for and supporting Chongqing's foreign affairs work， and introduced Chongqing's geographical location， resource endowment， historical evolution， economic and social development， foreign affairs work， and other basic information. She said that as the Wartime Capital of China during World War II and a municipality directly under the central government three times， Chongqing is the birthplace of China's manufacturing industry. The veteran proletarian revolutionaries of the Southern Bureau of the CPC Central Committee， represented by Zhou Enlai， formed the Hongyan spirit with unique historical background in the struggle of the War of Resistance against Japanese Aggression and the early stage of the War of Liberation， which plays an unique and important role in Chinese history. The Foreign Affairs Red Education Classroom held in Chongqing will further help people draw wisdom from the Hongyan spirit， deepen the Party's requirements for foreign affairs work， truly feel the importance of ensuring international communication capacity building， deepen the understanding of Xi Jinping Thought on Diplomacy， step up efforts to improve the political character of the foreign affairs team， and strengthen the mission and responsibility of the diplomatic and foreign affairs front.

In the opening ceremony， Mu Yongpeng， counselor of the Policy Planning Department of the Ministry of Foreign Affairs， who participated in the compilation of Study Outline of Xi Jinping Thought on Diplomacy， introduced the main contents and compilation of the Outline， and shared the study experience of Xi Jinping Thought on Diplomacy. He pointed out that the Outline fully reflected the original contributions of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the diplomatic field， and systematically explained the background， profound connotation， theoretical character， and brilliant practice of Xi Jinping Thought on Diplomacy. A key component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era， Xi Jinping Thought on Diplomacy is a fundamental guideline for China to ensure in its foreign affairs work in a new era.

Zhu Jun， Party secretary of Chongqing Hongyan Alliance Culture Developing Management Center， delivered a keynote lecture on Inheriting Hongyan spirit and Continuing Red Heritage， shared observations and experience of the guidelines of General Secretary Xi Jinping's important speech on July 1; using a large number of historical materials and vivid cases， he elaborated the glorious revolutionary history of Hongyan spirit from the five aspects of the epoch background and practical basis， main cultivators， rich connotation， important position and important role in an all-round way， systematically explained the connotation of Hongyan spirit， and fully showcased the lofty ideological realm， firm ideals and beliefs， great character and lofty revolutionary righteousness of veteran proletarian revolutionaries， Communists and revolutionary martyrs.

On October 13， the third session of Foreign Affairs Red Education Classroom work training meeting was held in Chongqing Foreign Affairs Building. Sun Mingxi， counselor of the Department of European Affairs of the Ministry of Foreign Affairs， Wang Tianling， counselor and director of the Department of International Economic Affairs of the Ministry of Foreign Affairs， Bi Haibo， counselor and director of the Information Department of the Ministry of Foreign Affairs， and Zhang Wenchuan， deputy director general of the Department of Foreign Affairs Management of the Ministry of Foreign Affairs， respectively gave special lectures on the themes of "China-Europe Relations"， "International Economy"， "Foreign-related News" and "Foreign Affairs Management" to guide the specific work practice. These lectures helped trainees further understand Xi Jinping Thought on Diplomacy， fully understand the central government's decision on and deployment for foreign affairs work， firmly establish the "Four Consciousnesses"， improve the capability to coordinate the two overall situations of domestic and international affairs and handle foreign affairs， better serve the work of the Party and the state， serve the overall diplomatic strategic deployment， and further promote the opening up and development of the local foreign affairs office so as to make greater contributions to the major-country diplomacy with Chinese characteristics and high-quality regional development in a new era.

On October 14， all the trainees in the third session of Foreign Affairs Red Education Classroom conducted an exchange discussion on learning the Study Outline of Xi Jinping Thought on Diplomacy， and summed up the gains and insights of the current session of Foreign Affairs Red Education Classroom. Zhang Wenchuan， deputy director general of the Department of Foreign Affairs Management of the Ministry of Foreign Affairs， pointed out that the Study Outline of Xi Jinping Thought on Diplomacy fully reflected the original contributions of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in diplomatic field， and was the fundamental principle for us to do a good job in foreign affairs. The publication of the Outline provides a great opportunity for us to study Xi Jinping Thought on Diplomacy comprehensively and systematically. To well study Xi Jinping Thought on Diplomacy， we must size up a key judgment， namely the changes unseen in a century. We should grasp the core meaning of Xi Jinping Thought on Diplomacy -- "Ten upholding"; grasping the practical requirements of Xi Jinping Thought on Diplomacy， foreign diplomatic workers should learn to understand Xi Jinping Thought on Diplomacy thoroughly as well as implement them in specific work.

Zhang Wenchuan stressed that the foreign affairs front should be the pacesetter in learning， implementing， and publicizing Xi Jinping Thought on Diplomacy. We should not only read the original text word by word， but also study the general secretary's important speeches at diplomatic and foreign affairs events immediately. In different regions and different posts， we should pay close attention to the implementation in combination with our specific work responsibilities， and solidly transform the learning results into work benefits.

Wang Wen， Party secretary and director general of the Foreign Affairs Office of Chongqing Municipal People's Government， shared her study experience from four aspects. She said that stressing politics is the primary prerequisite for ensuring local foreign affairs; focusing on the center and serving the overall situation is a broad stage for the display of local foreign affairs; telling Chinese stories well and improving the capability of international communication have great prospects for local foreign affairs work; inheriting the foreign affairs red tradition is a required course for the building of foreign affairs team. Through this study， we should coordinate the work of "conducting foreign affairs， managing foreign affairs， seeking foreign affairs and stressing foreign affairs" to promote the high-quality development of local foreign affairs under the guidance of Xi Jinping Thought on Diplomacy.

At the exchange meeting， the leaders of the Foreign Affairs Office of Beijing， Tianjin， Guizhou， Jilin， Shandong， Liaoning and other provinces （autonomous regions and municipalities directly under the central government） and the Xinjiang Production and Construction Corps （XPCC） shared the understanding and experience of learning the Study Outline of Xi Jinping Thought on Diplomacy from different angles， and put forward ideas and suggestions on how to implement Xi Jinping Thought on Diplomacy in light of the actual work.

During their study in Chongqing， all trainees went to Hongyan Revolution History Museum， the former site of thatched cottage， Rao Guomo's former residence， the former site of the Southern Bureau of the CPC Central Committee， Hongyan Spirit Exhibition Hall， the former site of Zhazidong Prison， Zhou's Residence， Guiyuan， namely the former site of Chongqing Negotiations， the Chinese Democratic Parties' History Exhibition Hall， Stilwell Museum and other places to conduct on-site teaching and participate in many touching micro-Party lessons， recalling the extraordinary years and feeling the revolutionary spirit.

In Hongyan village， all the trainees chanted the Party admission oath in unison facing the Party flag， bearing in mind the solemn commitment to the Party; they learned Comrade Zhou Enlai's My Cultivation Essentials and understood the lofty spiritual realm and strict self-requirements of the great proletarian revolutionaries. In Gele mountain， the trainees deeply cherished the martyrs on November 27， reviewed the heroic deeds of revolutionary martyrs， and felt the communists' firm ideals and beliefs， noble character， and heroic revolutionary righteousness. In Zeng Jiayan， the trainees realized the great historical significance and valuable historical experience of Chongqing Negotiations on the spot. Wherever they went， they were deeply moved by the deeds of the leaders and revolutionary martyrs of the Communist Party of China， and the objectives of clarified reason， boosted trust， advocated morality and concrete action were realized.
